Stand By Me – Flexible and Holistic Support for Young Care Leavers: Smoothing Transitions from Care

Young people placed in out-of-home care (OHC) through Child Protection in Victoria are formally discharged by the expiration of their care order at the age of 18 years or younger. In contrast, young people in Australia generally live in their family home with parents or carers well into their twenties. Whilst there are a range of leaving care and post-care services funded for care leavers, these supports tend to be temporary and discretionary in contrast to the ongoing support young people receive whilst in care or, in some cases, from family and social networks post care. Numerous studies have documented the developmental challenges experienced by young people leaving state care, and the often poor outcomes faced by this group. The Stand By Me (SBM) programme was developed in Victoria to replicate the ongoing support provided in the UK to care leavers by Personal Advisers who remain available to assist young people until 21 years of age. Evaluation of the SBM programme has shown that ongoing, holistic support, including housing support, has assisted 12 young people through the SBM pilot to access stable housing, address multiple and complex issues, and form trusting relationships with SBM workers that contribute to positive outcomes.

Summary Government and parliamentary inquiries into child protection have historically exerted a significant impact on policy and practice reform. Yet to date, there has been no analysis of the impact of such inquiries on programme and service supports for young people transitioning from out-of-home care (often termed leaving care). This article uses a content analysis methodology to critically examine and compare the findings of six recent Australian child protection inquiries (five at state and territory level and one Commonwealth) in relation to their discrete sections on leaving care. Attention is drawn to how the policy issue is framed including key terminology, the major concerns identified, the local and international research evidence cited and the principal sources of information including whether or not priority is given to the lived experience of care leavers. Findings All six inquiries identified major limitations in leaving care legislation, policy and practice including poor outcomes in key areas such as housing, education and employment. There was a consensus that post-18 assistance should be expanded, and most of the reports agreed that greater attention should be paid to the specific cultural needs of the large number of Indigenous care leavers. Applications Care leavers universally are a vulnerable group; leaving care policy should be informed by the lived experience and expertise of care leavers; governments have a responsibility to provide ongoing supports beyond 18 years of age, particularly in areas such as housing and education, training and employment

Local and international research suggests an overrepresentation of young people leaving state out-of-home care in the youth justice system. A range of factors appear to contribute to this correlation including child abuse and neglect, placement instability, experiences of residential care, and unsupported transitions from care. This article presents the findings of a Victorian pilot study conducted in partnership with Whitelion, a not-for-profit organisation specifically offering support to ‘young people involved with or at risk of involvement with the youth justice and/or out-of-home care and leaving care services’ (Whitelion, 2012), to examine the interrelationship between the child protection and youth justice systems, and particularly to explore the processes that take place when young people involved in the youth justice system leave state care. A series of interviews and focus groups with Whitelion workers were used to explore whether leaving care plans and policies address and minimise involvement with youth justice; the role, if any, of formal consultations by child protection services with youth justice regarding this group of care leavers; and the ongoing role of youth justice postcare, particularly when young people are in custody at the time of their exit from care. Some significant implications for policy and practice are identified.

IntroductionChildren who have been in out-of-home care have faced significant issues during their lives, and they are considered one of the most vulnerable groups in society. Given the limited evidence in Western Australia about outcomes for care-leavers, this study represents a base line for future studies of care-leavers outcomes. Objectives and ApproachA retrospective cohort study exploring the outcomes for young people born between 1990-1995, who have reached at least 18 years of age and have had a period of care, compared to other similar children in WA. This project used administrative linked data from the Department of Communities Child Protection and Family Support Division, Departments of Health, Education, and Corrective Services. This study undertook a descriptive approach to compare outcomes for young people who have left out-of-home care, and logistic regression modelling to explore the odds of having poorer outcomes among those who had a period in care. ResultsYoung people aged 18 years and over who had been in out-of-home care had worse outcomes compared to controls. Care-leavers had nearly twice the hospital admission rate of those who never had contact with the child protection system, almost three times more likely to have a mental health related contact, less likely to achieve a high school completion certificate and attend University, and more likely to have a juvenile community sentence or adult detention. A group of young people who had a period in care were identified as more likely to have ‘poorer outcomes’ compared to the rest of the Care group if they: were Aboriginal; female; born in a more disadvantaged area; and first entered care after the age of 10. Conclusion/ImplicationsYoung people who have been in care are at high risk of a range of poor outcomes, even compared to other children who have experienced similar disadvantage. Regardless of the causes, it is incumbent upon the State as acting ‘parents’ to provide the best possible support to improve their outcomes.

