Purpose: in article the economic system of the region from a position of appeal of its separate elements (types of economic activity) to a production lacuna is considered. Discussion: production lacuna refers to the subjects of the economic system of the region, which carry out their activities in it, but are not organically subordinate to the management center. For such entities, gross output and payment of taxes are recorded in the region of the parent organization. This creates heterogeneities in the structure of the system and imbalances in its development, which requires special approaches in modeling the development of the region's economy. Results: сompared to earlier work on the subject of production lacuna, the feature of this article is the use of the attractiveness function of the region as a function of the goal in the development model of the region. This approach makes it possible to direct funds towards the development of the region so as to achieve maximum attractiveness for those economic activities where the involvement of third parties is required and minimal in those where protectionism is necessary. The work also indicates ways to improve the attractiveness function, for the type of economic activity agriculture restored the type of attractiveness function of the region. The restoration of the function was carried out on the basis of a number of data from the statistical compendium and data from the tax service.

In different territories of the world, especially in emerging countries, it has been considered that, taking advantage of the fact that they still conserve their natural attractions, make tourism a strategy to increase the economic activity of a certain region; It is not that the authors consider monoproductivity as a viable equation, but coupled with other economic dynamics, tourism can help to generate more income. This publication is located on the island of Cuba, in which the objective is to propose that two provinces become involved or increase their participation in activities oriented towards tourism, in consideration of their geographical location. A hypothetical approach has been used. Regarding tourism; Incorporating the province of Las Turnas and increasing activities in the province of Cienfuegos will generate the integration of a greater person to obtain an economic income. It has a descriptive scope. With an orientation on Regional Development.

Resumen:Con base en el análisis de la especialización industrial de Nayarit en el sector de alimentos, bebidas y tabaco; de la concentración económica regional de la especialización por áreas; y del nivel de encadenamientos realizado por las empresas ubicadas en la ciudad industrial de Tepic, se muestra que la abundancia de ventajas naturales y de capital no son suficientes para construir ventajas competitivas, ni aprendizajes empresariales significativos, cuando el mercado local está contraído y la actividad económica depende de otras dinámicas la información disponible es imperfecta y la alta concentración espacial de la especialización industrial, causas que inhiben todas juntas los encadenamientos productivos y no hay compensaciones institucionales adecuadas.Palabras clave: especialización industrial en alimentos, bebidas y tabaco; concentración económica regional, desventajas competitivas, mercado contraído.Abstract:Based on the analysis of the Nayarit’s industrial specialization in the food, drinks and tobacco sector; of the regional economic concentration of area specialization; and of the linkage level made by the companies located in the industrial city of Tepic, it is shown that the abundance of natural and capital advantages are not enough to attain competitive advantages, nor significant entrepreneurial learning, when the local market is shrunk and the economic activity depends on other dynamics; available information is defective; and there is a high space concentration of industrial specialization. All these factors inhibit productive linkages and there are no adecuate institutional compensations.Palabras clave: industrial specialization in food, drink and tobacco, regional economic concentration, competitive disadvantages, shrunk market.
