International climate negotiations occur against the backdrop of increasing collective risk: the likelihood of catastrophic economic loss due to climate change will continue to increase unless and until global mitigation efforts are sufficient to prevent it. We introduce a novel alternating-offers bargaining model that incorporates this characteristic feature of climate change. We test the model using an incentivized experiment. We manipulate two important distributional equity principles: capacity to pay for mitigation of climate change and vulnerability to its potentially catastrophic effects. Our results show that less vulnerable parties do not exploit the greater vulnerability of their bargaining partners. They are, rather, more generous. Conversely, parties with greater capacity are less generous in their offers. Both collective risk itself and its importance in light of the recent Intergovernmental Panel on Climate Change report make it all the more urgent to better understand this crucial strategic feature of climate change bargaining.

This paper has been written following the refusal of US Big Six firms to participate in a context‐based research project on the new‐client‐acceptance decision, in spite of their claims that current audit research is too far removed from the realities of practice. The paper aims to problematise the firms’ refusal, arguing that it exemplifies efforts at policing the development of academic knowledge on the part of gatekeepers who strive to make researchers work on technicalities, thereby mitigating the risk that research may tarnish the profession’s legitimacy. Insights into the social construction of the gatekeepers’ efforts at policing knowledge are provided by the multilateral negotiations with the firms, showing initial differences in gatekeepers’ boundaries of acceptable research, and subsequent between‐firm discussions that resulted in the firms’ joint decision to refuse participation.

Abstract The year 2020 started much like any other on the United Nations multilateral calendar. But then the COVID-19 pandemic forced the UN and the world to shut down. After the initial shock wore off, secretariats and governments began to contemplate how to conduct multilateral negotiations during a pandemic. As they created new virtual working methods, they also had to figure out how to maintain trust among delegations and in the process itself to ensure the outcomes of these meetings would be respected. To understand how UN meetings adapted to a virtual environment and maintained trust, this article analyzes a sample of 18 meetings of UN environmental and sustainable development bodies that took place in the 12 months between April 2020 and March 2021. The research examines these cases to see how these meetings were conducted, how they built the necessary trust, and what can be learned from this experience.

Analisa os impactos da globalização da agenda verde na política ambiental brasileira, com base em uma periodização da agenda nacional, desde as primeiras iniciativas oficiais direcionadas para a conservação da natureza até o contexto atual. São identificados os seguintes aspectos como os mais expressivos dessa agenda: conservacionismo; ecopacifismo; debate sobre riscos ambientais; negociações multilaterais antes e depois da Conferência de Estocolmo (1972); e as políticas voltadas para a sustentabilidade e a redução de gases de efeito-estufa após a Rio 92.  O estudo é realizado com base nas técnicas de pesquisa documental e metanálise, ou seja, no exame de documentos oficiais e de bibliografia especializada sobre o tema. Conclui que a política ambiental brasileira se desenvolveu de forma tardia em relação às demais políticas setoriais e em função das pressões externas dos países desenvolvidos e dos organismos multilaterais, como a ONU.Palavras-chave: Política internacional e ambiente. Las siguientes como las más importantes de esta agenda se identifican: conservacionismo; ecopacifismo; análisis de riesgos ambientales; negociaciones multilaterales antes y después de la Conferencia de Estocolmo (1972); y las políticas dirigidas a la sostenibilidad y la reducción de gases de efecto invernadero después de Río 92. El estudio se llevó a cabo sobre la base de las técnicas de investigación documental y meta-análisis, es decir, el examen de los documentos oficiales y de la literatura profesional sobre el tema . Llega a la conclusión de que la política ambiental brasileña se desarrolló tardíamente en comparación con otras políticas sectoriales y sobre la base de las presiones externas de los países desarrollados y las organizaciones multilaterales como la ONU.Palabras-clave: la política internacional y el medio ambiente. Identifies the following as the most significant aspects of this agenda: conservatism; ecopacifism; debate on environmental risks; multilateral negotiations before and after the Stockholm Conference (1972), and policies aimed at sustainability and the reduction of greenhouse gases after Rio 92. The study is based on the techniques of documentary research and meta-analysis. Concludes that the Brazilian environmental policy was developed so late compared to other sectoral policies and in function of external pressures from developed countries and multilateral organizations such as the UN.Keywords: International politics and the environment.
