Democratic Accountability in Times of Crisis: Executive Power, Fiscal Policy and COVID-19

Abstract We examine the performance of four parliamentary democracies – Canada, Australia, New Zealand and the UK – as they confront the need for a substantial fiscal policy response to the COVID-19 pandemic. Our research covers the period 1 January 2020 to 30 June 2020. We score the four countries on nine components of democratic accountability using Mark Philp's distinction between formal and political accountability. We conclude, first, that to appreciate the nuanced character of accountability, it is important to have a set of operational measures that identify specific aspects of performance. Second, preparation is important for resilience: countries that demonstrated strong accountability before the pandemic maintained relatively high accountability standards during the crisis; weaker accountability mechanisms showed less resistance to the expanding power of the executive. Finally, it is easier to be accountable when outcomes are favourable, but favourable outcomes include adherence to the norms of democratic accountability.

This article investigates the impact of Brexit on the British political system. By critically engaging with the conceptualisation of the Westminster model proposed by Arend Lijphart, it analyses the strains of Brexit on three dimensions developed from from Lijphart’s framework: elections and the party system, executive– legislative dynamics and the relationship between central and devolved administrations. Supplementing quantitative indicators with an in-depth qualitative analysis, the article shows that the process of Brexit has ultimately reaffirmed, with some important caveats, key features of the Westminster model: the resilience of the two-party system, executive dominance over Parliament and the unitary character of the political system. Inheriting a context marked by the progressive weakening of key majoritarian features of the political system, the Brexit process has brought back some of the traditional executive power-hoarding dynamics. Yet, this prevailing trend has created strains and resistances that keep the political process open to different developments.

This paper compares the results of studies of ophthalmic advanced practice in two similar but distinct health economies and integrates the effects of the setting, health policy and professional regulation on such roles. A mixed method questionnaire design was used, distributed at national ophthalmic nursing conferences in the UK and in New Zealand. Participants were nurses undertaking advanced practice who opted to return the questionnaire. Data were analysed separately, and are compared here, integrated with national health policy and role regulation to provide commentary on the findings. The findings suggest that health policy priorities stimulate the areas in which advanced practice roles in ophthalmic nursing emerge. The drivers of role development appear similar and include a lack of experienced doctors and an unmanageable rise in healthcare demand. Titles and remuneration are different in the two health economies, reflecting the organisation and regulation of nursing. In clinical terms, there are few differences between practice in the two settings and it appears that the distinct systems of regulation have minimal effect on role development. Ophthalmic nursing, as a reactive, needs based profession and in common with nursing in general, evolves in order that practice reflects what is needed by patients and services.

For much of the twentieth century UK public policy has been based on a strong centralist, rationalist and managerialist framework. This orientation was significantly amplified by New Labour in the 1990s and 2000s, leading to the development of ‘evidence-based policy making’ (EBPM) and the ‘audit culture’ – a trend that looks set to continue under the current government. Substantial criticisms have been raised against the targeting/audit strategies of the audit culture and other forms of EBPM, particularly in complex policy areas. This article accepts these criticisms and argues that in order to move beyond these problems one must not only look at the basic foundation of policy strategies, but also develop practical alternatives to those strategies. To that end, the article examines one of the most basic and common tools of the targeting/audit culture, the aggregate linear X-Y graph, and shows that when it has been applied to UK education policy, it leads to: (1) an extrapolation tendency; (2) a fluctuating ‘crisis–success' policy response process; and (3) an intensifying targeting/auditing trend. To move beyond these problems, one needs a visual metaphor which combines an ability to see the direction of policy travel with an aspect of continual openness that undermines the extrapolation tendency, crisis–success policy response and targeting/auditing trend. Using a general complexity approach, and building on the work of Geyer and Rihani, this article will attempt to show that a ‘complexity cascade’ tool can be used to overcome these weaknesses and avoid their negative effects in both education and health policy in the UK.

Abstract Background: The outcomes of smoking have generated considerable clinical interest in recent years. Although people from different countries are more interested to the topic of quit smoking during the winter, few studies have tested this hypothesis. The current study aimed to quantify public interest in quit smoking via Google.Methods: We use Google Trends to obtain the Internet search query volume for terms relating to quit smoking for major northern and southern hemisphere countries in this research. Normally search volumes for the term “quit smoking + stop smoking + smoking cessation” were retrieved within the USA, the UK, Canada, Ireland, New Zealand and Australia from January 2004 to December 2018. Seasonal effects were investigated using cosinor analysis and seasonal decomposition of time series models.Results: Significant seasonal variation patterns in those search terms were revealed by cosinor analysis and demonstrated by the evidence from Google Trends analysis in the representative countries including the USA (pcos = 2.36×10-7), the UK (pcos < 2.00×10-16), Canada (pcos < 2.00×10-16), Ireland (pcos <2.00×10-16) ,Australia (pcos = 5.13×10-6) and New Zealand (pcos = 4.87×10-7). Time series plots emphasized the consistency of seasonal trends with peaks in winter / late autumn by repeating in nearly all years. The overall trend of search volumes, observed by dynamic series analysis, declined from 2004 to 2018.Conclusions: The preliminary evidence from Google Trends search tool showed a significant seasonal variation and decreasing trend for the RSV of quit smoking. Our novel findings in smoking cessation epidemiology need to be verified with further studies, and the mechanisms underlying these findings must be clarified.

How do policy workers actually use academic research and advice? While there are several recent studies regarding this question from other Westminster jurisdictions (e.g. Talbot and Talbot, 2014, for the UK; Head et al., 2014, for Australia; Amara, Ouimet and Landry, 2004 and Ouimet et al., 2010, Canada), similar academic studies have been rare in New Zealand. So far, most of the local research in this field has been conducted by the prime minister’s chief science advisor and the Office of the Prime Minister’s Science Advisory Committee, with the particular instrumental purpose of improving the government’s ministries and agencies’ ‘use of evidence in both the formation and evaluation of policy’. However, none of these studies have asked how, and to what extent, policy workers in government are utilising academic research  in their everyday work.

On the outbreak of war, men from the Dominions were scattered across the British Empire. As each Dominion began recruiting their expeditionary forces at home, the issue arose whether these expatriates, especially those resident in the United Kingdom, should join the British Army or be able to enlist in their Dominion's force. Canada and New Zealand allowed recruiting for the CEF and NZEF in the UK. Many Anglophone White South Africans joined a “colonial” battalion of the Royal Fusiliers. The Australian Government refused to allow Australians in the UK to join the AIF, despite the repeated requests of the Australian expatriate community. This paper examines the questions of British and sub-Imperial Dominion identities as well as the practical policy considerations raised by this issue. It argues that there is some evidence of nascent Dominion nationalism—the Canadian High Commission in London issued what became known as “a Certificate of Canadian Citizenship” to expatriates— but that Dominion Governments generally based their decisions on this issue based on cost and domestic political considerations.
