Information Technology’s (IT) role in Human Resource Management (HRM) has attracted minimal interest and attention in the academia industry. The few empirical studies available did not examine the effect of IT on HRM on a comparative basis. Therefore, this study seeks to examine the nexus between IT and HRM procurement process in Nigerian Universities (education sector) with reference to the University of Ilorin. Other objectives are to:(i) examine the extent to which IT influences the HR procurement functions (ii) determine the nature of relationship that exist between/among IT tools and HR procurement functions. Questionnaire was served to the entire 50 members of the staff of the University HR department being census approach. Two hypotheses stated were tested using regression and correlation analysis. The findings revealed that IT has a significant effect on HR procurement functions and that IT tools and HR procurement functions are correlated. The study concludes that IT impacts strongly on HR Procurement activities. This study recommends that the management of Nigerian higher Institutions, inclusive of University of Ilorin, should consistently upgrade their HRIT software to cover a significant number of HR activities in line with the best HR practice as its long-term benefits exceed the pains of its initial cost.

The article is devoted to the development of the practice of applying the procedures of professional and public accreditation of educational programs in the field of human resource management. An overview of the regulatory and methodological framework for conducting accreditation examinations is presented. The key issues of interaction between the Council for Professional Qualifications, the accrediting and educational organization are identified, their content is disclosed and recommendations for educational organizations on preparing for the accreditation examination are presented. The article presents an analysis of the main advantages that educational organizations receive when conducting professional-public accreditation of educational programs and the reasons for their resistance, among which a low level of awareness of the accreditation procedure, the benefits of its implementation in the short and long term, is highlighted. A number of prospects for the development of professional-public accreditation and the use of its results have been substantiated, which can contribute to an increase in the interest of participants in the educational services market.

Long-term evolution (LTE) is one of the quickest developing technologies that support a variety of applications like video conferencing, video streaming, VoIP, file transfer, and web browsing. Radio resource management (RRM) procedure is one of the key configuration parts for enhancing the system performance. The admission control is one of the resource management mechanisms. The task of admission control is to admit or reject the establishment request for the new session. In this chapter, the authors provide an overview of the resource management and analyze the media degradation path (MDP) and non-MDP-based admission control algorithms in the LTE network and compare the session establishment success. This chapter also enables for reader to know the current and future trend of research on resource management of multimedia services in LTE networks.

In recent years, mobile operators are observing a growing demand of multicast services over radio cellular networks. In this scenario, multicasting is the technology exploited to serve a group of users who simultaneously request the same data content. Since multicast applications are expected to be massively exchanged over the forthcoming fifth generation (5G) systems, the third-generation partnership project (3GPP) defined the multimedia broadcast multicast service (MBMS) standard. MBMS supports multicast services over long-term evolution (LTE), and the 4G wireless technology provides high quality services in mobile environments. Nevertheless, several issues related to the management of MBMS services together with more traditional unicast services are still open. The aim of this chapter is to analyze the main challenges in supporting heterogeneous traffic over LTE with particular attention to resource management, considered as the key aspect for an effective provisioning of mobile multimedia services over cellular networks.

Increasing public pressure on Canada's land resources to produce a greater variety of social values indicates an urgent need for integrated resources management. This, in turn, requires a reorientation in the traditional "single resource" thinking of foresters and others. However, it is believed that the current major impediments to developing integrated resource management are to be found in the attitudes and opinions which prevail in the administrative centres of government in respect to social, political, economic, legal, and other matters. Integrated resource management is fundamentally a social concept and a prerequisite to long-term progress in this area is a better knowledge and awareness of the social-environmental needs of society on the part of all resource personnel. Foresters are closely identified in the public mind with responsibilities in wildland management and should be actively concerned with integrated resource management.

The virtues of integrated water resource management have been widely extolled in the literature. The purpose of this paper is to review selected aspects of Latin American and Caribbean experience which may provide insights on the constraints and opportunities for progressing towards such integration. Economic development and population growth are placing demands on water which are increasing exponentially. However, with a few exceptions, governments have shown little effective response to the broader issues in resolving the inevitable conflicts. Formulation of plans and policies appears straightforward and it is easier still to recommend implementation by powerful co-ordinating agencies. However, practice bears little relation to theory. This suggests that a focus on questions other than technical optimization might be relevant. Attention needs to be given to the institutional structure - formal and informal rules - which determine why decisions are made at the political, organizational and operational levels resulting in de facto water management. Greater transparency on the informal rules may enable more systematic transactions between and within these three levels (particularly within the organizational level) leading to changes which would allow incorporation of a broader and more long-term view of renewable resource management issues.
