Congress as theatre: how advocates use ambiguity for political advantage

AbstractAmbiguity – the capacity to have multiple meanings – is endemic to politics. Ambiguity creates political opportunities, structures debates and provides leeway for political entrepreneurs to advance their interests. I use the 2012 passage and 2014 rollback of reforms to the National Flood Insurance Program to show how ambiguity enables political entrepreneurship. In this puzzling case, Congress enacted and rolled back changes that threatened to impose politically unpalatable costs. Using semi-structured interviews and congressional testimony, I show how political entrepreneurs engaged with ambiguity in the buildup to the reforms’ passage. They used information strategically to interpret problems, solutions, rules, and goals; shape legislators’ perceptions of the reforms’ political implications; and adapt their arguments to the policy windows that opened. The case shows that ambiguity facilitates policy reform, but the direction of change depends on the priorities that are salient when a policy window opens and on the interests of political entrepreneurs.

In the current global scenario, in which mobility has been strongly impacted, it is relevant to highlight certain mobility experiences of Indigenous Latin American peoples, in which new cultural and geographical elements justify revisiting this phenomenon. In this context, the mobility of the Aymara ethnic group offers an opportunity for such a second look. Although the subject has been approached from the perspectives of internal migration processes and physical movement, as in other Latin American cases, studies have omitted some important aspects for its analysis, such as the practices, meanings, and political implications associated with mobility. Based on the new mobility paradigm, this article seeks to strengthen the perspective on mobility by researching rural-urban mobility practices and their meaning regarding the experiences of Aymara people who migrated from the rural municipality of Putre to settle in the city of Arica from the 1950s. At the same time, it is shown that these Aymara mobility practices imply spatiotemporal dynamics that are key for the construction of place, and allow for a widening of base elements that should be considered in the new mobility paradigm. This research is based on five years of ethnography, including mobile accompaniment and semi-structured interviews. This methodological approach has allowed researchers to explore how elements related to physical and symbolic mobility have constantly constructed relational spaces within the Arica and Parinacota region over time. This shows that mobility does not only refer to physical movement, but to politics, emotions, culture, and memory as well. From these results, the article examines and discusses key elements related to physical and symbolic mobility, and their implications in political and intercultural terms.

Mandatory nutrition labelling, introduced in Malaysia in 2003, received a “medium implementation” rating from public health experts when previously benchmarked against international best practices by our group. The rating prompted this qualitative case study to explore barriers and facilitators during the policy process. Methods incorporated semi-structured interviews supplemented with cited documents and historical mapping of local and international directions up to 2017. Case participants held senior positions in the Federal government (n = 6), food industry (n = 3) and civil society representations (n = 3). Historical mapping revealed that international directions stimulated policy processes in Malaysia but policy inertia caused implementation gaps. Barriers hindering policy processes included lack of resources, governance complexity, lack of monitoring, technical challenges, policy characteristics linked to costing, lack of sustained efforts in policy advocacy, implementer characteristics and/or industry resistance, including corporate political activities (e.g., lobbying, policy substitution). Facilitators to the policy processes were resource maximization, leadership, stakeholder partnerships or support, policy windows and industry engagement or support. Progressing policy implementation required stronger leadership, resources, inter-ministerial coordination, advocacy partnerships and an accountability monitoring system. This study provides insights for national and global policy entrepreneurs when formulating strategies towards fostering healthy food environments.

In the last few years, the number of unaccompanied youths arriving in Europe has increased steadily. During their settlement in host countries, they are exposed to a great variety of vulnerabilities, which have an impact on their mental health. This research examines the effects of participation in a mentoring programme on the psychological and educational outcomes among unaccompanied migrant youths who live in the Barcelona metropolitan area. Data in this mixed-methods study were obtained from 44 surveys with mentored (treatment group) and non-mentored (control group) male youths who had recently turned 18, as well as through thirty semi-structured interviews with mentored youths, their adult mentors, and non-mentored youths. Our findings indicated that participation in the mentoring programme improved the mentored youths’ self-esteem, resilience, and hope, as well as their desired or expected educational outcomes in this new context. We conclude that well-targeted and problem-specific mentoring programmes have positive and marked effects on unaccompanied migrant youths’ mental health. The social and political implications of these outcomes are also discussed, providing information on how interventions can offer effective networks of support for the settlement and social inclusion of unaccompanied migrant youths.

AbstractThis study examines possible redistributional effects of the National Flood Insurance Program (NFIP), using a nationwide database of flood insurance policies and claims between 2001 and 2013 from the Federal Emergency Management Agency. Applying methods from the tax and transfer progressivity literature, we use the departure from per capita income proportionality at the zip code level as our measure of progressivity. Our findings indicate that premiums as a percentage of coverage purchased are regressive: premium shares are larger than income shares for lower-income zip codes. Payouts, however, also as a percentage of coverage purchased, are progressive, meaning lower-income zip codes receive a larger portion of claims paid. Overall net premiums (premiums – payouts) divided by coverage are also regressive. Our findings are driven by certain aspects of the current rate structure of the NFIP, as well as how income is related to risk. We discuss potential policies to provide assistance to lower-income households in purchasing flood insurance.

Flood Insurance Studies (FISs) produced by the Federal Emergency Management Agency (FEMA) per the National Flood Insurance Program (NFIP) regulations and guidelines adopt storm-induced erosion criteria often called the “540 rule”. The methods used in the erosion analysis have been in place since the 1980s. The method requires dunes to be classified as fully eroded, or “removed”, when their cross-sectional reservoir is smaller than 540 square feet. Since the rule’s first application, additional data and recent evidence have become available leading FEMA to identify this approach as an area of the program in need of updating and improvement. Experts involved in conducting coastal hazard analyses for FEMA studies recommend exploring opportunities to improve FEMA guidelines for erosion criterion and revise NFIP regulations and guidance, as needed, to ensure that storm-related erosion hazards are appropriately evaluated and mapped along US coastlines.

Abstract Background The prevalence of tobacco use, especially hookah, has increased in Iran In recent years, particularly among young people and women, and the age of onset of use has decreased. Tobacco use is the fourth leading risk factor for non-communicable diseases in Iran. These issues cause concerns in the country and led to the present study on tobacco control agenda-setting in Iran over a 30-year timeframe. Methods We conducted this retrospective analytical study to investigate process analysis in Iran using Kingdon’s multiple-streams framework (MSF). We collected the data using semi-structured interviews with key informants (n = 36) and reviewing policy documents (n > 100). Then, we analyzed the policy documents and in-depth interviews using the document and framework analysis method. We used MAXQDA 11 software to classify and analyze the data. Results Iran’s accession to the Framework Convention on Tobacco Control (FCTC) opened a window of opportunity for tobacco control. The policy window opens when all three streams have already been developed. The adoption of the comprehensive law on the national control and campaign against tobacco in the Islamic Consultative Assembly in 2006 is a turning point in tobacco control activities in Iran. Conclusions The tobacco control agenda-setting process in Iran was broadly consistent with MSF. The FCTC strengthened the comprehensive plan for national control of tobacco as a policy stream. However, there are several challenges in developing effective policies for tobacco control in the Iranian setting.
