Technological innovation has been a key driving force for economic growth, industrial development, and increasing welfare. Two dominant streams of theories as market-failure and system-failure oriented the domain to reach development economy objectives for countries. In this case, national innovation systems have been recognized by the rising understanding of systems of innovation. National Innovation Systems have been considered as complex and multi-faceted. Therefore, for overcoming this complexity and make it simplified analytically, in this chapter only the healthcare field has been examined by considering University Hospital cases. It is aimed to understand cognitive contribution of university hospitals to health innovation system by examining scientific publications. It is found that regional perspective should be applied to create more applicable policies.

Technological innovation as an engine for development requires a structural apparatus to its consolidation, reinforcing the approach of innovation systems, with emphasis on the role of universities. Therefore, considering that associated with this potential are present several innovative elements, such as the Technological Innovation Centers (NITs), the incubators of technology-based companies (IEBTs) and Technology Parks (ParqTecs), and given the lack of systematization National these instruments, the ultimate goal of this study was to analyze the environment for innovation in Brazilian federal universities, through the mapping of NITs, the IEBTs and ParqTecs associated with these institutions, further outlining the relationship of these instruments with technological variables (technological scholarships and patents). We used a qualitative and quantitative approach, descriptive nature, with collection of secondary data on institutional sites of universities and the adoption of simple linear regression analysis. The results realized all 63 Brazilian federal universities and revealed that the most widespread instrument between universities are the NITs, since its presence in 86% of the analyzed institutions. Have business incubators, idealized to strengthen interaction in innovation systems, are associated with 68% of universities, enabling regional development contexts. In relation to technology parks, it was found that, depending on the expenditure required for its implementation, only 26 universities are integrated into ParqTecs. The contributions of this study are concentrated in addition to the mapping done in highlighting the distinctions between the Brazilian regions in terms of scientific and technological structure and the importance of innovation ecosystems.

For developing countries to catch up, it is vital that they develop emerging technologies and the system that supports that development. The literature suggests developing a technological innovation system (TIS) framework to investigate the development of technologies in a country. Nonetheless, most of this research focuses on developed countries without taking into account developing countries. Therefore, in this paper, we have two main goals. First, reviewing the indicators introduced to the functional analysis of TISs and modifying these indicators based on developing countries’ circumstances. Second, applying this framework to the specific case of Iran’s renewable energy program by using these indicators for analyzing Iran’s photovoltaic TIS to identify the problems. Accordingly, we review indicators used for a functional analysis by considering the needs of developing countries, and we propose a list of indicators that can be used for assessing functions in developing countries’ TISs. The results show that, to evaluate some functions of TIS, we need to use new indicators in developing countries. Finally, we propose some policy recommendations to tackle these functional problems.
