The study focuses on analyzing the food self-sufficiency village program at household level in Indonesia. The before and after analysis and food and security composite analysis at household level are used as tools. It involved comparing the implication and impact between indicators before and after the implementation of policy. Quantitative data were used to compare major indicators and qualitative data for minor indicators. In general, the impact of the DMP Programme on the villages was positive. The level of poverty in each village has been significantly reduced by 8-40% after the introduction of the programme. Composite food security analysis at household level shows the positive impacts of DMP Programme implementation. This is shown by several indicators, including the rise of 4-7% availability, reduction in poverty by 8-40%, and decrease in people working fewer than 15 hours per week by 10-20%.

The proposed research is constructed around the theme of food security, agricultural productivity, and commodity basis. The first paper analyzes the impacts of COVID-19 on the Bangladesh rice market within the framework of a partial equilibrium regime-switching model. We provide an initial estimate of the short- and long-run effects of COVID-19 on the Bangladesh rice market and food security sustainability by comparing baseline projections. We analyze the effect of shocks in policies related to trade, public stock, and productivity on rice supply, demand, and food security dimensions. Finally, we assess the effectiveness of these policies to smooth out shocks that may arise from a future pandemic like COVID-19. In the second essay, we analyze the relationship between women's empowerment in agriculture and Bangladesh rice farm productivity change and its components, which include efficiency change, technological change, and scale efficiency change. We employ the non-parametric Malmquist approach and bootstrap regression method. We find that improvements in women's empowerment in agriculture, specifically enhancing their ability to make independent choices regarding agricultural production, have a statistically significant positive association with productivity change, efficiency change, and technical change. We also find that lowering the gender parity gap is positively related to improving the productivity of the sample farms. In the third essay, we analyze the effect of precipitation variations, namely local, growing season, and regional precipitation, on Missouri corn and soybean basis. We document statistically significant linear and nonlinear basis responses in corn and soybean models for local and growing season precipitation variations. We also find a statistically significant moderating effect of port distance measure on the curvilinearity of the association between regional precipitation and soybean basis. The study analyses a food self-sufficiency village programme (DMP programme) at household level in the Central Java province of Indonesia. The data of the DMP programme was collected through unstructured and semi-structured questionnaires and focus-group discussions. The survey was conducted in four villages, each consisting of 100 samples based on a purposive and clustered sampling technique. The study compares the implication between indicators before and after the policy. It was found that the impact of the DMP programme on the villages was positive. The level of poverty in each village has been significantly reduced by 8-40% after the introduction of the programme. The composite food security analysis at the household level shows the positive impacts of the programme.

This research employs a partial equilibrium model to estimate the short- and long-run effects of COVID-19 and rice policies on Bangladesh’s rice market and food security. We also analyze the impact of relevant policies in terms of their effectiveness in mitigating stresses stemming from a hypothetical pandemic with a COVID-19-like impact. The results indicate that the effect of COVID-19 on Bangladeshi food security during FY 2019/20 was mixed, as the indicators of food availability improved by 5%, and decreased by 17% for food stability, relative to what they would have been otherwise. Policy simulation results indicate that a higher import tariff improves self-sufficiency status, but undermines rice availability and accessibility by bending the market toward a restrictive trade regime. Results also indicate that unlike stock enhancement policy, closing the existing yield gap improves rice availability, accessibility, and moderates the depressing effect of a future event with repercussions similar to COVID-19, although the yield policy appears more speculative and could be too costly. The insights generated contribute to the understanding of policies that aim to achieve sustainable development goals related to aggregate food security, and build resilience against future shocks akin to COVID-19.

AbstractRussia’s food policy has been defined by the quest for food security for more than a decade, which in the Russian context includes import protectionism, self-sufficiency, and import substitution, marked by the adoption of Food Security Doctrines in 2010 and 2020. This chapter first investigates the impact of food security policy on domestic production. Food security policy has combined with an increase in state support for domestic production, leading to notable increases in output and self-sufficiency for selected commodities. The chapter also examines the impact of food security on agri-food exports, which have become a priority since 2018. Although Russia has become a leading exporter of wheat, the influence of food security is seen by the introduction of export quotas on grain starting in 2020. Despite protectionism, Russia has not withdrawn from the international food market but rather is an active and significant player as both food importer and exporter.

