AbstractWe examine the relationship between socio-economic disadvantage and exposure to environmental hazard with data from the catastrophic 2019–2020 Australian wildfires (Black Summer) that burnt at least 19 million hectares, thousands of buildings and was responsible for the deaths of 34 people and more than one billion animals. Combining data from the National Indicative Aggregated Fire Extent (NIAFE) and 2016 Socio-Economic Indexes for Areas (SEIFA), we estimate the correlation between wildfire hazard exposure and an index of community-level socio-economic disadvantage. Wildfire hazard exposure is measured as the interaction between the percentage of area burnt and proximity of the fire to settlements. The results reveal a significant positive relationship between fire hazard exposure and socio-economic disadvantage, such that the most socio-economically disadvantaged communities bore a disproportionately higher hazard exposure in the Black Summer than relatively advantaged communities. Our spatial analysis shows that the socio-economic disadvantage and wildfire hazard exposure relationship exists in inner regional, outer regional and remote areas of New South Wales and Victoria, the two worst-hit states of the Black Summer catastrophe. Our spatial analysis also finds that wildfire hazard exposure, even within a small geographical area, vary substantially depending on the socio-economic profiles of communities. A possible explanation for our findings is resource gaps for fire suppression and hazard reduction that favour communities with a greater level of socio-economic advantage.

Loss prediction models are an important part of wildfire risk assessment, but have received only limited attention in the scientific literature. Such models can support decision-making on preventive measures targeting fuels or potential ignition sources, on fire suppression, on mitigation of consequences and on effective allocation of funds. This paper presents a probabilistic model for predicting wildfire housing loss at the mesoscale (1 km2) using Bayesian network (BN) analysis. The BN enables the construction of an integrated model based on causal relationships among the influencing parameters jointly with the associated uncertainties. Input data and models are gathered from literature and expert knowledge to overcome the lack of housing loss data in the study area. Numerical investigations are carried out with spatiotemporal datasets for the Mediterranean island of Cyprus. The BN is coupled with a geographic information system (GIS) and the resulting estimated house damages for a given fire hazard are shown in maps. The BN model can be attached to a wildfire hazard model to determine wildfire risk in a spatially explicit manner. The developed model is specific to areas with house characteristics similar to those found in Cyprus, but the general methodology is transferable to any other area, as well as other damages.

Hip-hop has deep historical ties to disadvantaged communities. Resounding success in mainstream and global music markets potentially disrupts those connections. The authors use in-depth interviews with 25 self-defined rap/hip-hop artists to explore the significance of place in modern hip-hop. Bringing together historical studies of hip-hop and sociological neighborhood studies, the authors examine hip-hop artists’ community connections. Findings reveal that exposure to concentrated racial and economic disadvantage shapes how artists interpret community, artistic impact, and social responsibility. This supports the “black placemaking” framework, which highlights how black urban neighborhood residents creatively build community amid structural disadvantage. The analysis also elucidates the role specific types of physical places play in black placemaking processes.

This study examines how legal and illegal firearm availability correspond to subsequent rates of firearm and non-firearm homicide in 226 U.S. cities from 2010 through 2017. We also assess how city-level economic disadvantage conditions this relationship. Results show that greater availability of illegal guns corresponds to future rates of firearm homicide while the rate of legal firearms dealers does not significantly influence firearm homicide. The association between firearm availability and homicide is conditional upon level of structural economic disadvantage. Our findings support efforts to decrease access to illegal firearms to reduce gun violence, especially among vulnerable and disadvantaged communities.

This article describes the effects of the 1974175 wildfires on the mallee vegetation in the Western Division of New South Wales using two properties as case studies. The management implications arising from these experiences are described in some detail, particularly the potential for some form of management based on periodic prescribed burning to promote herbage productivity and also to reduce any future wildfire hazard. The need for appropriate research to be undertaken in this field is also discussed.

