Policy Transfer in the European Union: An Institutionalist Perspective

Although the concept of policy transfer attracts growing attention in political science, its application to the European Union remains underdeveloped. This article offers a comprehensive conceptual account of EU policy transfer. It starts from the institutionalist premise that transfer processes and outcomes will vary between differently constituted governance regimes. Three forms of EU governance are identified; hierarchy, negotiation and ‘facilitated unilateralism’. The article develops hypotheses about the linkages between institutional variables and transfer outcomes, assessed on a scale from emulation to influence. Hypotheses are set against empirical evidence drawn from a variety of policy areas. We find evidence to support the general hypothesis that stronger forms of policy transfer occur in more highly institutionalized governance regimes. The evidence also points to micro-institutional variables shaping transfer outcomes: the powers accruing to supra-national institutions; decision rules; and the density of exchange between national actors.

Empirical evidence suggests an overall convergence in terms of GDP and per capita income occurring among the European Union (EU) Member States. Nevertheless, economic inequalities have been increasing at the regional level within European Union countries. Through the review of relevant literature, this study analyzes the increasing inequalities from an economical point of view, focusing on Italy and the UK as examples. First, a general overlook of the empirical evidence of the GDP and per capita income at national and sub-national levels will be presented. Second, an explanation of the possible causes of the results will be proposed through the use of economical and sociological theories. The findings of this research might uncover the relative inefficacy of EU Cohesion policies and point towards the necessity for deeper and more thoughtful measures to continue the convergence of Member States while preserving internal equilibria. This paper ends with discussions for the future directions of the EU.

The interplay among intergovernmental and supranational actors is a defining feature of the institutional life of the European Union (EU). Too often, however, these actors are considered independent of each other, and their autonomy is assessed in a vacuum. This is problematic because if there is such a thing as "endogenous preferences" in the EU, it appears exactly through this interdependence of intergovernmental and supranational actors. None of the institutionalist approaches to the EU has come to grips with this fact yet. Based on some very simple gametheoretic ideas, I offer in this article a rationale for "endogenous preferences" and discuss their impact on issues of delegations. Some cursory empirical evidence supports the claims that the preferences of supranational actors are related to those of the actors who select or appoint them. Similarly, the analyses presented here suggest that preferences over delegation to supranational actors are influenced by differences in policy views between principals and agents.

It is generally accepted that historically Africa experienced colonialism. Thus, in the neocolonial age articulated by the likes of Sugirtharajah, Segovia and Nkrumah, most African countries are faced with the challenge of power struggle in which imperialism and dictatorship inhibits the development of the Two-Thirds world countries. This challenge, it is argued, reveals an imperialistic tendency of the European Union, China and African government(s) to alter democracy and freedom. As such, the Zimbabwe context, amongst others, will be used as a main point of reference. This article examines the elements of imperialism in African states in the light of Persian hegemonic power in the books of Deuteronomy and Ezra-Nehemiah. It investigates whether or not the Jews were free under the Persian hegemonic influence in the post-exilic period. The comparison of the influence of Persian hegemony in the books of Deuteronomy and Ezra-Nehemiah with the evidence of imperialism in African government(s), leads to the argument that certain African states do not appear to be completely democratic and free.Intradisciplinary and interdisciplinary implications: Based on aspects of Old Testament and political science studies, this article explores traces of imperialism in African governments in the light of Persian hegemonic power in the Hebrew Bible. In the end, the article argues that certain African states, for instance Zimbabwe, should not be considered as completely democratic and free nations.

The European Union’s institutional development is highly imbalanced. It has established robust legal authority and institutions, but it remains weak or impotent in terms of its centralization of fiscal, administrative, and coercive capacity. We argue that situating the EU in terms of the history of state-building allows us to better understand the outcomes of EU governance. Historically, political projects centralizing power have been most complete when both market and security pressures are present to generate state formation. With the EU, market forces have had a far greater influence than immediate military threats. We offer a preliminary demonstration of the promise of this approach by applying it to two empirical examples, the euro and the Schengen area. Our analysis suggests that the EU does not need to be a Weberian state, nor be destined to become one, for the state-building perspective to shed new light on its processes of political development.

This chapter examines the functions and organization of the European Commission services, arguing that they are a bureaucracy with unique agenda-setting powers at the heart of the European Union polity. It begins with an overview of the origins and evolution of the Commission services, focusing on the influence of Jean Monnet, first President of the High Authority of the European Coal and Steel Community (ECSC), and how the services were shaped by national bureaucratic models as well as international organization models. The chapter proceeds by discussing the Commission services’ powers, structure, and functioning and what the officials think about the role of the institution with respect to agenda-setting, nationality, and EU governance. It argues that while the Commission bureaucracy has become more circumspect of bold political initiatives, neither its capacity nor its will to play a strong policy role in Europe have been significantly weakened.

The study of contemporary Europe has attracted growing attention in mainstream political science and international relations. Both studies of the European Union and cross-country comparisons of various political phenomena in different European countries are beginning to enrich our understanding of the process and limitations of integration. This growth of interest has also been stimulated by the opening up of central and eastern Europe which has encouraged scholars to address the issues of transformation using the tools of comparative politics. In addition, studies of Europeanisation are now being more systematically related to broader international developments and to the process of globalisation. British scholars, and British-based scholars, are making important contributions to the debates in political science and international relations. This review article traces some of the strands of this development.
