The SWAN platform is an integrated suite of online resources and tools for assessing industrial symbiotic opportunities based on solid industrial waste reuse. It has been developed as a digital solid waste reuse platform and is already applied in four countries (Greece, Bulgaria, Albania and Cyprus). The SWAN platform integrates a database with the spatial and technical characteristics of industrial solid waste producers and potential consumers, populated with data from these countries. It also incorporates an inventory of commercially implemented best practices on solid industrial waste reuse. The role of the SWAN platform is to facilitate the development of novel business cases. Towards this end, decision support services, based on a suitable matching algorithm, are provided to the registered users, helping them to identify and assess potential novel business models, based on solid waste reuse, either for an individual industrial unit (source/potential receiver of solid waste) or a specific region.

Antecedentes: El sector de la construcción es uno de los sectores económicos en Colombia con mayor crecimiento, generando grandes cantidades de residuos como producto del proceso de construcción, y/o demolición, o en su defecto en la fabricación de los materiales de construcción. Objetivo: facilitar el acceso a información académicocientífica actualizada sobre reciclaje de residuos industriales y su aplicación en la fabricación de materiales de construcción. Así mismo se emplea el término de economía circular, el cual hace referencia a la integración de las actividades de reducción (consumo de energía y residuos), reutilización y recuperación durante la producción, el intercambio y consumo. Conclusión: además de reducir la contaminación generada por los residuos de los sectores productivos, con el aprovechamiento de los subproductos ha sido posible mejorar ciertas propiedades tecnológicas de estos materiales de construcción.Palabras Clave: economía circular, materiales de construcción, nutriente tecnológico, reciclaje, residuos industriales.AbstractBackground: The construction sector is one of the economic sectors with the highest growth in Colombia, generating large amounts of waste as a result of the construction process, and / or demolition, or otherwise in the building material manufacturing. Objective: to facilitate the access to updated academic-scientific information on recycling of industrial waste and its application for the building material manufacturing. Moreover, the concept of circular economy is used, which refers to the integration of the reduction activities (energy consumption and waste),reuse and recycling during the production, exchange and consumption. With the deepening of industrialization and urbanization in China, air pollution has become the most serious environmental issue due to huge energy consumption, which threatens the health of residents and the sustainable development of the country. Increasing attention has been paid to the efficiency evaluation of industrial system due to its fast development and severe air pollution emissions, but the efficiency evaluation on China’s industrial waste gas still has scope for improvement. This paper proposes a global non-radial Network Data Envelopment Analysis (NDEA) model from the perspective of pollution prevention (PP) and end-of-pipe treatment (ET), to explore the potential reduction of generation and emission of air pollutants in China’s industrial system. Given the differences of different air pollution treatment capacities, the ET stage is further subdivided into three parallel sub-stages, corresponding to SO2, NOX, and soot and dust (SD), respectively. Then, grey relation analysis (GRA) is adopted to figure out the key factor affecting the unified efficiency. The main findings are summarized as follows: firstly, the unified efficiency of China’s industrial waste gas underperformed nationwide, and most provinces had the potential to reduce the generation and emission of industrial waste gas. Secondly, the PP efficiency outperformed the ET efficiency in many provinces and the efficiency gap between two stages increasingly narrowed except in 2014. Thirdly, the unified efficiency in the eastern area performed well, while the area disparities increased significantly after 2012. Fourthly, significant differences were found in three ET efficiencies and the ET efficiency of NOX was higher than that of SO2 and SD in the sample period. Finally, the results of GRA indicated that different air pollutants had distinct influence on the improvement of the unified efficiency in three areas. To promote the unified efficiency of industrial waste gas, some pertinent policy suggestions are put forward from the perspectives of sub-stages, air pollutants and areas.

Russian policy makers argue that agriculture suffers from decapitalization due to financial constraints faced by producers. This view is the basis for the national agricultural policy, which emphasizes reimbursement of input costs and substitutes government and quasi-government organizations for missing market institutions. The article evaluates the availability of purchased farm inputs, the efficiency of their use, the main problems in the emergence of market institutions, and the impact of government policies. The analysis focuses on five groups of purchased inputs: farm machinery, fertilizers, fuel, seeds, and animal feed. The information sources include official statistics and data from two original surveys.