Emerging adulthood is the developmental period from 18 to 25 years of age when young people explore the possibilities of life with support from their parents. However, young people with an out-of-home care background usually navigate this life stage with little or no support. As a result, many care leavers experience poor outcomes including homelessness and low educational achievements. These narratives fuel low expectations and a negative stereotype toward care leavers. This study offers an alternative perspective by sharing positive stories of care leavers. Specifically, it explores the factors that promote the successful transition to emerging adulthood for care leavers in Ghana. Four key themes emerged from the thematic analysis: networks of social support, personal capacities, preparation for adulthood, and positive relationships. These are the factors facilitating the care leavers’ successful transition into emerging adulthood. The study has offered recommendations for policy-making and practice including extending the statutory leaving care age.

Historically, insufficient resources and assistance have been provided to young people leaving state care. Young people leaving care have been found to experience homelessness, unemployment, early parenthood, loneliness, depression, poverty, and involvement with the juvenile justice system.In recent years, a growing body of research literature has explored the experiences of young people leaving care, and the identification of key factors underlying good after care support practice. Attention is drawn to some of the key findings of this research such as the need for a more gradual and flexible process of transition to independence, specific legislation providing for the ongoing support of care leavers, and the provision of formal and properly resourced after-care services. Reference is also made to the key role played by consumer advocacy groups in facilitating the successful transition to independence of care leavers.

Young people transitioning from out-of-home care (often called care leavers) are globally a disadvantaged group who can be particularly vulnerable to experiences of housing instability and homelessness. This article presents a scoping review of international scholarly literature pertaining to housing pathways for care leavers from 2015–2020. The 15 publications identified were analysed according to location, methodology, sample accessed, key findings regarding housing pathways and outcomes, and recommendations for policy and practice reform. Our findings suggest that good transition planning, continuing support from responsible adults, the availability of safe and affordable housing and extended care till at least 21 years should enable more positive housing transitions.

Kim Robinson and Lucy Williams focus on young Afghan men’s asylum claims in terms of their family background, citizenship and immigration status within the Care system under vulnerability. All young Afghans have had their asylum claims considered classified as Appeals Rights Exhausted and face return to Afghanistan. The chapter reveals how young Afghans’ narratives speak of a dangerous place where they have no links or connections yet at the same time, their description of the UK is often negative and critical of the support they have received here. The findings illustrate how immigration policies impact on marginality and affect the daily lives of these young people who are caught between two unpalatable futures, one back in Afghanistan and one living in destitution and illegality in the UK.

Research has established that disabled young people are at greater risk of experiencing all forms of maltreatment, especially neglect (Jones et al, 2012). Despite increasing awareness of their heightened vulnerability, the maltreatment of disabled children remains under-recognised and is under-reported. Disabled children have the same rights as all children to be protected from maltreatment; to have their concerns listened to; to participate fully in decisions made about them; and to receive help to recover from maltreatment. In this paper Cossar et al’s (2013) framework for understanding the processes of recognition, telling and receiving help following maltreatment from the child’s perspective, is applied to disabled children. The particular barriers that disabled children and those working with them face in recognising and responding to maltreatment are analysed by reviewing what is known about child protection practice with disabled children, mainly in the UK. Suggestions are made about how practice with disabled children could be improved.

Modern policy-making communities repeatedly proclaim the idea and value of participation and ‘listening to children and young people’. We note the growing official recognition of children and young people’s right to participation in policies relating to child protection and out-of-home care. Indeed, taking their views into account is mandated in many countries with domestic and international legal requirements accompanying the policy commitments to its value. In this article we explore the disparity or tensions between the ‘espoused theory’ and the ‘theory-in-use’ within child protection. We observe a gap between what policy-makers and practitioners say is the practice and what is actually done, and consider whether there is an effective commitment to the participation of children in child protection. While we rely primarily on Australian and English material, we suggest the arguments and findings presented here have a general international relevance.

Aftercare, the duties owed to young people after they leave formal care, has always been an inherent aspect of the child protection process in Scotland, perhaps more so indeed in the early days when the assumption was that child protection necessitated the permanent removal of the child from the parent’s care. Early aftercare obligations were primarily around assistance in finding employment for young people when they reached school-leaving age, though managers of reformatory and industrial schools also had obligations to supervise the young person who had left their care for three years or until their 21st birthday. Latterly, education and training grants were made available, as were other forms of financial assistance. Finally, the Children and Young People (Scotland) Act 2014 imposed on local authority the obligation of “continuing care” towards young people who had previously been “looked after” by the local authority, and on a range of public bodies to act as “corporate parents” to such care leavers.
