Identifying the driving factors of rural residents’ household waste classification behavior: Evidence from Sichuan, China

Abstract Background Self-medication with antibiotics (SMA) is a major form of antibiotic misuse behaviors contributing to increasing antimicrobial resistance (AMR). The main source of SMA usually comes from in-home leftover antibiotics which usually disposed as household waste without classification. Therefore, an antibiotic take-back program (ATBP) is urgently needed. Methods A pilot ATBP was launched in Liantang Village, Zhejiang Province from January to March, 2019. A total of 50 households were randomly selected for the baseline survey. A questionnaire was used to investigate their knowledge and antibiotic use behaviors. Health education leaflets and posters were distributed to each household. A village Wechat group was set up for health communication. Residents were encouraged to hand over those unused or expired antibiotics at home to the village clinic to redeem a commodity. The pilot ATBP was implemented for 30 days. The type, name, and amount of antibiotics were collected as after intervention data. Results All of 50 households finished the questionnaire. Although 27 (52.9%) agreed that keeping antibiotics at home would potentially increase risk of SMA, there were still 32 (64.0%) residents reported that they kept antibiotics at home and 25 (49%) residents indicated that their leftover antibiotics usually disposed as household waste. After the 30-day intervention, 10 (20.0%) households handed their in-home antibiotics or medicine to the village clinic. In total, 32 boxes of medicine including 17 (53.1%) boxes of antibiotics were recycled. All of 32 boxes of medicine could be classified into 19 specific types, of which there were 8 (42.1%) types of antibiotics, belonging to four broad categories: Cephalosporins, Penicillins, Macrolides, and Nitroimidazoles. In addition, there were also antifungal drug, antiviral agent, anti-inflammatory drug, and paracetamol tablets handed over by the villagers as antibiotics. Conclusion Using leaflets and social media to promote health education can reduce the risk of keeping antibiotics at home. Rural residents could not identify commonly used antibiotics even after health education. To conduct a broader intervention to recycle antibiotics, further study needs to focus on improving the antibiotic identification among the rural residents. The mandatory classification of household waste forms the foundation and prerequisite for the waste recycle and reuse. This paper takes Xiamen’s local rule on the municipal household waste as a positivistic case, analyzes the results of the provision stipulating the mandatory obligation of household waste classification and the causes, and proposes relevant advices to improve the situation.

S city in China has implemented a waste classification system and constructed a waste classification model with government-led market and public participation. In order to explore the effectiveness of waste classification input in S city, this paper conducts analyses from the points of view of the classification facility’s construction, environmental effectiveness, social acceptability and operation sustainability, based on interviews with and questionnaire surveys completed by related parties. The results show that the current waste classification facility system in S city is basically completed; high rates of both properties and residents comply with the waste classification system. S city has established a government-led waste classification pattern that depends on social participation. This pattern has been recognized and accepted by residents and is economically sustainable. At the same time, it is pointed out that the current marginal effectiveness of the waste classification input is showing a declining trend. Future investment should shift from investment in facilities and equipment to incentives for autonomous management by residents, and the corresponding evaluation of investment and effectiveness should also change accordingly. This requires the government to guide the refined management system.

Waste sorting is the cardinal measurement to solve the problem of low efficiency of rural environmental governance and to alleviate environmental pollution by reduction, recycling, and harmlessness in rural areas. However, non-excludable and non-rival features of public goods easily cause a wide free-rider problem, which results in a low frequency of participation in the waste sorting of rural people. Based on the theory of the utility maximization of the rational economic man, this paper investigates survey data of 688 farm households in three cities and three counties of Shaanxi Province to explore the effect of the perceived value on the household waste classification behavior based on cost-benefit analysis. The results show that perceived benefit and perceived cost are important perceived value factors affecting farmers’ participation in waste sorting. Specifically, the spiritual benefit of the perceived benefit has a significantly positive impact on classification behavior, while the time cost, physical cost, and material cost of the perceived cost have a negative impact on waste classification behavior. Further study of the heterogeneity of income impact shows that time cost only has a significant impact on the high-income group of farmers’ classification behavior, while spiritual benefit and learning cost only affect the low-income group of farmers’ waste classification behavior. Material cost has different influence directions on high- and low-income groups. In view of the aforementioned findings, this study highlights corresponding policy implications from the perspective of perceived benefit and perceived cost.

Achieving waste classification and environmental protection awareness assists in enhancing the rural ecological environment, improves the quality of the rural residents’ life, and augments the rate of reusing resources within the rural setups. In order to study the factors influencing rural waste classification and environmental protection awareness, we conducted a project among rural residents of Jiangsu, China. We used both the logistic regression model and the ordinary least squares model to achieve the goals of this paper. Similarly, we found that the households’ level of education influenced the rural residents’ decision to classify waste and to protect the environment regarding whether a household consists of a village cadre; the availability of public waste collection facilities; the distance between households and the waste collection points; whether the waste is picked, assorted, and collected locally; and the cost of waste disposal. In light of all these factors, we recommended that the authorities should increase the rural residents’ waste classification and environmental protection awareness. Also, through the local government, the national government should strengthen and sustain rural waste disposal funds. Finally, there should be stringent laws and regulations outlining the role of the rural residents regarding waste classification and environmental protection awareness.

There is a general phenomenon of incoordination between garbage classification management and participation behavior, which seriously affects the sustainable management efficiency of domestic garbage. In order to solve this problem, this paper introduced the subject-object-process model into the waste classification management system, and constructed a mandatory classification management model of municipal solid waste and a comprehensive evaluation index system. Taking Beijing, China, as an example, the coupling coordination degree of garbage classification behaviors of residents in different was compared, and the coordination status of household waste management and behaviors was obtained. The results show that the synergy between government management and residents’ household waste classification behavior is between 0.40 and 0.68, and the synergy between enterprises’ participation in governance and residents’ behavior is between 0.45 and 0.75. The coordination degree between domestic waste management and residents’ participation behavior is generally in primary coordination or slight imbalance. The synergy degree between the secondary indicators of domestic waste management and residents’ behavior is higher than that of the tertiary indicators. Superposition effect of integrated management measures is better; among the psychological factors affecting residents’ classification behavior, the awareness rate and recognition degree of waste classification are very high, the awareness of environmental responsibility and social pressure are lagging behind. The study of synergy under the framework of subject-object-process not only quantifies the overall synergy between management and residents’ behavior, but also provides a method to further implement garbage classification management in a targeted manner. Based on the synergy analysis, according to the weak links of various regions, classified management is carried out around publicity and education, supervision and management, assessment, rewards and punishments.
