This book examines a participatory approach in child protection practices in Norway and the United States, exploring ways of empowering children. The book shows how children can be encouraged to develop and express their own opinions and explores tools for child protection workers to negotiate complex boundaries around the inclusion of children in decision-making. The goal of the book is to show in what ways child protection caseworkers employed by public child protection agencies in Norway and the United States can create citizens by promoting the participation of children and young people in their everyday practice. Public child protection agencies are only one part of the citizenship piece, but they are a salient one in the lives of children and young people who encounter them. Child protection caseworkers working in public child protection agencies, make very important decisions about children and young people's lives and provide children, youth, and families with pertinent services. The book presents valuable insights from front-line child protection professionals' unique perspectives and experiences within two very different systems, and evaluates the impacts of different organizational practices in promoting children's participation.

From moral philosophy to programming driverless cars, scholars have long been interested in how to shape moral decision-making. We examine how framing can impact moral judgments either by shaping which emotional reactions are evoked in a situation (antecedent-focused) or by changing how people respond to their emotional reactions (response-focused). In three experiments, we manipulated the framing of a moral decision-making task before participants judged a series of moral dilemmas. Participants encouraged to go “with their first” response beforehand favored emotion-driven judgments on high-conflict moral dilemmas. In contrast, participants who were instructed to give a “thoughtful” response beforehand or who did not receive instructions on how to approach the dilemmas favored reason-driven judgments. There was no difference in response-focused control during moral judgements. Process-dissociation confirmed that people instructed to go with their first response had stronger emotion-driven intuitions than other conditions. Our results suggest that task framing can alter moral intuitions.

This article explores child welfare workers’ experiences of children’s participation in decision making in the child protection system. The systematic review follows the principles of the Preferred Reporting Items for Systematic Reviews and Meta-Analyses statement and includes 12 peer-reviewed articles published in academic journals from 2009 to 2019. Findings indicate that children’s participation in decision making is generally limited or nonexistent. The age of the child is an important determining factor concerning whether the child is given the opportunity to participate in decision making. Potential harm for children that may result from participation is considered when deciding on whether to include a child in the decision-making process.

Abstract Child protection workers are routinely faced with emotionally intense work, both personally and vicariously through the traumatic narratives and experiences of parents and children. What remains largely unknown is how child protection workers’ own childhood memories might influence the manner in which they experience and are affected by those narratives. The aim of this explorative study was to use Interpretive Phenomenological Analysis as a research methodology to answer the research question, ‘In what ways do social workers experience, and make sense of, their own childhood memories in the context of their child protection practice?’ Semi-structured interviews were conducted with eight child protection workers, aiming to understand their personal and professional experiences with regard to this question. The study found a relationship between various forms of childhood adversity and the presence of negative present-day triggers when participants were faced with practice scenarios that bore similarity to those experiences. Implications with regard to child protection worker well-being, countertransference and risk decision-making are discussed.

Parental substance misuse and mental health issues are major factors associated with infant placement into out-of-home care. Such placements may result in disruption and/or cessation of breastfeeding. Provision of breastmilk to infants in out-of-home care (OOHC) is desirable in terms of infant health and development, and also in supporting maternal caregiving. However, little is known about how breastfeeding is supported for infants in out-of-home care. This study used an online survey to explore the facilitation of breastfeeding in the context of OOHC and foster carers’ management of expressed breastmilk (EBM). Foster carers were generally open to the idea of maternal breastfeeding and infants in their care receiving EBM from their mothers. However, the majority of respondents expressed concern regarding the safety of EBM for infant consumption due to the possibility of harmful substances in the milk. Concerns regarding the safety of handling EBM were also prevalent. These concerns caused foster carers to discard EBM. Findings suggest foster carers’ may lack knowledge related to maternal substance use and breastmilk. Better integration between health care and social service systems, where the voices of mothers, foster carers and child protection workers are heard, is necessary to develop solutions enabling infants living in OOHC access to their mother’s breastmilk.
