This study provides an empirical analysis of household technical efficiency and its determinant factors (especially conservation payments) in the context of the Grain for Green program. On the basis of a sample of 225 farm households on the Loess Plateau in 2007, we estimate household technical efficiency using the data envelopment analysis method. In addition to a traditional ordinary least square (OLS) analysis, quantile regression (QR) analysis is also deployed to explore the possible heterogeneous effects of conservation payments and other variables on the technical efficiency across the quantiles. The results suggest that when off-farm activities are taken into account, households have considerable potential for improving their technical efficiency; OLS analysis shows that conservation payments decrease household efficiency, and the QR analysis suggests that the negative impact is significant only for higher performance households; The presence of children, access of households to leased land markets, credit markets, and extension services all show heterogeneous impacts on household efficiency. On the basis of the findings of the study, policies suggestions to improve the program’s effectiveness are provided.

Functional approaches to disability measurement in Zambia reveals an overall disability prevalence rate of 13.4%, 4% of whom are recorded as having “speech impairment” (Zambia Federation of the Disabled [ZAFOD], 2006). Further, multidimensional poverty assessments indicate that 48.6% of Zambia's approximately 16 million citizens are impoverished. Currently, there are three internationally qualified speech-language pathologists (SLPs) providing services within Zambia's capital city, Lusaka. Given these statistics, it follows that a significant number of Zambian's, experiencing communication disability, are unable to access specialist assessment and support. Over the past decade, Zambia has seen two very different approaches to address this service gap—firstly, a larger scale top-down approach through the implementation of a formal master's degree program and more recently a smaller scale, bottom-up approach, building the capacity of existing professionals working in the field of communication disability. This article provides an overview of both programs and the context, unique to Zambia, in which they have developed. Authors describe the implementation challenges encountered and program successes leading to a discussion of the weakness and merits to both programs, in an attempt to draw lessons from which future efforts to support communication disability and SLP service development in Majority World contexts may benefit.

Research highlights the importance of potato crop, which occupies a prominent food and economic status in food security besides rice, wheat and corn at the local and global level. Despite the expansion of the cultivation of potato crop in Iraq in general and Ameriyah district in particular However, potato productivity remains substandard, this may be due to a lack of knowledge of the most efficient varieties and not to use productive resources at the levels at which technical, specialized and economic efficiency is achieved. Therefore, the aim of the research is to determine the technical, specialized and economic efficiency according to the cultivated seed category. The data envelope analysis (DEA) method was used to estimate technical, specialized and economic efficiency, assuming constant and variable capacity returns. As a result of the study, the Safrana variety achieved the highest average technical efficiency according to the stability of the yield and capacity efficiency in addition to achieving the highest average specialized and economic efficiency, The Lapadia variety achieved the highest average technical efficiency, assuming that capacity returns have changed. Therefore, we recommend the adoption of items that achieve higher efficiency and the need to redistribute the elements of production better and Achieving the optimum levels at which technical, specialized and economic efficiency is achieved and saving what has been wasted.
