In 1991, the Philippine Department of Health implemented a Philippine Model of the World Health Organisation's Community Based Rehabilitation Programme initiative in pilot areas. The objective of this study was to explore whether, after seven years of operation, the Programme had actually been implemented as planned. The study was conducted in one pilot area in Rosario, La Union, a rural district of Luzon. The research used audit methodology to compare planned services with actual services. The main audit techniques used were record review, in-depth personal interview and focus group discussions. The study showed that such a programme, if properly organised and managed, can meet the needs of the people with disabilities who need rehabilitation. The Community Based Rehabilitation Programme represents a simple cost-effective approach for the delivery of disability prevention and rehabilitation services, particularly in rural areas that have little access to such services. Head of a village election with e-voting system is a new thing for community The success level of e-voting system can be reached by fulfil several principles in order to the implementation going effective and the result of the election can be accepted by all. The objectives of this research is to analyze the relation between the success level of e-voting system with social capital of the community. This research is carried out with the quantitative approach and supported by qualitative data. This research takes 60 respondents using simple random sampling technique. The results showed that the success level of e-voting has a correlation with the level of social capital of the community. Based on the field study, the social capital of the community is classified as high. The high social capital makes the implementation of e-voting successful and the success level is also high, because in the election ten years ago occurred a conflict. The community considers e-voting easier and more practical, cost effective and time-saving, and the results of e-voting are also reliable. A practical and fast of e-voting system can be a solution especially for “rural-urban” community who are busy or work outside the village.Keywords: E-voting, the success level of the system, social capital Pemilihan kepala desa dengan sistem e-voting merupakan hal yang baru bagi masyarakat. Keberhasilan penerapan sistem e-voting dilihat dari terpenuhinya beberapa prinsip agar penerapannya berlangsung efektif dan hasilnya dapat diterima oleh seluruh masyarakat. Penelitian ini bertujuan untuk menganalisis hubungan tingkat keberhasilan sistem e-voting dalam pemilihan kepala desa dengan tingkat modal sosial masyarakat. Bentuk penelitian ini adalah penelitian kuantitatif yang didukung oleh analisis data kualitatif. Penelitian ini mengambil enam puluh responden dengan teknik simple random sampling. Hasil penelitian menunjukkan bahwa tingkat keberhasilan e-voting memiliki hubungan dengan tingkat modal sosial masyarakat. Berdasarkan kajian di lapang, modal sosial masyarakat tergolong tinggi. Tingginya modal sosial tersebut membuat pelaksanaan e-voting berhasil dan tingkat keberhasilannya juga tergolong tinggi karena pada pemilihan sepuluh tahun silam sempat terjadi konflik. Masyarakat menganggap sistem evoting lebih mudah dan praktis, hemat dalam segi biaya dan waktu, serta hasil dari pemilihan juga dapat dipertanggungjawabkan. Sistem e-voting yang praktis dan cepat dapat menjadi solusi khususnya bagi masyarakat daerah “desa-kota” yang memiliki kesibukan atau pekerjaan di luar desa.Kata Kunci: E-voting, keberhasilan sistem, modal sosial.

Capacity Building adalah proses peningkatan kemampuan pengurus Rehabilitasi Berbasis Masyarakat (RBM) dalam memberikan pelayanan kepada penyandang disabilitas, sehingga penyandang disabilitas dapat mengakses pelayanan yang dibutuhkan. Tujuan penelitian ini adalah untuk mengkaji tentang Capacity Building Pengurus Rehabilitasi Berbasis Masyarakat dalam Pelayanan terhadap Penyandang Disabilitas di Kelurahan Babakan Ciparay Kecamatan Babakan Ciparay Kota Bandung. Metode penelitian yang digunakan adalah kualitatif dengan design action research. Sumber yang digunakan adalah sumber data primer dan sumber data sekunder. Adapun teknik pengumpulan data yang digunakan adalah wawancara mendalam, observasi partisipatif, studi dokumentasi, dan Penilaian Kapasitas. Teknik pemeriksaan data yang digunakan yaitu uji kepercayaan, uji keteralihan, uji ketergantungan dan uji kepastian. Selanjutnya hasil penelitian ini di analisis menggunakan teknik analisis kualitatif. Hasil penelitian ini menunjukkan bahwa capacity building terhadap pengurus RBM Kelurahan Babakan Ciparay membawa perubahan dalam memberikan pelayanan kepada penyandang disabilitas. Capacity Building pengurus RBM tersebut berdampak pada pelayanan terhadap penyandang disabilitas menjadi lebih komprehensif dan berbasis metode serta teknik pekerjaan sosial.  Keywords: Capacity Building, Community-Based Rehabilitation, Persons With Disabilities

This paper describes a situation analysis of the rehabilitation personnel, employed by the state and non-governmental organisations, and the services available for people with disabilities in one health district in Cape Town. The recurrent cost of employing the rehabilitation personnel is analysed to determine how funding is allocated within the district. The results indicate that most expenditure on personnel is at two state institutions in the district, with 76% of the expenditure at the regional psychiatric hospital and its residential facility for people with a profound intellectual disability. The balance - 24% of expenditure - is the cost of employing rehabilitation personnel who provide a district level service. Seventy percent of this district level expenditure is at one special school that accepts 6% of children with disabilities in the district. A high percentage of intellectually disabled children and adults, with or without physical disabilities, do not have access to rehabilitation. There is minimal expenditure on employing rehabilitation personnel at the community heath centre. The only expenditure on community based rehabilitation is provided by the non-governmental organisation. The study demonstrates the inequitable distribution of funding for rehabilitation services within one relatively well-resourced health district and makes recommendations to facilitate change.
