Nature and environment are important for the people earning their living from natural sources of livelihood. This article concentrates on the local perspective of the landscape in the Pallastunturi Fells, which are situated in Pallas-Ylläs National Park in Finnish Lapland. The Fells are both important pastures for reindeer and an old tourism area. The Pallastunturi Tourist Hotel is situated inside the national park because the hotel was built before the park was established 1938. Until the 1960s, the relationship between tourism and reindeer herding had been harmonious because the tourism activities did not disturb the reindeer herding, but offered instead ways to earn money by transporting the tourists from the main road to the hotel, which had been previously without any road connections. During recent years, tourism has been developed as the main source of livelihood in Lapland and huge investments have been made in several parts of Lapland. One example of this type of investment is the plan to replace the old Pallas Tourist hotel, which was built in 1948, with a newer and bigger one. It means that the state will allow a private enterprise to build more infrastructures for tourism inside a national park where nature should be protected and this has sparked a heated debate. Those who oppose the project criticise this proposal as the amendment of a law designed to promote the economic interests of one private tourism enterprise. The project's supporters claim that the needs of the tourism industry and nature protection can both be promoted and that it is important to develop a tourist centre which is already situated within the national park. This article is an attempt to try to shed light on why the local people are so loudly resisting the plans by a private tourism enterprise to touch the national park. It is based on my fieldwork among reindeer herding families in the area.

Discussing approaches to the aboriginal land rights in contemporary Russia, I shall focus on the arguments that have been presented in favor of three major policy options. These options are often labelled as "pro-aboriginal," "anti-aboriginal" and a "compromise" position. Ethnologists who have been deeply involved in the attempts to define legally aboriginal land rights ever since 1991 have themselves been split into the same three interest groups. Thus the controversies over aboriginal land rights and of the so called "traditional economy" (i.e., hunting, fishing, food gathering and reindeer herding in the taiga and tundra) provide excellent illustrations of developments in applied ethnology in post-Soviet Russia.

The influence of the Chernobyl accident in 1986 on the Finnish reindeer herding area was much smaller than the effects of the nuclear bomb tests in the 1960s. Only in one small area somewhat more Cs-137 was deposited than in the rest of the reindeer herding area. From that area 20 reindeer were chosen for investigation of the distribution of Cs-137. All tissues, organs, the skeleton, digestive tract, hide, head and hooves were sampled quantitatively. Three reindeer were pregnant and also the foetuses were studied. The Cs-137 amounts were determined by gammaspectrometric measurements. The results showed that the differences in the Cs-137 concentrations between muscle tissue from different parts of an individual reindeer were not more than 10 percent. Thus it is not essential from which part of the reindeer meat samples for surveillance purposes are taken. The concentration of Cs-137 in edible tissues other than muscle was lower except in the kidneys and scapula cartilage.

Based on archival sources, the author analyzes the situation of the indigenous peoples of the Okhotsk-Kolyma territory during the Great Patriotic War. The government continued to implement paternalistic social policies: the development of housing and social infrastructure in the areas where indigenous peoples live, improvement of medical care and education, and vocational training. It is shown that most indigenous peoples, involved with collective farming worked disciplinedly and responsibly in areas related to traditional nature management (reindeer herding, fishing, fur hunting). With their labor and personal donations, the indigenous people made a feasible contribution to the victory. The indigenous peoples also fought on the front and served in the rear troops.
