AbstractThis article examines how the South African government, realizing the country's vulnerability to climate change, deemed it necessary to strengthen adaptation and mitigation measures and put in place legal and institutional frameworks to ensure implementation and compliance. Government must take responsibility for industry's inaction by implementing policies on climate change and, more importantly, through a visible change in government policy to hold industry accountable. The stringent policies and strategies being put in place are reducing vulnerability and also enhancing a broad spectrum of capacity in responding to environmental, climatic, resource and economic perturbations. The article further reviews state of the art methods and tools available to strengthen mitigation and adaptation strategies and measures in the areas of the existing frameworks regarding climate change. It also considers various measures by Eskom in particular, and strategies embarked upon by South Africa's national and local governments to reduce greenhouse gas emissions.

The agriculture sector is reeling under the pressures of population, land and water scarcity, diseases, disasters and the most challenging of them all, climate change. Although climate change is yet to be charged with affecting agriculture, but in recent years trends of change have been witnessed in various crop production, with a hint of climate's role in it. With the advent of technology, these trends have become easier to analyse and in certain cases predict too. Information Technology (ICT) tools like Geoinformatics are playing a profound role in the agriculture sector and is helping to understand and assess the various factors affecting the growth of crops along with finding out the alternative suitability parameters for better production and distribution. The main aim of this chapter on agro-geoinformatics is to look into this linkage between technology usage and better potato production during adverse conditions.

This study evaluated the potential distribution of the potato tuber moth. This species severely impacts global potato production, especially in China and India, which have the world’s largest potato production. We developed two indices considering host plant availability and production in addition to climatic suitability, which was simulated using the CLIMEX model. Thus, three different indices were used to project potential distribution of the potato tuber moth under a climate change scenario: (1) climatic suitability (ecoclimatic index (EI)) (EIM), (2) climatic suitability combined with host plant availability (EIN1), and (3) climatic suitability combined with host plant production (EIN2). Under the current climate, EIM was high in southern India and central to southern China, while EIN1 and EIN2 were approximately 38% and 20% lower than EIM, respectively. Under the Special Report on Emissions Scenario A1B, the potato tuber moth would probably not occur in India, but its distribution could be extended to the north, reaching N47°. The areas with the highest climatic suitability by potato tuber moth based on three indices were Sichuan and Karnataka in response to climate change. These areas require adequate pest control, such as prevention of spread through transport of potato seed or by using cold storage facilities.
