Customs regulation of activities on the territory of special economic zones

In the article, the authors analyze the functioning of special economic zones in the Russian Federation. Currently, based on the established world practice, special economic zones can act as a catalyst for attracting foreign investment and ensuring effective regional socio-economic development. Therefore, according to the authors, the issues of improving the functioning of the SEZ are of particular importance. The analysis of the results of the functioning of special economic zones in the Russian Federation shows that there is a significant potential for their development. Due to the fact that the functioning of special economic zones is inextricably linked with the conduct of foreign economic activity, and the SEZs themselves are a tool for integrating the country into global value chains, the issues of customs regulation of activities on their territory become important, which acts as an effective way for the state to influence foreign economic activity and have significant opportunities in stimulating the development of special economic zones in the Russia. In this regard, the study of the application of customs regulation measures as important factors in the development of special economic zones in the Russian Federation is very relevant. Special attention was paid to the study of the regulatory framework for the application of customs procedures in respect of goods imported into the territory of special economic zones and exported from such territories. According to the results of the study, it was found that there are significant gaps in the current legislative regulation of this range of legal relations. The article formulates specific measures that can contribute to improving the efficiency of the functioning of special economic zones in the Russian Federation.

The article considers an instrument of influence on the economic development of the Russian Federation in the form of creating special economic zones. The current state of Russian enterprises is described in terms of the theory of techno-economic paradigm. The problem of technological backwardness of Russia is revealed. In this regard, the authors consider special economic zones as an engine for the development of the Russian Federation. The principles of functioning of these zones are described, privileges for enterprises registered in the territory of special economic zones are listed. The types of zones are also characterized, among which four are distinguished by the legislation of Russia: industrial-production, technical-innovative, tourist-recreational and port. Examples are given for each type of special economic zone. The authors examined the stages of construction of these zones, and the legislation that determines their functioning. The article also provides an example of the Innopolis special economic zone: its specialization, what benefits it gives residents and what is located on its territory. The article’s conclusion provides a list of benefits that an enterprise can count on if it is registered as a resident in the territory of a special economic zone. It also proves the existence of a direct relationship between the effective functioning of special economic zones and the acceleration of the economic development of the state, which allows it to enter the next techno-economic paradigm.


The paper examines the forming of global chains and defines the features of their forming on the example of machine-building enterprises. Outlining the integration of the Ukrainian industry into the global value chains is the subject of the research. The paper aims to develop the provisions regarding the establishment of global value chains in modern economic conditions. Many researchers argue that globalization has contributed to a kind of global economic optimization. The outbreak of COVID-19 causes the current economic recession and a simultaneous complete reorientation of global trade logistics. The analysis of the features of offshoring on the example of the functioning of industrial enterprises in the country is the task of the research. The forming of a reliable system of suppliers monitoring that also represents the importance of selecting supply specialists is a decisive factor. Based on the system analysis the paper determines that despite the availability of obstacles to the location of foreign capital in Ukraine, there are certain perspectives for the integration of industrial enterprises into the global value chains. The results of the research show that despite the current socio-economic condition, Ukraine is attractive for foreign investment due to significant return on capital investment compared to the respective economic activity types of European countries, favorable geographic position, and availability of cheap but skilled workforce. An efficient socio-economic development is impossible without the high technology and innovative activity of the country. Yet, political instability and a set of barriers to foreign investment attraction remain to be the key problem for socio-economic development.

In the 21st century, not only is Siberia the most important macroregion of Russia, the most extensive in its territory and significant in terms of natural resource potential, it is also one of the key objects of Eurasian geopolitics. The article shows the “sea factor’s” significance in its influence on the formation of ideas about the external borders of Siberia, as well as substantiates the conjugation of the socio-economic development of Siberian regions with the markedly increased maritime activity in the Russian Federation since the beginning of the 2000s (first of all, with the port economy and extraction of hydrocarbons on the sea shelf). Based on the application of statistical, comparative-geographical and cartographic research methods, it is shown that it is precisely due to the post-Soviet geo-economic and geopolitical processes (including Russia’s accelerated entry into the global “oceanic” economy) that the duality of Siberia’s position in the “continental-oceanic dichotomy” is more clearly manifested. The article suggests using the UNCTAD approach to the allocation of special economic zones, according to which SEZs can be considered as entities that meet three criteria: clearly defined boundaries of the zone territory, economic activity regime different from the national one, developed infrastructure. The article analyzes the geography of SEZs in Russia in such a broad sense. It is concluded that the Russian SEZ system and its analogues are unreasonably complex, and it is proposed to create a full-fledged state information system for territories with preferential regimes for investors, and to increase the uniformity of existing regulations. It is shown that at present preferential regimes contribute to the socio-economic development of priority geostrategic territories (with the exception of the North Caucasus), but beyond their borders they rather contribute to the growth of interregional differences in the level of socio-economic development, rather than their reduction. it is proposed not to abandon the creation of SEZs and their analogues in problem regions, but to provide investors with sufficient favorable conditions and to differentiate approach to assessing the effectiveness of SEZs and their analogues in regions with objectively different levels of investment attractiveness.

The author touched upon topical issues of inter-budget alignment, budget provision of regions with financial resources, focusing on factors that directly affect the stability of the budget system, as well as highlighting problems in the budget sphere that require urgent attention from the authorities. It is concluded that the level of interregional differentiation continues to increase, and the modern mechanism of budget equalization requires urgent amendments and adjustments. It is emphasized that the main goals of socio-economic development of the Russian Federation related to the transition to an innovative type of development, changes in the structure of the national economy, set out in strategic documents and messages of the President of the Russian Federation and declared since 2009, are not being implemented, and the effectiveness of state economic policy and Federal budget expenditures for its implementation remains low. This indicates the need to review the current system.
