AbstractThe 17 Sustainable Development Goals (SDGs) underpinned by 169 targets presents national governments with huge challenges for implementation. We developed a proposal for a National Blueprint Framework (NBF) with 24 water-related indicators, centered on SDG 6 (clean water and sanitation for all), each with a specific target. We applied the NBF to 28 EU Member States (EU-28) and conclude that: The current SDG 6 indicators are useful for monitoring progress toward water-related targets but their usefulness can be improved by focusing more on their practical implementation. The extension of SDG 6 with complementary indicators (e.g. for the circular economy of water) and quantitative policy targets is urgently needed. This will benefit the communication process and progress at the science-policy interface. SDG indicators can be improved in a SMART (specific, measurable, achievable, relevant, and time-bound) manner and by setting clear policy targets for each indicator, allowing for measuring distance-to-targets. This allows country-to-country comparison and learning, and accelerates the SDG implementation process. We propose 24 water-related indicators centered on SDG 6, with complementary indicators including quantitative policy targets. The approach is doable, easily scalable, and flexibly deployable by collecting information for the EU-28. Main gaps in the EU-28 are observed for water quality, wastewater treatment, nutrient, and energy recovery, as well as climate adaptation to extreme weather events (heat, droughts, and floods). The framework was less successful for non-OECD countries due to lack of data and EU-centric targets for each indicator. This needs further research.

Significant imbalances of existing development models are demonstrated by global economic growth, and outlines the need to move to a new more flexible and balanced model that is able to maintain the declared high and long-term growth rates together with the preservation of social equality and population general welfare. The purpose of the study is to identify EU comprehensive growth opportunities through of EU flagship initiatives achievement current EU situation in the field of poverty, unemployment, youth and women's unemployment and their involvement as labor force geographical aspects analysis; current state and prospects of EU inclusive development analysis; possibility of the sustainable development goals and inclusive growth based on the EU's flagship initiatives achievement substantiation. The object of the study is the process of inclusive economic growth within the EU through the EU flagship initiatives practical implementation. It is determined that along with traditional economic growth indicators it is necessary to take into account the human capital equality, ecological state of the environment, social protection, food security and social cohesion. Imperative knowledge on the interconnection of EU policy priorities and flagship initiatives, sustainable development goals and their compliance with inclusive economic development are systematized. The expediency of European inclusive economic growth model, declared in the “Europe 2020” strategy, design and implementation was grounded. Modern trends and geographical aspects of state of unemployment and poverty in the European region countries is determined. The level of women's participation in the European economy is analyzed. The level of women employment in comparison with men in the EU countries is analyzed, which made it possible to determine that this indicator is consistently lower, however, there is no significant disparity in most member states. It is substantiated that at the new cross-border economic order conditions, proposed by the EU, inclusive growth allows all member countries enjoy the progressive results of the union, economic integration and economic growth. Evidence-based policymaking must be rooted in sound data to inform policy priorities, budget allocations, and tracking of progress. This is especially true in the case of the Sustainable Development Goals (SDGs), as they provide the policy framework that all 193 UN member states have pledged to achieve by 2030. Good data and clear metrics are critical for each country to take stock of where it stands, devise pathways for achieving the goals, and track progress. Current assessments of the EU’s performance on the SDGs, however, tend to reach different findings and policy conclusions on where the priorities for further action lie, which can be confusing for researchers and policymakers. In order to demystify the drivers of such differences and make them transparent, this paper compares and contrasts the results obtained by four SDG monitoring approaches. We identify three main elements that are responsible for most of the differences: (i) the use of pre-defined targets for calculating baseline assessments and countries’ trajectories; (ii) the inclusion of measures that track not only domestic performance, but also the EU’s transboundary impacts on the rest of the world; and (iii) the use of non-official statistics to bridge data gaps, especially for biodiversity goals. This paper concludes that there is not one “correct” way of providing an assessment of whether the EU and EU member states are on track to achieve the goals, but we illustrate how the different results are the outcomes of certain methodological choices. More “forward-looking” policy trackers are needed to assess implementation efforts on key SDG transformations.

The EU asserts itself as a leader when it comes to climate change policy. In this article, we analyze the EU’s environmental action regarding the 7th Environmental Action Programme 2020 and the Sustainable Development Goals (SDG’s) 2030 set by the UN. We synthesise the successes and failures of the EU’s environmental policy in the fields of emissions reduction, circular economy, biodiversity, energy policy and agricultural policy, with the goal of understanding where the EU is lacking and what, therefore, needs stronger measures to reach international goals and avoid an environmental catastrophe. We conclude that the EU will not reach most environmental targets set for 2020 and in order to achieve the 2030 Sustainable Development Goals, what changes need to be implemented to ensure stronger environmental measures.

