The world is undergoing great changes that have not been seen at present; colleges and universities can only adapt to social development with a more active and open attitude. Meanwhile, colleges and universities strive to obtain more social resources during the process of gradually embedding social funds into the operation system of universities. In such a backdrop, we establish an optimization model for university running efficiency under limited funds, where the objective function is quadratic and restraint condition is linear. With the help of optimization theory, we have obtained the optimal solution of this optimization model and put forward corresponding suggestions to improve the running efficiency of higher education.

Abstract Under the background of digital and intelligent transformation, all walks of life are facing the conflict between internal stability and rapidly changing external needs, and the conflict between stable background and dynamic foreground. To solve these conflicts and problems, it needs to take new means to adjust from multiple dimensions. Draw support from the new info and communication operation support system, it could form a digital Internet info support system with the cloud platform, which can effectively establish fast and flexible front-end utilizations and support the rapid development, agile iteration and on-demand adjustment of related businesses. The Internet backbone network needs to make the info open. The new info communication operation support system based on the Internet can enable the info resources to be transmitted as needed. The research and utilization of cloud resource visualization and controllability has gradually become the key to the development of new Internet communication operation system. On the premise of systematically combing the Internet info and communication operation support system, this paper comprehensively studies the utilization of cloud resources, and analyses the utilization scenarios of cloud resources of the new education communication operation system, in order to better ameliorate the more efficient and secure utilization of cloud resources and communication operation system inside and outside the enterprise.

The aim of the study was to develop a model of the readiness and reliability of an aircraft to perform an air task. The applied research method uses quantitative statistical methods and Markov processes in order to create a mathematical algorithm to exploit a selected aircraft type. The paper presents a case study of the TS-11 “Iskra” aircraft. The results show that even if the probability of being on stand-by is low, the tasks can be completed by operating the entire fleet properly.

The paper examines the automatic train operation system as part of the locomotive control and protection system, the remote supervision centre’s means for control of onboard and trackside machine vision facilities. The focus is on the dependence of the system’s safety and dependability on the dependability characteristics of its components and adverse weather effects. The criteria of a system’s wrong-side and right-side failures were defined, the graph models were constructed of the safety and dependability states of an automatic train operation system. The Markovian graph method of calculating the safety and dependability of complex systems was substantiated. That allowed defining such key safety indicators of an automatic train operation system as the mean time to wrong-side failure, probability of wrong-side failure, wrong-side failure rate. The study established that the safety of an automatic train operation system primarily depends on the dependability of machine vision facilities. The growth of the system’s wrong-side failure rate is limited to half the failure rate of machine vision facilities. It was also established that the dependability of an automatic train operation system is defined by the failure rate of a locomotive control and protection system and the failure rate of machine vision facilities. The conducted analysis allows concluding that in order to achieve an acceptable level of safety of an automatic train operation system, efforts should focus on machine vision redundancy, ensuring the SIL4 functional safety of on-board and trackside machine vision facilities, as well as regular comparison of the outputs of on-board and trackside machine vision facilities, redundant output comparison, integration of the outputs in motion. Additionally, adverse weather effects are to be countered by improving the efficiency of machine learning of the machine vision software.
