The impact of environmental regulation on environmental pollution in China: an empirical study based on the synergistic effect of industrial agglomeration

This paper uses the super-efficiency SBM model to measure the green economic efficiency considering undesired output and analyzes the spatial distribution difference of green economic efficiency; secondly, the nonlinear panel threshold model is used to empirically study the nonlinear relationship between environmental regulations and green economic efficiency, and further analyzed the threshold effect of environmental regulations on the efficiency of green economy and concluded as follows. (1) The green economy efficiency index in the eastern region is mostly more significant than 1, and the green economy efficiency in most provinces in the eastern region has improved. These provinces have higher regional production levels and less environmental pollution. The green economy efficiency of the central region is second only to the eastern region. The green economy efficiency of provinces in the western region except Chongqing is less than 1, indicating that these provinces have insufficient regional production, severe environmental pollution, or extensive resource depletion. (2) The impact of environmental regulations on the efficiency of the green economy presents an inverted “U” shape, with a threshold of 0.5128 for environmental regulations. The impact of the industrial structure on the efficiency of the green economy changes from inhibition to promotion after crossing the threshold of the intensity of environmental regulation, and the degree of opening to the outside world has a complementary effect on the efficiency of the green economy. The impact of urbanization on the efficiency of the green economy changes from promotion to suppression after surpassing the threshold of the intensity of environmental regulations.

Abstract Using DEA-Tobit model, the paper empirically analyzes the impact of environmental regulation and technological innovation on industrial environmental efficiency with the data from Chinese Cement Industry. The results show that both environmental regulation and technological innovation all have a significant role in promoting the environmental efficiency of cement industry. Among all the influencing factors, the improvement of pollution disposal capacity has the biggest positive effect on environmental efficiency, while the energy-saving effect caused by environmental regulation is not obvious, the factor endowment structure has no substantial impact on environmental efficiency. Adhering to the strategy of "reducing emissions mainly and saving energy as auxiliary", continuously optimizing the energy consumption structure, raising the level of industrialization and industrial agglomeration are conducive to the sustainable development of China’s cement industry.

Abstract Based on statistical data on 30 provincial administrative regions in China from 2000 to 2016, this paper conducts an empirical study of the impact of industrial agglomeration on haze pollution using the spatial Dubin model (SDM), spatial lag model (SLM), and spatial error model (SEM). The findings are as follows: (1) Industrial agglomeration can effectively reduce the degree of haze pollution. (2) Haze pollution has an inverted U-shaped relationship with economic development and population agglomeration. (3) The secondary industry has a positive correlation with haze pollution, while the tertiary industry can reduce haze pollution but not in an obvious manner. (4) The level of innovation and urbanization can help to reduce haze pollution, and the level of economic opening up and carbon dioxide emissions can exacerbate haze pollution. (5) Due to the insufficient commercialization of scientific and technological achievements, investment in science and technology is not obviously effective in preventing and controlling haze pollution. The relationship between environmental regulation and haze pollution is still unclear due to regional differences and the varied effectiveness of law enforcement. The study suggests that the government should guide industrial agglomeration in a reasonable manner, improve joint prevention and control across regions, and strengthen environmental regulation to prevent and control haze pollution.

This article made empirical analysis of industrial agglomeration and export based on the manufacturing panel data during 2002-2011 in Jiangsu Province. The results indicate industrial agglomeration has a negative impact on export in the 29 industries. We should distinguish between the impact of industrial agglomeration and industry dispersed on export, and study different effect on export among concentration trends of manufacturing industries. On this basis, we propose some targeted recommendations.

Based on the spatial econometric model, this paper mainly studies the impact of the utilization of mineral resources on environmental pollution and the impact of environmental regulation on the utilization of mineral resources in 30 provincial regions from 2003 to 2016, and analyzes the impact mechanism of heterogeneity and synergy. The results show that the utilization of mineral resources intensifies the degree of environmental pollution and the degree of economic spatial agglomeration, while environmental regulation can effectively restrain the utilization of mineral resources in the region and the near adjacent areas. Through the analysis results of synergistic mechanism, it can be seen that the improvement of industrial structure alleviates the impact of the utilization of mineral resources on environmental pollution and the restraining effect of environmental regulation on it. The improvement of technological progress has improved the environmental pollution caused by the utilization of mineral resources in this area, but intensified the environmental pollution degree of the utilization of mineral resources in neighboring areas. In the current technological level, the neighboring areas will consume more mineral resources to meet a certain demand, thus aggravating the environmental pollution of the utilization of mineral resources in the neighboring areas. The enhanced intensity of government management significantly improves the pollution control efficiency of environmental regulation on the utilization of mineral resources.

Based on provincial data from 2010 to 2015, this paper uses regression model to analyze the impact of informal environmental regulation on investment of environmental pollution. The regression result shows that informal environmental regulation can significantly promote environmental investment of environmental pollution. Therefore, it is necessary to improve the mechanism of citizens’ environmental participation and strengthen environmental relative investment, ultimately promoting high-quality development.