The purpose of the article is to analyze the prospects for innovative development of public policy in the sphere of food security and to develop practical recommendations regarding the use of cultivated and wild plants in the sphere of food supply to improve the population’s immunity during the pandemic. The article analyzes the impact of the COVID19 pandemic on the reformatting of public food security policy. The destruction of traditional food stereotypes of the population certainly took place. The emergence and development of innovations in the sphere of nutrition of Ukrainian citizens are considered. The tendency to increase the nutritional value of wild plants has been determined. Such plants are used to improve the immunity of the population and overcome the problem of lack of usefulness of food. The main barriers and problems of changing food stereotypes of the population and food policy of public authorities are substantiated. It is established that there is an insufficient level of support of public authorities in modern conditions of the development of the newest gathering in the sphere of food security in Ukraine. It has been revealed that the cost of manufacturing food products is relatively low in the modern world. However, the nutritional value and benefit to human health are minimal. There is a tendency to increase the number of diseases caused by the use of low-quality products. Alternative solutions to this urgent problem are considered. The influence of natural food additives and a return to the natural way of eating are investigated. The public authorities’ importance of a broad information campaign regarding the dissemination of information to the public and food safety has been proven. As a result of the emergence of a pandemic, the public authorities must follow clear, consistent measures to improve the situation that has developed. It is definite that in addition to economic measures, attention should be paid to psychological measures aimed at changing the behaviour of the population. The necessity of destroying the industrial food traditions of the population was substantiated. The importance of actualization of the process of implementation of ecological food innovations was found out. Awareness of growing wild and gathering for food takes a prominent place. Ukraine has excellent opportunities for development in these areas. Reforming the state food security in today’s conditions is necessary to preserve the health of the nation. The need to strengthen the role of public authorities in creating favourable conditions for environmentally sound use of food potential of wild-growing plants has been noted.

Rice market efficiency is important for food security in countries where rice is a staple. We assess the impact of rice quality on rice prices, food security, and environmental sustainability in Bangladesh. We find that while price varies as expected for most quality attributes, it is unaffected by a broken percentage below 24.9 percent. This reveals a potential inefficiency, considering the average 5 percent broken rate observed in the market. An increase in the broken rate of milled rice within the limits supported by our findings can, ceteris paribus, increase rice rations by 4.66 million a year, or conversely, yield the current number of rice rations using 170.79 thousand fewer hectares and cutting emissions by 1.48 million metric tons of CO2 equivalent. Thus, producing rice based on quality assessment can improve food security and its sustainability.

PurposeThe welfare impacts of the food security on the beneficiaries can be understood from multiple dimensions. This paper, thus, examines the impact of the India's National Food Security Act (NFSA) on the welfare of the beneficiary households from a multidimensional perspective.Design/methodology/approachThe study is based on a sample household survey covering three different states of India. The stratified random sampling technique was used to select the states, districts and blocks. Sample villages and households were selected purposively. A total of 1,523 households comprising 1,069 beneficiary and 454 non-beneficiary households constituted the sample. In order to find out the impact of the programme on different dimensions of welfare, the endogenous switching regression model is employed as it helps control for any absence of randomization and the unobserved heterogeneity bias. Propensity score matching is also employed to supplement the results.FindingsThe substitution effect and income effect of the food subsidy policy combined improve the overall welfare of the households presented through the subjective measures of food consumption behaviour, income transfer and educational achievements. The bargaining effect of the food subsidy programme is reflected in the enhanced social status and women's empowerment. The food security programme seems to augment the food consumption of the beneficiaries as observed from the food consumption score.Research limitations/implicationsThe food security policy has improved the overall welfare of the households and can play a major role in enhancing household welfare even further. The non-beneficiaries' welfare could have increased if they would have been included in the food security programme. The subjective assessment may, however, be subjected to personal biases, and there is also absence of a common reference point. Hence, the implications of the findings may be generalized with caution.Originality/valueThis study provides evidences of the impacts of food subsidy from a multidimensional standpoint considering both subjective and objective dimensions of household welfare.
