Technology, Trade and ‘A Race of Native Capitalists’: The Krio Diaspora of West Africa and the Steamship, 1852–95

This article examines the impact of the introduction of the new technology of steam power into the West African trade in the second half of the nineteenth century. One of the changes that the introduction of steampower was expected to lead to was the opening up of the trade to small-scale African traders such as the Krios. Many Krios did make use of the steamships to extend their trading activities and entered areas previously ignored. Many used the steamship services to develop a coastwise trade; others, particularly in the Niger Delta, used them to enter the export trade to Britain. Yet others pioneered the use of steam launches, particularly on the River Niger and along the Slave Coast. In time however, such Krios found their ability to utilize the opportunities provided by the steamships under assault, partly from the European traders' counter-attack and partly from the general depression in the West African trade – itself indirectly caused by the introduction of the steamship – that set in by the 1870s. By the end of the century the position of Krios in the export-import trade of West Africa was being severely squeezed, just as it was in other areas of West African life. For them, steam power did not prove to be the boon it had been anticipated as being.

In the late nineteenth century the West African palm oil trade entered a period of difficulties, characterized mainly by a fall in prices from the early 1860s. Part of the reason for this lay in the introduction of regular steamship services between Britain and West Africa from 1852. As steam came to replace sail so the palm oil trade underwent major changes. These changes can be quantified fairly precisely. One effect of the introduction of steamers was the concentration of the British side of the oil trade once again on Liverpool, its original centre. Another effect was the increase in the number of West African ports involved in the trade. The most important impact was the increase in numbers of traders in oil trade from around 25 to some 150. The resulting increased competition in the trade led to amal-gamations becoming increasingly common – a process that culminated in the formation of the African Association Ltd in 1889. It was also to provide the context for the pressure exerted by some traders for an increased colonial presence in the 1880s and 1890s.

AbstractSmall-scale fishers working in the West African Bijagós Archipelago are predominantly regional in-migrants, often living in isolated fishing camps (or economic enclaves) where capture, processing and trading activities occur. This paper explores the factors driving the fishing camp formation, relations with non-camp communities and interactions with prominent authority groups. One camp, presented here in the context of an anthropological case study, lost access to Ancopado beach during the designation of Orango National Park. Following violent evictions, migrant fishers shifted their efforts into less-observed waters, introducing challenging power negotiations with indigenous Bijagós islanders and fisheries authorities. Fishing persists inside the marine protected area, indicative of non-compliance by small-scale fishers who continue to resist a weak resource management agenda. The implications of this situation are discussed in terms of human rights to fish.

To reflect the growing trends in the international scene and in furtherance of the objective of its Revised 1993 Treaty, the Economic Community of West African States (ECOWAS) summit in December 2006 revolutionised the structure of ECOWAS by re-designating the Executive Secretariat into a quasi-independent commission headed by a President with a Vice President and seven commissioners. The rationale behind the revision was to make ECOWAS a supranational entity. This article considers whether or not a supranational system is essential for the attainment of ECOWAS' objectives. It asks if the conditions for an effective supranational system are in place in the West African sub-region which could provide a solid foundation for its success and why the quest for a supranational system has not yielded any fruitful result in West Africa. It argues that a retreat from the quest for supranationalism and a return to an inter-governmental system would be a retreat rather than the way forward, and expresses the need for the course of action to be sustained courageously till the impact of integration begins to emerge, and the disguised, patriotic impulse of states to protect their national sovereignty gives way to the full manifestation of ECOWAS as a supranational entity.

The West African savannas are a major area of independent plant domestication, with pearl millet, African rice, fonio, several legumes, and vegetable crops originating there. For understanding the origins of West African plant-food-producing traditions, it is useful to have a look at their precursors in the Sahara during the “African humid period” between 10,500 and 4,500 years ago. The Early and Middle Holocene Saharan foragers and pastoralists intensively used wild grasses for food but did not intentionally cultivate. Due to increasing aridity in the late 3rd millennium bce, the pastoralists migrated southward into the savanna zone. In this context pearl millet was domesticated and spread rapidly in West Africa during the 2nd millennium bce. It was first cultivated by agro-pastoral communities, predominantly on a small scale. The 1st millennium bce was a transitional phase: most of the early agricultural societies disappeared, but it was also a time of numerous economic and social innovations. Due to increasing aridity, the floodplains around Lake Chad and the valleys of the rivers Senegal and Niger became accessible to farming populations after 1000 bce. In the 1st millennium ce, agriculture intensified, with mixed cultivation of cereals and legumes and the integration of new African domesticates, such as sorghum, fonio, roselle, and okra. Pearl millet remained the major crop in most areas, while sorghum dominated in northern Cameroon. Imported wheat, date palm, and cotton appeared in the first half of the 2nd millennium ce. The combined exploitation of cultivated cereals, legumes, and wild fruit trees (e.g., shea butter tree) in agroforesty systems eventually resulted in a cultural landscape as it is still visible in West Africa today.

