It was generally appreciated when the United Nations was created that changes would occur in the international scene and chat over the years these would affect the functioning of the world organization. The UN was indeed constructed for the purpose of dealing with problems of change and for channeling these along peaceful lines. It was expected chat the relationships between the powers would vary, that the membership would grow, and that the issues of peace and security would not be static.

Abstract The covid-19 pandemic has become one of the greatest challenges the world has faced since the founding of the United Nations. The following article provides a short overview, which addresses the United Nations’ efforts in minimizing the negative impact of the virus on peace and security by focusing on the potential role of the Security Council from a normative perspective.

The World Health Organization (who) was established in 1946 as a specialized agency of the United Nations (un). Since its establishment, the who has managed outbreaks of infectious diseases from a regulatory, as well as an operational perspective. The adoption of the International Health Regulations (ihrs) has been an important achievement from the former perspective. When the Ebola epidemic intensified in 2014, the who Director General issued temporary recommendations under the ihrs in order to reduce the spread of the disease and minimize cross-border barriers to international trade. The un Secretary General and then the Security Council and the General Assembly have also taken action against the Ebola epidemic. In particular, the Security Council adopted a resolution under Chapter vii of the un Charter, and thus connected the maintenance of the international peace and security to the health and social emergency. After dealing with the role of the who as a guide and coordinator of the reaction to epidemics, this article shows how the action by the Security Council against the Ebola epidemic impacts on the who ‘authority’ for the protection of health.

Abstract This article, which identifies the United Nations Security Council’s selective enforcement of the International Court of Justice’s rulings as an enforcement deficit within the Court’s system, delves into the possibility – and legality – of utilising the Uniting for Peace Resolution as an alternative enforcement mechanism in the event of a veto precluding enforcement by the Security Council.

In this chapter, we consider Niebuhr’s views of the nature of the world community, the United Nations, globalization, and the potential for national transcendence, or the likelihood of nations laying down their interests for a higher international good. Niebuhr would have viewed globalization positively, as a way to advance functional cooperation between nations. A strong supporter of the United Nations, he viewed the UN Security Council veto as an important tool, allowing cooperation among the powers but blocking forward movement on issues the great powers could not agree on. Despite his liberal internationalism, he did not believe national transcendence was likely given all he said about power, moral dissonance, and groupism, nor would he have found world government attractive given the fallibility of human nature, particularly if one considers dystopian tales such as Orwell’s 1984 or Rand’s Atlas Shrugged.

This chapter discusses the origins of peace operations; their evolution alongside the growing international conflict management structures of the United Nations (UN) and other international organizations; and their core functions, composition, and efficacy. Although peace operations have roots in earlier forms of military intervention, their emergence as a dominant tool for conflict management is a distinct innovation of the same internationalist project that forged the UN. Their evolution lays bare the fundamental tensions between state interests and the liberal internationalist project of a ‘world organization for the enforcement of peace’, and their execution has defined the way wars are fought today. The chapter focuses on UN peace operations throughout because they are the modal type of mission in the world. It also discusses the use of force within peace operations, an issue of growing importance that highlights fundamental tensions in the authorization and execution of internationally-led efforts to maintain global peace and security.

This chapter outlines the architecture of the Women, Peace, and Security agenda at the United Nations. Building on the explanation of the adoption of UN Security Council Resolution 1325 provided earlier in the volume, it explores the meanings of “women,” “peace,” and “security” that are constructed through the WPS policy framework. The chapter traces the continuities and changes to the central concepts in the resolutions and reflects on the implications of these representational practices as they affect the provisions and principles of the WPS agenda in practice. Moreover, the chapter draws out the key provisions of each resolution to explore the tensions that have arisen over time regarding the types of energy and commitment that have become manifest in the architecture supporting WPS implementation. This in turn enables a brief analysis of likely future directions of WPS practice and a comment on the ways in which Security Council dynamics might affect and effect certain possibilities while excluding or proscribing others.

Members of the United Nations have conferred upon the Security Council “primary responsibility for the maintenance of international peace and security” and have agreed “that in carrying out its duties under this responsibility the Security Council acts on their behalf” (article 24 of the U.N. Charter). The question may be asked whether the Security Council lived up to this responsibility during the May 1967 crisis in the Middle East which preceded the Six Day War. Did the Security Council do everything in its power to avoid the clash, and what were the reasons for its failure to avert the crisis?In order to be able to evaluate the Council's stand, it will be necessary to recall summarily the developments which led up to the hostilities of June 1967, as well as the Security Council's powers under the Charter of the U.N.

Article 51 of the United Nations Charter states that:Nothing in the present Charter shall impair the inherent right of individual or collective self-defense if an armed attack occurs against a member of the United Nations, until the Security Council has taken the measures necessary to maintain international peace and security. Measures taken by Members in the exercise of this right of selfdefense shall be immediately reported to the Security Council and shall not in any way affect the authority and responsibility of the Security Council under the present Charter to take at any time such action as it deems necessary in order to maintain or restore international peace and security.International lawyers are still arguing about the scope of the right of self-defence in Article 51 of the U.N. Charter. Most of the arguments focus on the semantics of Article 51. Those who argue for a “restrictive view” of the provision emphasise the qualifying phrase “if an armed attack occurs”.

On May 22, 1958, the Lebanese representative at the United Nations presented a letter to the President of the Security Council requesting an urgent meeting of the Council to consider acomplaint by Lebanon in respect to a situation arising from the intervention of the United Arab Republic in the internal affairs of Lebanon, the continuance of which is likely to endanger themaintenance of international peace and security.
