New York: Palgrave Macmillan, 2016. xv + 246 pp., (ISBN 978-1-137-56525-9 hardback).For a brief period in 1979, when the Kurds had begun confronting Iran’s new Islamic revolutionary regime and were voicing demands for autonomy and cultural rights, Ahmad Moftizadeh was one of the most powerful men in Iranian Kurdistan. He was the only Kurdish leader who shared the new regime’s conviction that a just social and political order could be established on the basis of Islamic principles. The other Kurdish movements were firmly secular, even though many of their supporters were personally pious Muslims.

This theoretical chapter develops the argument that the conditions of cities—large, densely populated, heterogeneous communities—generate distinctive governance demands supporting (1) market interventions and (2) group pluralism. Together, these positions constitute the two dimensions of progressive liberalism. Because of the nature of federalism, such policies are often best pursued at higher levels of government, which means that cities must present a united front in support of city-friendly politics. Such unity is far from assured on the national level, however, because of deep divisions between and within cities that undermine cohesive representation. Strategies for success are enhanced by local institutions of horizontal integration developed to address the governance demands of urbanicity, the effects of which are felt both locally and nationally in the development of cohesive city delegations and a unified urban political order capable of contending with other interests and geographical constituencies in national politics.

Recent electoral cycles have drawn attention to an urban–rural divide at the heart of American politics. This book traces the origins of red and blue America. The urbanicity divide began with the creation of an urban political order that united leaders from major cities and changed the Democratic Party during the New Deal era. These cities, despite being the site of serious, complex conflicts at home, are remarkably cohesive in national politics because members of city delegations represent their city as well as their district. Even though their constituents often don’t see eye-to-eye on important issues, members of these city delegations represent a united city position known as progressive liberalism. Using a wide range of congressional evidence and a unique dataset measuring the urbanicity of U.S. House districts over time, this book argues that city cohesion, an invaluable tool used by cities to address their urgent governance needs through higher levels of government, is fostered by local institutions developed to provide local political order. Crucially, these integrative institutions also helped foster the development of civil rights liberalism by linking constituencies that were not natural allies in support of group pluralism and racial equality. This in turn led to the departure from the coalition of the Southern Democrats, and to our contemporary political environment. The urban combination of diversity and liberalism—supported by institutions that make allies out of rivals—teaches us lessons for governing in a world increasingly characterized by deep social difference and political fragmentation.

This chapter contrasts the way that the political settlement in both countries shaped the pattern of redistribution, reform, and corruption within public finance and the implications that this had for economic transformation. Differences in the impact of corruption on economic transformation can be explained by the way that their political settlements generated distinct patterns of competition and collaboration between economic and political actors. In Vietnam corrupt activities led to investments that were frequently not productive; however, the greater financial discipline imposed by lower-level organizations led to a higher degree of investment overall in Vietnam that supported a more rapid economic transformation under liberalization than in Tanzania. Individuals or small factional networks within the VCP at the local level were, therefore, probably less able to engage in forms of corruption that simply led to capital flight as happened in Tanzania, where local level organizations were significantly weaker.

This chapter argues that scholarly debates about constituent power presuppose a distinction between constituent power and constitutional form that is neither theoretically compelling nor practically illuminating. In contrast to constitutionalists, it argues that constituent power is inexhaustible, the revolution not being reducible to an event and thus constitution-making fails to terminate constituent power. In contrast to populists, it argues that constituent power does not operate in a constitutional vacuum because the judiciary imposes constitutional continuity through unwritten constitutional principles. The judiciary also polices will formation during revolutionary upheaval, as reflected in Egyptian and Tunisian judicial rulings and legal debates relating to the formation and functioning of constituent assemblies. Finally, the overlap between constitutive and legislative functions in the practice of constituent assemblies, and the deflation of the constituent power’s political agency are inconsistent with theories that present constituent power as an unbounded political agency that establishes a new political order.

This chapter argues that revolution is not separate from the very discourse and arrangements it responds to. Rather, it is subsumed in a legitimation discourse, and it is engulfed by similar tensions. Although revolution may erupt because of a perceived legitimacy deficit, it does not solve the conceptual deficiency of legitimacy. This is because revolution vacillates between an event that inaugurated it and a process that seeks to complete it. This duality makes revolution a contradictory concept that includes its own negation because different protagonists deploy it in contradictory ways. The very qualities that enable the designation of the Arab Spring as a revolution enable the counter-revolution. In other words, revolution does not provide a stable, unambiguous framework within which the new political order can be established. Consequently, the revolution’s attempt to delegitimate the status quo and legitimate the new order re-enacts the incoherence and instability of other legitimation devices.