Using some examples from recent writing on West Africa, this article suggests that the failure of African historians to appreciate fully the importance of the West Indies in generating British imperial policy in the Atlantic tropics has led to serious distortions and errors of interpretation. For economic, ideological, and historical reasons, Britain's interest in the West Indies greatly exceeded her interest in West Africa during the first half of the nineteenth century. Her extensive Caribbean involvement and her ideological commitment to the successful outcome of slave emancipation powerfully influenced her policy in West Africa. In assessing the motives which generated imperial actions in the tropical Atlantic and in evaluating the impact of those actions upon Africa, it behooves historians to develop a broader, trans-Atlantic comprehension of the roots of British imperial policy.

In the following article is described an interesting parasitic condition which is difficult to interpret. The small intestine of an Hadada, Geronticus hagedash, was brought back from the West Coast of Africa by Major T. A. Cockburn, M.D., R.A.M.C, who kindly passed it to me for further examination. The bird is a member of the family Plataleidae, living in wooded districts in West Africa in the neighbourhood of water and feeding on invertebrates, mainly annelids and small crustaceans which it finds at the bottom of ponds and streams in the mud.

Abstract Accurate prediction of the commencement of local rainfall over West Africa can provide vital information for local stakeholders and regional planners. However, in comparison with analysis of the regional onset of the West African monsoon, the spatial variability of the local monsoon onset has not been extensively explored. One of the main reasons behind the lack of local onset forecast analysis is the spatial noisiness of local rainfall. A new method that evaluates the spatial scale at which local onsets are coherent across West Africa is presented. This new method can be thought of as analogous to a regional signal against local noise analysis of onset. This method highlights regions where local onsets exhibit a quantifiable degree of spatial consistency (denoted local onset regions or LORs). It is found that local onsets exhibit a useful amount of spatial agreement, with LORs apparent across the entire studied domain; this is in contrast to previously found results. Identifying local onset regions and understanding their variability can provide important insight into the spatial limit of monsoon predictability. While local onset regions can be found over West Africa, their size is much smaller than the scale found for seasonal rainfall homogeneity. A potential use of local onset regions is presented that shows the link between the annual intertropical front progression and local agronomic onset.

<p>The West African Craton (WAC) is one of the major cratons in the Rodinia jigsaw puzzle (~1000–750 Ma). In the Rodinian models, the position of West Africa is mainly constrained by the assumption that it had been a partner of Amazonia since the Paleoproterozoic. Unfortunately, no paleomagnetic data are available for these cratons when the Rodina supercontinent is considered tectonically stable (~1000-750 Ma). Thus, every new reliable paleomagnetic pole for the West African Craton during the Neoproterozoic times is of paramount importance to constrain its position and testing the Rodinia models. In this study we present a combined paleomagnetic and geochronological investigation for the Manso dyke swarm in the Leo-Man Shield, southern West Africa (Ghana). The ~860 Ma emplacement age for the NNW-trending Manso dykes is thus well-constrained by two new U-Pb apatite ages of 857.2 ± 8.5 Ma and 855 ± 16 Ma, in agreement with baddeleyite data. Remanence of these coarse-to-fine grained dolerite dykes is carried by stable single to pseudo-single domain (SD-PSD) magnetite. A positive baked-contact test, associated to a positive reversal test (Class-C), support the primary remanence obtained for these dykes (13 sites). Moreover, our new paleomagnetic dataset satisfy all the seven R-criteria (R=7). The ~860 Ma Manso pole can thus be considered as the first key Tonian paleomagnetic pole for West Africa. We propose that the West Africa-Baltica-Amazonia-Congo-São Francisco were associated in a long-lived WABAMGO juxtaposition (~1100–800 Ma).</p><p><strong>Keywords:</strong> West Africa, Neoproterozoic, Tonian, Rodinia, paleomagnetism.</p><p> </p>
