The Right to Dominate: How Old Ideas About Sovereignty Pose New Challenges for World Order

AbstractA principal theme of international relations scholarship following the Cold War was the apparent erosion of state sovereignty caused by globalization's integrative effects and the proliferation of international institutions and networks. In recent years, however, scholars have noted a reverse trend: the reassertion of traditional, or Westphalian, state sovereignty. By contrast, I highlight another recent trend that has gone largely overlooked: the reaffirmation of older “extralegal” and “organic” versions of sovereignty by three of the world's most powerful states—Russia, China, and the United States. After tracing the genealogy of these older concepts, I consider how and why they have gained prominence in the official discourse of all three countries. I also explore the implications of this shift, which not only illustrates the importance of “norm retrieval” in international affairs, but also raises questions about the foundations of international order. Contrary to Westphalian sovereignty, which emphasizes the legal equality of states and the principle of noninterference in domestic affairs, the extralegal and organic versions offer few constraints on state action. If anything, they appear to license powerful states to dominate others.

Theend of the cold war and of the bi-polar world order that shaped international relations over the past 50 years is forcing the Government of the United States to make dramatic policy changes that affect all parts of the globe. In Africa, it is also confronted by significant new developments on local, regional, and continent-wide levels. Of particular concern to American leaders are increasing internal demands for political democracy, and the intensification of ethnic and other conflicts which call national integrity into question. And, as the decision to send up to 30,000 marines, infantrymen, and other troops to Somalia proves, the U.S. Administration will not hesitate to use military force if authorised by the United Nations.

The subject of this article is the relation between hegemony and the world order in which hegemony (understood as leadership of a certain country or group of countries through the consent of others), and not a mere change of balance of power, represents a key for the change of the world order (understood as establishing a new leadership and rules in the world). This means that changes in the distribution of power do not necessarily mean the change of the existing world order, i.e. leadership and rules of conduct in international relations, but that this requires counter-hegemony too, which can be described as the collapse of the foundations on which the existing consent for leadership and the world order is based upon and creation of the foundations of a new world order. This means a criticism of the existing liberal-democratic paradigm, its crisis and establishing of a new paradigm of international relations, as well as the attitude towards the domestic affairs of the countries. Just as the engagement of the United States after the World War II and then after the Cold War represented the establishment and expansion of American hegemony, the activities of Russia and China today can be best understood and seen through the concept of counter-hegemony. It includes three elements: the desire for reform of those international institutions that still maintain US hegemony and/or the creation of new ones in which there is no US participation; working with elements of civil society such as non-governmental organizations, scientific and other expert organizations, the media and churches; as well as the prevalence of different principles regulating international relations (multipolarity and noninterference in domestic affairs instead of global leadership and interventionism under the guise of responsibility to protect and democracy promotion). We approach this issue within the framework of neo-Marxist, precisely neGramscian, theoretical perspective on international relations, and use literature review and content analysis as research methods.

As the American public became increasingly disenchanted over the nation’s ongoing presence in Southeast Asia, the Nixon administration initiated a diplomatic strategy toward the Soviet Union and the People’s Republic of China. Nixon, who early in his political career had been a passionate anticommunist, began to consider ways in which he might bring China into the international community. The president believed that this strategy had the potential to decrease the Cold War tensions that existed between the United States and the Soviet Union. The foreign policy strategy that Nixon and his national security adviser, Henry Kissinger, developed came to be known as détente. The initiatives that composed Nixon’s policy were based on Kissinger’s realist view of international affairs. That perspective embraced the idea of accepting the world as it was rather than trying to change it. By deemphasizing the importance of the conflict between international communism and democracy, pundits on the Right believed Nixon was not only withdrawing America from its global responsibilities, but in doing so was giving the communist world free reign to pursue a more aggressive foreign policy.

This article briefly examines the political and ideological aspects of Western countries’ post-Cold War approach to the world order. The Western triumph in the Cold War is generally attributed to reasons that are largely erroneous. The ongoing crises in international relations reveal structural inconsistencies, which have been present in the United States’ foreign strategy since the collapse of the Soviet Union and have contributed to the subsequent erosion of the global order. The article analyzes the new trends of globalization resulting from the unexpected victory of Donald Trump in the 2016 U.S. presidential election. It concludes that Russia and China have now largely recognized Washington’s failure to establish a unipolar world system and to legitimize it through various political and media mechanisms and techniques. It suggests that it is only through the solidary development that both China and Russia are currently championing with their recent grand integration initiatives that a more successful and sustainable multipolar world benefiting every nation on the planet can be built and maintained.

Abstract This article argues that Disciplinary International Relations (DIR) does not only explain international affairs, but it also socializes and hegemonizes publics and professionals into an ideological worldview consistent with the interest of states that underwrite the world economic and security order based on hegemonic liberalism. Considerable emphasis is placed on tracing the continuities between the early theorization of IR in the United Kingdom and the United States, and the contemporary academic/foreign policy/security ‘complex’ dedicated to the maintenance of a hegemonic world order. The article demonstrates that the call for a greater theory–policy nexus in international affairs is redundant because leading American scholars double up as policy-makers, either directly or through other avenues such as consultancies. Some of the most prominent IR scholars, such as Michael Doyle, John Lewis Gaddis, Samuel Huntington, G. John Ikenberry, Stephen Krasner, Theodore H. Moran, Joseph Nye and Anne-Marie Slaughter, among others, have served in high-level positions in the United States foreign policy and security apparatus. The article also shows the ways in which in the early days of IR theorizing in the UK, scholars such as Lionel Curtis, Alfred Zimmern and Norman Angell doubled as staunch defenders of the British Empire, albeit in the language of liberal internationalism.

