Participation and the Voluntary Sector: The Independent Contribution

AbstractThis article is an attempt to create a general theoretical model or ‘scale’ for categorizing voluntary organizations chiefly concerned with social service provision. Consumer participation, which the author believes has positive and particular advantages in voluntary organizations, is taken as one element in the categorization. He discusses what participation may or should mean, and the reasons why it is so rarely found. Where it exists it tends to involve the participation of staff rather than ‘clients’, which may result in more discussion than action. The article also discusses how an organization's position on the ‘scale’ can change. Voluntary organizations which start out as small, highly-participating, self-help organizations tend to become more elitist and altruistic with success and growth. The author suggests that organizations with a higher degree of consumer participation may be more responsive to social change and its consequences, more flexible and even more cost-effective than more traditionally organized institutions and may also be better able to take advantage of the independence afforded only to voluntary organizations in an increasingly state-dominated society.

The importance of the voluntary sector in providing services for people with a chronic illness has been increasingly recognised. A consumer organisation in the voluntary sector, which provides services for people with diabetes, was selected to explore the role of voluntary organisations in service provision. The investigation revealed that voluntary organisations provide support services such as information and education, advocacy, health promotion, the encouragement of research, social activities, and aids and appliances. These services focus on the individual, social, financial and economic needs of people with diabetes and fill the gaps in programs provided by public sector organisations, which are largely targeted toward acute care, are less flexible, and increasingly concerned with cost efficiency. With the shift towards decentralising services to the community and the increased participation of consumers in health care, the work of voluntary organisations will become even more indispensable in Australia.

About one hundred and fifty wastewater reservoirs store effluents for irrigation in Israel. Effluent qualities differ according to the inflowing wastewater quality, the degree of pretreatment and the operational parameters. Certain aspects of water quality like concentration of organic matter, suspended solids and chlorophyll are significantly correlated with the water column transparency and colour. Accordingly optical images of the reservoirs obtained from the SPOT satellite demonstrate pronounced differences correlated with the water quality. The analysis of satellite multispectral images is based on a theoretical model. The model calculates, using the radiation transfer equation, the volume reflectance of the water body. Satellite images of 99 reservoirs were analyzed in the chromacity space in order to classify them according to water quality. Principal Component Analysis backed by the theoretical model increases the method sensitivity. Further elaboration of this approach will lead to the establishment of a time and cost effective method for the routine monitoring of these hypertrophic wastewater reservoirs.

AbstractAlthough the voluntary sector is internationally valued as an integral component of the welfare mix, studies on East Asian welfare regimes have primarily focused on state-market-family interactions, paying scant attention to the long-standing and pivotal role of voluntary agencies in their construction. This case study illuminates this less-known aspect of modern welfare history in the context of South Korea, with a particular focus on the activities of voluntary organizations. The study categorizes South Korean voluntary associations into four types and examines their different contributions in shaping South Korea’s welfare regime, by applying Young’s framework on government–voluntary organizations relations. This historical exploration on the South Korean voluntary sector aims to deepen understanding of an East Asian welfare state regime. It further suggests that current welfare mix debates, focusing on the service delivery role of voluntary organizations within Western European welfare states, should be broadened.

The needs and desires to disconnect, detox, and log out have been turned into commodities and found their expressions in detox camps, self-help books, and “offline” branded apparel. Disconnection studies have challenged the power of commodified disconnective practices to create real social change. In this article, we build on the notion of affective attunement to explore how disconnection commodities provide differential ways for individuals to respond to the challenges of connectivity, and how they can form larger patterns of resistance that cannot be dismissed as futile. We examine the ambiguity of disconnection commodities through three examples: a smartwatch kill switch and stealth mode features, detox floatation tank therapy, and make-up lines. Our approach turns the perspective from ends to the means of disconnection. We argue that these commodities do not offer hard breaks but they do let users attune to connectivity.

Anxiety is an important comorbidity in chronic obstructive pulmonary disease (COPD). We investigated if cognitive behavioural therapy (CBT), delivered by respiratory nurses, reduced symptoms of anxiety and was cost-effective.Patients with COPD and anxiety were randomised to CBT or self-help leaflets. Anxiety, depression and quality of life were measured at baseline, 3, 6 and 12 months. A cost-effectiveness analysis was conducted from a National Health Service hospital perspective and quality-adjusted life-years estimated using the EuroQol-5D questionnaire.In total, 279 patients were recruited. Group mean change from baseline to 3 months in the Hospital Anxiety and Depression Anxiety Subscale was 3.4 (95% CI 2.62–4.17, p<0.001) for the CBT group and 1.88 (95% CI 1.19–2.55, p<0.001) in the leaflet group. The CBT group was superior to leaflets at 3 months (mean difference in the Hospital Anxiety and Depression Anxiety Subscale was 1.52, 95% CI 0.49–2.54, p=0.003). Importantly, the CBT intervention was more cost-effective than leaflets at 12 months, significantly lowering hospital admissions and attendance at emergency departments.CBT delivered by respiratory nurses is a clinically and cost-effective treatment for anxiety in patients with COPD relative to self-help leaflets.

A study of existing research focusing on marginal and delinquent youths in Hong Kong makes it possible to describe a typical career path for marginal youths. They typically pass through five stages beginning with casually running away at the age of ten until eventually serving a second prison term at the age of 18. The age of 14 is an important turning point at which young people make crucial decisions, which either take them out of this path or fix them more firmly in it. The fact that 14 is a critical age has implications for labor laws, for the educational system and for the provision of social services. It is suggested that (rather than search for causes) this data makes it possible to identify the target group and prescribe interventions. 现时对香港边缘少年及年青罪犯的研究,可以清楚描述一个典型的边缘少年误入歧途所经过的阶段,就如十岁便离家出走 ... ... 十八岁便已经在监狱第二次服刑。 「十四岁」为这些少年,是他们生命中的一个转捩点,他们一是决定回归正途,或是更加泥足深陷,难以自拔。故此劳工法例、教育制度,以及社会服务等,应作出适当的修订及改革。 文中的资料并非为研究青年人误入歧途的原因,而是为确认出这类型的青少年及如何为他们提供协助。
