In its 30 years of operation, Athabasca University has witnessed the full impact of the growth of online distance education. Its conversion from mixed media course production and telephone/mail tutoring to a variety of electronic information and communication technologies has been heterogeneous across disciplines and programs. Undergraduate programs in business, computing, and some social science programs have largely led the conversion, and all graduate programs have, since their inception, employed various features of online delivery. The parallel conversion of student services has been equally important to the effectiveness of these processes. The implications of this approach for the quality of offerings, support systems, costing, and the primary mandate of the University (which is to remove barriers, not create them) are discussed.

Distance education is a term that has been developing for many years, but it only reached great dimensions in the beginning of the 20th century, mainly, with the use of information and communication technologies online. Through bibliographic research it is intended to present the advancement of distance education in the world and in Brazil, describe the evolution, showing that it started by exchanging correspondences until reaching the use of the internet, with synchronous or asynchronous interaction, verifying the most used platform for distance education, demonstrate the increase in the number of people enrolled in this teaching modality in addition to the main trends that the authors expect for the coming years. Distance education has great chances of gaining acceptance in the academic environment, however it is necessary that people know how to work with the technologies involved in the process, that is, be part of digital inclusion, and that both institutions and the State provide cultural and financial incentives for this alternative of knowledge transmission, because only in this way will we be able to achieve the goal of education, which is to eliminate people’s social exclusion.

The study highlights the relevance of the organization of distance learning in quarantine conditions. The theoretical analysis of normative educational documents, scientific literature on the use of information and communication technologies in the distance education system, as well as directions for solving issues in ensuring the quality of higher education is carried out. The current state of implementation of distance learning in educational institutions is considered, the experience in the organization of distance learning is studied, and the necessary means for the effective organization of distance learning are identified. A theoretical and methodological analysis of scientific literature on the problem of determining the advantages and disadvantages of distance education was carried out. Much attention is given to the prospects for the development of distance education in Ukraine. The directions for further improvement of distance learning are proposed.

Developments in information and communication technologies have reached an all-time high. These improvements have accelerated the transformation of higher education milieus on all sides. Accordingly, higher education institutions have begun to be delineated by these technological developments, activities, and practices. This technoculture era has started a new interaction among communication technologies, teachers, and learners. Herein, transhumanism regards changes in societies through these technological interactions and transformations. The worldwide technological transformation is approximating all societies and cultures to Marshall McLuhan's notion of a global village day by day as a consequence of the technology paradigm. The heydays of the developments in technologies affect all human beings at all points from living, learning, communicating to eating and even thinking styles. Taking these points into account, this chapter will explore how these variables may influence the online distance education milieus in terms of technoculture and transhumanism perspectives.

Information and Communication Technologies (ICT) are regarded as a major contributor to the transforming of distance learning. The researcher assumed that education practitioners in developing countries like Lesotho, have limited, or no access at all to ICT for supporting instruction, since they still rely heavily on print and tutor/learner meetings as their distance mode of course delivery. The study assessed the feasibility of introducing ICT-mediated education for tutors and learners on a Distance Education Programme in Lesotho. The paper specifically focused on issues relating to the place of ICT in teaching and learning at a distance, ICT policy initiatives and challenges of infrastructure, human resource capacity, and cost as they affect provision of, and access to computer-mediated learning. Interventions critical to alleviating the situation are also discussed. Policy-makers and distance education practitioners require this type of feedback to be able to effect meaningful improvements in ODL programmes.

Distance education is not new. Correspondence courses date back over 150 years. Advances in information and communication technologies, particularly the Internet, open up a host of possibilities to study at a distance, making use of the latest advances in e-learning tools. However, it must be stressed that e-learning has to focus on the learning pedagogy and not just the technology. This chapter examines the role of learning in e-learning by reviewing state-of-the-art developments and innovations to support distance learning students and academics. It identifies strategies for successful learning through the evaluation of student experiences and considers methods and practices that can be employed for delivering a successful learning programme.

Developments in information and communication technologies play a major role in shaping economic, political, and cultural fields. Together with its inherent features, the internet, in addition to offering opportunities such as a new cultural space, freedom, and reality, has led the change of learning habits, cultural forms, and identities. Open and distance learning starting from correspondence education to computer networks-based education is one of the most affected areas by internet technologies. Various applications have developed in the field of open and distance education over time with the reflections of cyber culture. ABSTRACT Deployment of distance education (especially e-learning) at universities requires university teachers and students to have adequate ICT (Information and Communication Technologies) competencies. Schools usually provide training for their staff in operating e-learning portals and creating courses, which is the necessary minimum for conducting distance education. On the other hand, schools do not offer any courses for students to improve their competencies necessary for e-learning, as they assume that the students’ ICT competencies acquired during the three levels of schooling (elementary, lower secondary and upper secondary) are sufficient. The authors’ observations demonstrate that this assumption is not necessarily true, particularly for students at faculties related to humanities and other specializations not of technical nature, such as medicine. The article presents an overview of ICT competencies necessary for e-learning study, comparing them with competencies of a secondary school graduate. On the basis of a research project conducted at three medical universities in Poland, the authors present the level of knowledge and practical skills in the field of ICT among students who participated in e-learning or blended learning. As a result of the project, a proposal has been presented for modifying ICT education contents for students, as well as a draft course carried on the university’s LCMS (Learning Content Management System) portal to bridge the ICT competence gaps for effective distance education.

Este artículo se refiere a la aplicación de las tecnologías de información y comunicación en el ámbito de la educación a distancia; con base en este nuevo posicionamiento del docente, se proponen las características que diferencian la docencia de un enfoque tradicional presencial a uno nuevo, el cual debe abordarse  en la modalidad de educación a distancia en conjunción con los avances tecnológicos de nuestros días.