The article is devoted to the creation of an effective institutional system for sustainable development as the most important issue of the modern scientific, political and public agenda. Sustainable development paradigm was adopted by the world community by general consent several decades ago, but nevertheless not a single country in the world, including Russia, has an efficient technology to achieve the corresponding goals today. The article reveals the content of the definition sustainable development, describes the preconditions and a brief history of the operationalization of the sustainable development concept, identifies the main problems of the practical implementation of different countries policy instruments, including Russia, to achieve sustainable development goals. The authors conduct a brief analysis of modern national strategic documents on sustainable development, elaborate recommendations for the innovative approaches application to the sustainable development goals implementation in Russia, as well as for ensuring effective institutional conditions for their practical implementation. At the same time, special note taken of a radical change in the value paradigm of public consciousness, adequate regulatory support and the development of composite indicators and criteria for sustainable development.

Abstract. The soil quality and soil health concepts are widely used as soils receive more attention in the worldwide policy arena. So far, however, the distinction between the two concepts is unclear and operational procedures for measurement are still being developed. A proposal is made to focus soil health on actual soil conditions, as determined by a limited set of indicators that reflect favourable rooting conditions. In addition, soil quality can express inherent soil conditions in a given soil type (genoform) reflecting the effects of past and present soil management (expressed by various phenoforms). Soils contribute to ecosystem services that, in turn, contribute to the UN Sustainable Development Goals and, more recently, to the EU Green Deal. Relevant soil ecosystem services are biomass production (SDG2: zero hunger), providing clean water (SDG6); climate mitigation by carbon capture and reduction of greenhouse gas emissions (SDG13: climate action) and biodiversity preservation (SDG15: life on land). The use of simulation models for the soil-water-atmosphere-plant system is proposed as a quantitative and reproducible procedure to derive single values for soil health and soil quality for current and future climate conditions. Crop production parameters from the international: yield-gap program are used combined with soil-specific parameters expressing the effects of phenoforms. These procedures focus on the ecosystem service: biomass production Other ecosystem services are determined by soil-specific management to be based on experiences obtained in similar soils elsewhere or by new research. A case study, covering three Italian soil series, illustrates the application of the proposed concepts, showing that soil types (soil series) acted significantly different to effects of management also in their reaction to climate change.

The main goal of this study is to show the performance of the indicators under 4 integrated main groups by using the multifactorial analysis methodology in the light of the selected indicators, by drawing attention to the integration of the energy network, which Ukraine has developed in line with the sustainable development goals, in the field of the energy economy, which has been planned with the European Union. Observing these performances is among the aims of the author’s research to draw attention to the importance of reform steps Ukraine has taken in line with its sustainable development goals and these reforms will be expected a positive impact on the country’s accession to the EU. 17 sustainable development goals developed by UNDP, where efficiency and innovation are imperative, focus on the improvement of countries and play a role in the formation of the indicators and groups of this study. According to the results of the study, it is observed that the indicators selected for Ukraine are linked to the data used in line with the country’s common goals with the EU and 2035 energy targets, as observed in the analysis results in integrated groups. The ambition of this study, which focuses on the development of Ukraine, is aimed by the author to offer an alternative and strategic perspective to small and medium-sized entrepreneurs (SMEs) in the energy sector.

Sub-Saharan Africa is among the regions that contribute least to global climate change, yet it is among the most vulnerable to its impacts due to low levels of economic and technological development. The frequency and magnitude of extreme weather events in the region are rising at a faster rate than the population capacity to deal with the attendant disasters. This paper interrogates some emerging and existing evidence of the potential for extreme weather events to obviate countries' attainment of the Sustainable Development Goals (SDGs). Whilst previous studies have assessed the vulnerabilities of sub-Saharan African (SSA) countries to extreme weather events on specific sectors, a comprehensive assessment of the implications of these extreme events for attaining the SDGs remains largely untouched. This paper assesses the impacts of flooding, extreme heat and drought on five key SDGs—Zero hunger (Goal 2), Good health and well-being (Goal 3), Quality education (Goal 4), Clean water and sanitation (Goal 6), and Sustainable cities and communities (Goal 11). Based on empirical cases from different SSA country contexts, and guided by the SDG targets and indicators, we discuss the main interactions between extreme weather events and different SDGs, emerging with a framework for the climate change—sustainable development nexus. Such an assessment, with regard to specific national and local case studies, would inform policy formulation and implementation, research and investment toward sustainable development in the region. Integrating resilence strategies into national development policies will offer sub-Saharan African countries the opportunity to reduce the impacts of extreme weather events on attaining their targets for sustainable development towards Agenda 2030.