ObjectivesTo determine incidence, associated factors, outcomes and geographical occurrence of born before arrival (BBA) in New South Wales, Australia.DesignA linked population data study involving population-based surveillance systems was undertaken for the years 2000–2011.SettingNew South Wales, Australia.ParticipantsAll women who underwent BBA compared with women who birthed in hospital/birth centre settings.ResultsDuring the time period, there were 1 097 653 births and a BBA rate of 4.6 per 1000 births. The BBA rate changed from 4.2 to 4.8 per 1000 births over time (p=0.06). Neonates BBA were more likely to be premature (12.5% compared with 7.3%), of lower birth weight (209.8 g mean difference) and/or be admitted to a special care nursery or neonatal intensive care unit (20.6% compared with 15.6%). The perinatal mortality rate was significantly higher in the BBA cohort (34.6 compared with 9.3 per 1000 births). Women in the BBA cohort were more likely to be in the lowest socioeconomic decile, multiparous, have higher rates of smoking (30.5% compared with 13.8%) and more likely to suffer a postpartum haemorrhage requiring transfusion than the non-BBA cohort (1.5% compared with 0.7%). The most commonly occurring complications for neonates were suspected infection (6.9%), hypothermia (6.9%), respiratory distress (5.4%), congenital abnormality (4.0%) and neonatal withdrawal symptoms (2.4%). BBA more commonly occurred in geographical areas where the distance to a maternity unit is >2 hours drive and in coastal regions where there is also a high rate of homebirth.ConclusionBBA occurs more frequently in multiparous women of lower socioeconomic status. There potentially is an effect of geography on the occurrence of BBA, as geographical area of high homebirth and BBA coexists, indicating that freebirth followed by an unplanned transfer to hospital may be occurring.

This paper was presented at the conference ‘Integrating spatial technologies and ecological principles for a new age in fire management’, Boise, Idaho, USA, June 1999 ‘The earth, born in fire, baptized by lightning since before life"s beginning, has been and is a fire planet.’ E.V. Komarek Attitudes and policies concerning wildland fire, fire use, and fire management have changed greatly since early European settlers arrived in North America. Active suppression of wildfires accelerated early in the 20th Century, and areas burned dropped dramatically. In recent years, burned areas and cost of fires have begun to increase, in part due to fuel buildups resulting from fire suppression. The importance of fire as an ecosystem process is also being increasingly recognized. These factors are leading to changes in Federal agency fire and fuels management policies, including increased emphasis on use of prescribed fire and other treatments to reduce fuel loads and fire hazard. Changing fire management strategies have highlighted the need for better information and improved risk analysis techniques for setting regional and national priorities, and for monitoring and evaluating the ecological, economic, and social effects and tradeoffs of fuel management treatments and wildfires. The US Department of Interior and USDA Forest Service began the Joint Fire Science Program in 1998 to provide a sound scientific basis for implementing and evaluating fuel management activities. Development of remote sensing and GIS tools will play a key role in enabling land managers to evaluate hazards, monitor changes, and reduce risks to the environment and the public from wildland fires.

Using Geographic Information Systems and US Forest Service data, we examined relationships between prescribed burning (from 1979 to 2000) and the incidence, size, and intensity of wildfires (from 1995 to 2000) in a landscape containing formerly fire-suppressed, closed-canopy hardwood and pine–hardwood forests. Results of hazard (failure) analyses did not show an increased likelihood of large, small, or intense wildfires with an increase in the number of years since the last prescribed fire. Wildfires of various sizes and intensities were more likely to occur in years with lower than average precipitation, regardless of when these areas were last burned. Calculations of expected lightning-fire potential based on weather patterns predicted a peak in lightning-started fires in the early to late summer. Lightning fires were rare, however, and wildfire activity was greatest in the spring and fall. We hypothesize that the ineffectiveness of prescribed burning in reducing wildfire hazard and the low incidence of wildfires in the midsummer in north Mississippi are both artifacts of fire suppression in the past, which converted open oak–pine woodlands with persistent pyrogenic surface fuels that accumulated over time to closed-canopy forests that lack such fuels. We suggest that open canopies and grass-based surface fuels must first be restored before prescribed burning will achieve most desirable management goals in this region, including hazard reduction and ecological restoration of natural fire regimes.
