One-Eyed State: The Politics of Legibility and Property Taxation

ABSTRACTTheories of the rise of the modern state hold that central rulers make land property “legible” to extract revenue, leading landholders to oppose state registration. This study revises this logic and argues that when land ownership is disputed, landholders use inscription into state records to secure legal property rights. To minimize resulting tax liabilities, propertied interests may exploit opportunities to manipulate land valuations, which determine the tax burden. The argument is substantiated using historical tax and cadastral records from Colombia. Difference-in-differences analyses of two critical attempts at land reform, led by the Liberal Party, show that land property registration spiked disproportionately in threatened Conservative municipalities, where tax revenues lagged behind nonetheless, due to systematic undervaluation of property. The study concludes that landholders’ selective subversion of state building may disrupt the assumed link between legibility and taxation and spawn territorially uneven patterns of state capacity that mirror domestic conflict lines.

The purpose of the research is to examine the influence of the leadership and HR ability upon the service effectiveness of the land property rights at the Agrarian Office of Tangerang City. The result of the research has indicated that the leadership and HR ability are simultaneously having a significant effect upon the service effectiveness. Under the circumstances government supervision (control) over the optimal use of territories gets the essential role. The rights that are contained in land reform give owners, landowners, land users, and employers extensive powers concerning independent land management.

Students of the land ownership patterns in Pakistan have always been hampered by extreme lack of data, neither the 1960 census nor the 1972 census reveal anything about the actual ownership structure of land. Khan's book goes some distance in providing numbers on land ownership (for 1971 and 1976), and also documents methods and failures of land reform efforts over the past century in Pakistan, disaggregated to show efforts in this regard in both the provinces of Sind and Punjab. The book actually provides an overwhelming amount of data - some 87 pages of charts and tables document a book of under 200 pages of text.

This chapter explores the role of the political settlement in shaping outcomes of land investments by analysing struggles in key sectors of the economy. Land reform during the socialist period had far-reaching implications for the political settlement. Reforms to land rights under liberalization involved strengthening land markets; however, the state continued to play a significant role. Corruption within formal land management systems became prevalent during the period of high growth. Vietnam experienced a rapid growth in export agriculture but, in contrast with stable property rights for smallholders, Tanzania’s efforts to encourage large land investments were less successful. Industrialization in both countries generated new forms of land struggles that were influenced by the different distributions of power between the state, existing landowners, and investors.

The early to mid-1950s are conventionally viewed as a time when China broke sharply with the past and experienced a “golden age” of successful policy implementation and widespread support from the population. This article shows that the period should be seen as neither “golden age” nor precursor for disaster. Rather it should be seen as a period when the Chinese Communist Party's key mechanisms of state reintegration and instruction of the population – the political campaign and “stirring up” via public accusation sessions – were widely disseminated throughout China, with variable results. The campaigns for land reform and the suppression of counter-revolutionaries show that levels of coercion and violence were extremely high in the early 1950s, and the campaign to clean out revolutionaries in 1955 and after suggests some of the limits of mobilizational campaigns.

The information content of the journals (minutes) of the meetings of the Council of Ministers of the Ukrainian State (1918) is investigated, which makes it possible to clarify the specifics of governmental agrarian policy. Information on the influence of the German and Austro-Hungarian military command on the agrarian policy of Ukraine, the peculiarities of land ownership and agrarian relations, the food and price policy of the Ukrainian government, and attempts at agrarian and land reform are discussed. The journals of the meetings of the Council of Ministers contain information about the emergence of a peasant rebel movement, caused in general by the unsuccessful agrarian activity of Hetman P. Skoropadsky, and also about government measures aimed at suppressing this movement. The investigated documentary complex should be recognized as an important source on the history of not only the Ukrainian State, its agrarian policy, but also the insurrectional movement and the Ukrainian Revolution of 1917−1921 generally.
