The efficiency of economic development in the context of globalization and international integration is largely determined by the human capital accumulated and realized in the country. Modern science-intensive technologies require highly skilled specialists, engineers, and workers of technical professions. This becomes possible when using human capital of a new qualitative level, which makes it necessary to solve a number of methodological problems in terms of qualitative changes in the process of its formation. The aim of the study is to analyze the main approaches to the assessment of human capital and to develop proposals for its most objective assessment at various levels of manifestation — individual, micro- and macroeconomic. The article discusses the main methods for evaluating human capital: retrospective (based on the costs of its production) and perspective (based on income derived from the use of this capital). The proposed indicators of the qualitative state of human capital are aimed at its assessment from a new perspective, taking into consideration current global trends in the formation of innovative economy and digitalization.

The prerequisites for the emergence of conceptual management, the basis of which is the collective organizational knowledge, are determined. The most appropriate methodology for knowledge management is the system methodology. It is proposed to use soft system models as a tool for structuring and presenting knowledge at the early stages of the study of a complex management situation, which practically cannot be formalized. The basic principles of constructing soft models are considered. It is shown that the use of soft system methods opens up a new perspective for the application of the system approach in management. The methodological task of conceptual management is formulated, the essence of which is to identify, coordinate and integrate individual and collective knowledge structures.

The understanding of the interactions between the small metallic particles and ceramic surfaces has been studied by many catalyst scientists. We had developed Scanning Reflection Electron Microscopy technique to study surface structure of MgO hulk cleaved surface and the interaction with the small particle of metals. Resolutions of 10Å has shown the periodic array of surface atomic steps on MgO. The SREM observation of the interaction between the metallic particles and the surface may provide a new perspective on such processes.

This paper describes the concept of teaching articulation through words which have inherent meaning to a child’s life experience, such as a semantically potent word approach. The approach was used with six children. Comparison of pre/post remediation measures indicated that it has promise as a technique for facilitating increased correct phoneme production.

Summary In this paper, conceptual and methodological problems of school program evaluation are discussed. The data were collected in conjunction with a 10 year cross-sectional/longitudinal investigation with partial inclusion of control groups. The experiences and conclusions resulting from this long-term study are revealing not only from the vantage point of the scientific evaluation of new scholastic models, but are also valuable for program evaluation studies in general, particularly in the field of gifted education.
