This article proposes using passenger transportation energy intensity to measure the energy utility efficiency and energy-saving potential of the passenger transportation, uses the complete decomposition model to decompose the passenger transportation energy intensity from 1990 to 2007, and then investigate how various factors impact passenger transportation energy intensity. As is shown in the results, transportation structure increases passenger transportation energy intensity, while energy efficiency decreases it, however the decline is limited. Thus energy saving caused by adjustment of transportation structure is much more considerable.

This study evaluates energy efficiency of pastoral (PDFs) and barn (BDFs) dairy farming systems in New Zealand through application of data envelopment analysis (DEA) approach. Two models constant return to scale (CCR) and variable return to scale (BCC) of DEA were employed for determining the technical (TE), pure technical (PTE) and scale (SE) efficiencies of New Zealand pastoral and barn dairy systems. Further, benchmarking was also performed to separate efficient and inefficient dairy farms and energy saving potential was identified for both dairy systems based upon their optimal energy consumption. For this study, the energy inputs data were taken from 50 dairy farms (including PDFs and BDFs) across Canterbury, New Zealand. The results indicated that the average technical, pure technical and scale efficiencies of pastoral (PDFs) dairy systems were 0.84, 0.90, 0.93 and for barn (BDFs) systems were 0.78, 0.84, 0.92, respectively, showing that energy efficiency is slightly better in PDFs system than the BDFs. From the total number of dairy farms 40% and 48% were efficient based on the constant return to scale and variable return to scale models, respectively. Further, the energy saving potential for PDFs and BDFs dairy systems through optimal energy consumption were identified as 23% and 35%, respectively. Thus, energy auditing, use of renewable energy and precision agricultural technology were recommended for energy efficiency improvement in both dairy systems.

The scientific and reasonable measure of energy-saving potential is the foundation based on which government departments of Jilin Province at all levels sets their energy-saving goals and make corresponding policies. With reference to the research results of other scholars, the paper gives a new definition of the energy-saving potential. The definition is expected to cancel the incomparability of industrial structures, levels of economic development, and level of technology in the medium and large cities of Jilin Province. DEA model is used to conduct the empirical research on the energy-saving potential of the medium and large cities of Jilin Province. The paper also gives an objective evaluation of the medium and large cities of Jilin Province and analyzes the results of the evaluation. For those inefficient energy cities, the paper determines the size of the energy-saving potential, and provides some countermeasures to improve energy efficiency from the perspective of technology advancement, energy-saving potential and industrial-scale upgrade.

There were presented the findings of the research in energy saving and energy efficiency of public and residential buildings with the purpose of evaluating the energy saving potential on the basis of energy audit. There was demonstrated the nature of energy consumption and the evaluation figures of energy saving in state-financed sphere and housing sector of the country. On the basis of research and calculations of various specialists it was determined, that the highest potential of energy efficiency improvement belongs to the housing funds of the country. It was pointed out that capital repairs and reconstruction of the existing housing funds are the necessary condition of implementing the energy saving measures. The investment issues, their types and their attractiveness for energy saving measures and improving the energy efficiency are reflected.

In order to guide and standardize energy efficiency benchmarking in cigarette enterprises, promote energy-saving emission reduction work, this paper researches on how to structure the energy efficiency index system reasonably and scientifically. The index system is established from the enterprise, process, equipment aspect, which includes all links, such as conversion, purchase storage, delivery distribution, terminal energy consumption. The energy efficiency benchmarking can be implemented according to the energy efficiency index system, and the energy saving potential can be found out by discovering the problem of energy utilization in each link and each energy level. The application practice shows that the energy-saving rate can reach over 18%, and continue to promote energy-saving emission reduction of cigarette enterprises through carrying out the energy-saving reform on the basis of reasonable application of the energy efficiency index system.

Improving energy efficiency and conservation is integral to sustain agricultural growth in emerging economies. This paper investigates the energy efficiency and energy-saving potential of the agricultural sector of 27 emerging economies using a stochastic frontier approach and Shephard distance function, and their determinants are examined using the Tobit quantile regression model. Results revealed that energy efficiency in the agricultural sector fluctuated during the period from 1998 to 2017. The median average energy efficiency was estimated at 0.74, and the cumulative energy-saving potential was estimated at 542.80 million tons of oil equivalent (Mtoe), which can be achieved by eliminating energy inefficiency alone. Differences exist in energy efficiency and energy-saving potential across continents, with higher potential in Asia and lower potential in Europe. Economic structure, urbanization and GDP per capita have negative influences on agricultural energy efficiency. Energy mix and pesticide use are significant drivers of energy efficiency, while the ratio of agricultural land that has varied influences different quantiles. Policy implications include optimization of the energy mix, economic structure and pesticide use.