In the 1990s the end of the Cold War and the US’s efforts to build a “new world order” actualized in scientific discourse the problem of understanding the principle of state sovereignty. Moreover, due to the WTO accession, the discussion among United States’ scholars intensified about the preservation of sovereignty of their own state. As a result, both the US authorities and most experts advocate the inviolability of the sovereignty of their country, noting, however, that it might be temporarily limited by different international obligations, first of all by economic agreements, but this does not affect it radically and the possibility of withdrawing from various kinds of contracts remains. At the same time, the last superpower’s foreign policy actions at the end of the 20th century (interference in the internal affairs of Grenada, Nicaragua, Panama, Haiti, Yugoslavia, etc.) clearly illustrate the disregard for the sovereignty of other states. In an attempt to explain this policy, they argued that sovereignty, while remaining a significant principle in general, can be lost, which opens up the legitimate path to the internationalization of a conflict. All in all, despite the fact that such an understanding of sovereignty as a conditional principle, is not new in itself, the United States took some steps to extend this understanding to the whole world, granting itself the right to single-handedly determine cases where and why sovereign rights are lost.

The end of the Cold War was a “big bang” reminiscent of earlier moments after major wars, such as the end of the Napoleonic Wars in 1815 and the end of the world wars in 1919 and 1945. But what do states that win wars do with their newfound power, and how do they use it to build order? This book examines postwar settlements in modern history, arguing that powerful countries do seek to build stable and cooperative relations, but the type of order that emerges hinges on their ability to make commitments and restrain power. The book explains that only with the spread of democracy in the twentieth century and the innovative use of international institutions—both linked to the emergence of the United States as a world power—has order been created that goes beyond balance of power politics to exhibit “constitutional” characteristics. Blending comparative politics with international relations, and history with theory, the book will be of interest to anyone concerned with the organization of world order, the role of institutions in world politics, and the lessons of past postwar settlements for today.

The Yalta-Potsdam system of international relations, established by culmination of World War II, was created to maintain the security and cooperation of states in the post-war world. Leaders of the Big Three, who ensured the Victory over the fascist-militarist bloc in 1945, made decisive contribution to its creation. This system cemented the world order during the Cold War years until the collapse of the USSR in 1991 and the destruction of the bipolar structure of the organization of international relations. Post-Cold War changes stimulated the search for new structures of the international order. Article purpose is to characterize circumstances of foundations formation of postwar world and to show how the historical decisions made by the leaders of the anti-Hitler coalition powers in 1945 are projected onto modern political processes. Study focuses on interrelated questions: what was the post-war world order and how integral it was? How did the political decisions of 1945 affect the origins of the Cold War? Does the American-centrist international order, that prevailed at the end of the 20th century, genetically linked to the Atlantic Charter and the goals of the anti- Hitler coalition in the war, have a future?Many elements of the Yalta-Potsdam system of international relations in the 1990s survived and proved their viability. The end of the Cold War and globalization created conditions for widespread democracy in the world. The liberal system of international relations, which expanded in the late XX - early XXI century, is currently experiencing a crisis. It will be necessary to strengthen existing international institutions that ensure stability and security, primarily to create barriers to the spread of national egoism, radicalism and international terrorism, for have a chance to continue the liberal principles based world order (not necessarily within a unipolar system). Prerequisite for promoting idea of a liberal system of international relations is the adjustment of liberalism as such, refusal to unilaterally impose its principles on peoples with a different set of values. This will also require that all main participants in modern in-ternational life be able to develop a unilateral agenda for common problems and interstate relations, interact in a dialogue mode, delving into the arguments of opponents and taking into account their vital interests.


This book uses trust—with its emotional and predictive aspects—to explore international relations in the second half of the Cold War, beginning with the late 1960s. The détente of the 1970s led to the development of some limited trust between the United States and the Soviet Union, which lessened international tensions and enabled advances in areas such as arms control. However, it also created uncertainty in other areas, especially on the part of smaller states that depended on their alliance leaders for protection. The chapters in this volume look at how the “emotional” side of the conflict affected the dynamics of various Cold War relations: between the superpowers, within the two ideological blocs, and inside individual countries on the margins of the East–West confrontation.

Since the end of the Cold War, religion has been systematically brought to the fore of American foreign policy. US foreign policymakers have been increasingly tasked with promoting religious freedom globally, delivering humanitarian and development aid abroad through faith-based channels, pacifying Muslim politics and reforming Islamic theologies in the context of fighting terrorism, and engaging religious actors to solve multiple conflicts and crises around the world. Across a range of different domains, religion has progressively become an explicit and organized subject and object of US foreign policy in ways that were unimaginable just a few decades ago. If God was supposed to be vanquished by the forces of modernity and secularization, why has the United States increasingly sought to understand and manage religion abroad? In what ways have the boundaries between faith and state been redefined as religion has become operationalized in American foreign policy? What kind of world order is emerging in the twenty-first century as the most powerful state in the international system has come to intervene in sustained and systematic ways in sacred landscapes around the globe? This book addresses these questions by developing an original theoretical framework and drawing upon extensive empirical research and interviews. It argues that American foreign policy and religious forces have become ever more inextricably entangled in an age witnessing a global resurgence of religion and the emergence of a postsecular world society.
