The study aimed at conducting an analysis towards the operation of Athlete Homestead for the National Sports Week in 2012 belonging to Riau Province. Regarding the Finance Operation System in the form of Sub-district Development Program-Regional Public Service Agency (PPK BLUD), the researcher designed the Accounting System for the Regional Public Service Agency of the Rental Flats and Sports Venue. The data analysis in this study used the descriptive qualitative method by describing the accounting system design for the operation of Rental Flats and Sports Venue through the Sub-district Development Program-Regional Public Service Agency (PPK BLUD) with the procedure comprising: designing the rent system and procedure of the Rental Flats and Sports Venue, designing the system of cash management from the rent income, implementing focused-group discussion with the related parties and the government, working on the policy improvement draft for the operation of the Rental Flats and Sports Venue belonging to Riau Province.Based on the result of the study and discussion, it can be concluded that in order to improve the effectiveness of the service and operation of Rental Flats and Sports Venue with sound business practice, it is necessary to implement the Finance Operation System in the form of Sub-district Development Program-Regional Public Service Agency (PPK BLUD). This report presents the main components of a system for the model-based control of aerobic biological wastewater treatment plants. The crucial component is a model which is linked to the actual processes via several interfaces and which contains a unit which can immediately follow up the current process state. The simulation calculation of the model is based on data which are yielded by on-line measuring devices. If the sensors should fail at times, there are available a number of alternative concepts, some of which are based on the calculations of artificial neural networks or linear methods.

The risk inevitably exists in the process of flood control operation and decision-making of reservoir group, due to the hydrologic and hydraulic uncertain factors. In this study different stochastic simulation methods were applied to simulate these uncertainties in multi-reservoir flood control operation, and the risk caused by different uncertainties was evaluated from the mean value, extreme value and discrete degree of reservoir occupied storage capacity under uncertain conditions. In order to solve the conflict between risk assessment indexes and evaluate the comprehensive risk of different reservoirs in flood control operation schemes, the subjective weight and objective weight were used to construct the comprehensive risk assessment index, and the improved Mahalanobis distance TOPSIS method was used to select the optimal flood control operation scheme. The proposed method was applied to the flood control operation system in the mainstream and its tributaries of upper reaches of the Yangtze River basin, and 14 cascade reservoirs were selected as a case study. The results indicate that proposed method can evaluate the risk of multi-reservoir flood control operation from all perspectives and provide a new method for multi-criteria decision-making of reservoir flood control operation, and it breaks the limitation of the traditional risk analysis method which only evaluated by risk rate and cannot evaluate the risk of the multi-reservoir flood control operation system.

Nitrogen starvation induces developmental transitions in cyanobacteria. Whereas complex multicellular cyanobacteria of the order Nostocales can differentiate specialized cells that perform nitrogen fixation in the presence of oxygenic photosynthesis, non-diazotrophic unicellular strains, such as <i>Synechococcus elongatus</i> or <i>Synechocystis</i> PCC 6803, undergo a transition into a dormant non-growing state. Due to loss of pigments during this acclimation, the process is termed chlorosis. Cells maintain viability in this state for prolonged periods of time, until they encounter a useable nitrogen source, which triggers a highly coordinated awakening process, termed resuscitation. The minimal set of cellular activity that maintains the viability of cells during chlorosis and ensures efficient resuscitation represents the organism’s equivalent of the BIOS, the basic input/output system of a computer, that helps “booting” the operation system after switching on. This review summarizes the recent research in the resuscitation of cyanobacteria, representing a powerful model for the awakening of dormant bacteria.
