The European Union’s (EU) 2015–2016 “migration/asylum crisis” gave discussions over the relationships between migration, security and development renewed prominence in global affairs. In response to record migratory flows, the EU, like the United States (US), has implemented security responses to migration aimed at protecting territorial integrity. This article addresses the migration–security–development nexus through the lens of policy coherence for development (PCD). It compares EU and US migration policies within the framework of the “transformative development” associated with the Sustainable Development Goals. It contends that these donors have undermined transformative development through the regionalization of development aid, which has contributed to the securitization of both development and migration policies. Thus, the article contends that new mechanisms for change need to be identified. It introduces the notion of “normative coherence” and proposes a potential role for regional human rights courts in fostering migration-related PCD.Spanish abstract: La “crisis migratoria” de la Unión Europea (UE) del 2015–2016 arrojó discusiones sobre las relaciones entre migración, seguridad y desarrollo renovando su prominencia en los asuntos globales. La UE, como los Estados Unidos de América (EE.UU), ha implementado respuestas de seguridad a la migración dirigidas a proteger la integridad territorial. Este artículo se dirige al nexo entre migración, seguridad y desarrollo a través de la lente de la coherencia de políticas públicas para el desarrollo (CPD). Compara las políticas migratorias de UE y EE.UU dentro del marco del “desarrollo transformativo” asociado con los Objetivos de Desarrollo Sostenible. Sostiene que estos donantes han socavado el desarrollo transformativo mediante la regionalización de la ayuda al desarrollo, el cual ha contribuido a incorporar aspectos de seguridad. Así, el artículo sostiene que se requiere identificar nuevos mecanismos para el cambio. Se introduce la noción de “coherencia normativa” y propone el rol potencial de cortes regionales de derechos humanos para promover CPD relacionadas a la migración.French abstract: La crise migratoire 2015-2016 de l’Union Européenne (UE) a replacé les discussions en matière de migration, de sécurité et de développement dans une perspective globale renouvelée. En réponse aux flux sans précédent, l’UE tout comme les Etats-Unis (EU) ont développé des réponses sécuritaires, destinées à protéger leur intégrité territoriale. Cet article évoque la connexion entre la migration, la sécurité et le développement à travers l’optique de la cohérence des politiques publiques pour le développement (CPD). Il compare les politiques migratoires de l’UE et des EU à partir du cadre du « développement transformateur » associé aux ODD. Il révèle que ces donateurs ont saboté le développement transformateur à travers la régionalisation de l’aide au développement, ce qui a contribué à octroyer un impératif sécuritaire. Ainsi, l’article soutient que de nouveaux mécanismes doivent être identifiés. Il introduit la « cohérence normative » et propose un rôle potentiel pour les Cours régionales des droits humaines dans la perspective de promouvoir la CPD en matière de migration.

At the beginning of the XXI century a noticeable transformation of migration processes is observed under the influence of globalization, which effect the change of social, cultural, spiritual and economic models of different countries and world regions more and more actively. This stipulates the necessity for host countries to improve migration policies for more effective control over economic, social and cultural advantages or, vice versa, disadvantages, which international migration brings with it. Consequently, the necessity of constant examination of this problem seems logical, including the level of cross-national comparative researches, during which the study of the same phenomenon in two or more countries in various socio-cultural conditions with the usage of the same tools takes place. Taking into consideration the variable and unpredictable nature of the problem, the necessity of the stable basis for such researches is transparent, first of all, the need of permanent generally accepted and used conceptual and categorical apparatus, which predetermines primary importance of the research of this apparatus in the field of migration; in this context, the analysis of using of the terms “migrant” and “ethnic minority” in the scientific political and social discourses of such countries, as Canada, Great Britain and Germany is given in the case of this article. This volume highlights the challenges of contemporary policymaking and scholarship on high-skilled migration. Both areas often focus rather narrowly on migration policy without considering systematically and rigorously other economic, social, and political drivers of migration. These structural drivers are often equally or sometimes even more important than migration policies per se. To be successful in recruiting on the global skill market, countries have to implement coherent whole-of-government immigration policy packages which are to be embedded in a country’s broader economic, social, and political structures and the broader context of international migration processes and dynamics. Societies and economies that are able to create a welcoming environment for people, attractive professional conditions for workers, and a business climate for employers are likely to succeed in attracting and recruiting skilled workers that are in demand. The chapter concludes with some proposals aimed at improving the efficiency of the global skill market.

After a consideration of who the skilled are, this chapter pursues four main themes. First, direct policies to attract skilled migrants are secondary to indirect policies designed to establish the industries and services that will lead to the employment of the skilled. Second, direct policies to attract the skilled need to be integrated into wider policies that see the immigration of the less skilled also to be important. Third, attempts to retain the skilled need to be framed in the context of a high turnover of the skilled, a turnover facilitated by the nature of the channels through which they move. Fourth, a consideration of the global production of the skilled through education and training and how that impacts on the flows. These four themes are closely interrelated and provide a basis for a broader interpretation of skilled migration policy.

Abstract The study of Eurocentrism has become a hallmark of postcolonial International Relations theories. Of particular concern in this literature has been the resilience of Eurocentrism despite conscious efforts to move towards a post-Eurocentric understanding of world politics. This study argues that while existing works have highlighted many of the reasons why Eurocentrism persists today, it has not been sufficiently identified and conceptualised. In particular, why some policy actors, who have a vested interest in moving beyond Eurocentrism, inadvertently reproduce Eurocentrism? This article proposes to distinguish between different types of inadvertent reproductions. In particular it highlights rhetorical critique, deconstruction, decentring and dehierarchising, as different ways to critique, inadvertently reproduce and partially modify Eurocentrism. To illustrate this situation, this article looks at Turkey's migration policies and documents how Turkish governing elites have openly claimed the need to upend the Eurocentric order, yet have reproduced it in practice.

Unexpected Consequences

In managing the coronavirus pandemic, national authorities worldwide have implemented significant re-bordering measures. This has even affected regions that had dismantled bordering practices decades ago, e.g., EU areas that lifted internal borders in 1993. In some national cases, these new arrangements had unexpected consequences in the field of immigration enforcement. A number of European jurisdictions released significant percentages of their immigration detention populations in spring 2020. The Spanish administration even decreed a moratorium on immigration detention and closed down all detention facilities from mid-spring to late summer 2020. The paper scrutinises these unprecedented changes by examining the variety of migration enforcement agendas adopted by European countries and the specific forces contributing to the prominent detention decline witnessed in the first months of the pandemic. Drawing on the Spanish case, the paper reflects on the potential impact of this promising precedent on the gradual consolidation of social and racial justice-based migration policies.
