Chicken and technology: the politics of the European Community's budget for research and development

Member governments of the European Community have frequently urged the necessity of closer cooperation and collaboration in meeting the challenge posed by new technologies and in countering the lead achieved by the United States and Japan. After delays which seemed almost to contradict any sense of urgency, the Council of Ministers of the Community agreed to a multi-annual Framework Programme of Scientific Research in 1983. A critically important element of that Programme, the European Strategic Programme of Research and Development in Information Technology (ESPRIT), was agreed only after further extensive delays in February 1984. The renewal and extension of the Framework Programme was proposed by the European Commission in early 1986 but was finally agreed only in September 1987, the delay having been caused by the opposition of Britain, France and West Germany, the three member states largely responsible for the protracted negotiations on ESPRIT in 1984. Much attention has been paid to the history of the Framework Programme and ESPRIT, but the budgetary aspects of the decisions, aspects that were highly significant in delaying agreement, especially on the part of Britain and West Germany, have tended to be ignored.

How has the United States behaved historically toward friendly states with nuclear weapons ambitions? Recent scholarship has demonstrated the great lengths to which the United States went to prevent Taiwan, South Korea, and West Germany from acquiring nuclear weapons. Yet seemingly on the other side of the ledger are cases such as Israel, South Africa, and Pakistan, where the United States failed to prevent proliferation, and where many have argued that the United States made exceptions to its nonproliferation objectives given conflicting geopolitical goals. A reexamination of the history of U.S. nonproliferation policy toward Israel, South Africa, and Pakistan, based on declassified documents and interviews, finds that these cases are not as exceptional as is commonly understood. In each case, the United States sought to prevent these states from acquiring nuclear weapons, despite geopolitical constraints. Moreover, once U.S. policymakers realized that prior efforts had failed, they continued to pursue nonproliferation objectives, brokering deals to prevent nuclear tests, public declaration of capabilities, weaponization, or transfer of nuclear materials to other states.

Every college and university in the United States (US) is discovering exciting new ways of using information technology to enhance the process of teaching and learning, and to extend access to new populations of students. For most institutions, however, new technologies represent a black hole of additional expense. Most campuses have simply bolted new technologies onto a fixed plant, a fixed faculty and a fixed notion of classroom instruction. Under these circumstances, technology becomes part of the problem of rising costs rather than part of the solution. In addition, comparative research studies show that rather than improving quality, most technology-based courses produce learning outcomes that are simply “as good as” their traditional counterparts — what often is referred to as the “no significant difference” phenomenon. By and large, colleges and universities have not yet begun to realize the promise of technology to improve the quality of student learning and reduce the costs of instruction.

THE UNITED STATES IS THE WORLD'S SECOND LARGEST DEMOcracy (after India) and the largest of the older well-established democracies, with a very long and uninterrupted history of free elections. For this reason, it can be argued that the American democratic example has been and, should be an important model for other countries to follow. This article will focus on one important aspect of the American democratic system - the pattern of electoral rules - and it will emphasize the striking differences between the American electoral process and that of most other democracies. This contrast obviously affects the applicability of the American model to other countries that may be in the process of revising their electoral rules: because the United States is a deviant case in almost all respects, it presents clear alternatives to the more common attern but also dternatives that are so radical that they may ge difficult to transplant. The democracies with which the American pattern of electoral systems will be compared and contrasted are the 20 countries which, Me the United States, have been democratic without interruption for a relatively long time, that is, since approximately the end of the Second world War: the four large West European countries (Great Britain, France, West Germany, and Italy), the five Nordic countries (Sweden, Denmark, Norway, Finland, and Iceland), the Benelux countries (the Netherlands, Belgium and Luxembourg), Ireland, Switzerland, Austria, and five countries outside Europe (Canada, Israel, Japan, Australia, and New Zealand).

The history of ergonomics in the United States is traced. Areas are identified in which further research and development are needed. At the same time, a body of knowledge exists in the behavioral and biological sciences that would be immediately useful if but made available in suitable form. Technologies should be developed or expanded immediately in such areas. Feedback from designers who apply the information, from those who operate and maintain systems and from those otherwise affected by them should provide positive direction for future endeavors in ergonomics.

This article continues a series of reviews of the worlds oil and gas basins, where active exploration and development of hydrocarbon deposits in superdeep (6 km +) horizons are taking place, as probable analogues of projects in the Caspian megabasin, primarily the Eurasia project. In this regard the Gulf of Mexico is of great interest, since this region is very well studies over such a long history of its development and thus makes it possible to analyze a huge amount of data collected during this time. The Gulf of Mexico includes the deep-water, offshore and coastal parts of three countries the United States, Mexico and Cuba, and is one of the most important oil and gas provinces in the world. Its deposits are represented by various complexes from the Middle Jurassic to modern sediments, with a total thickness of 14,000 m and more. Exploration for hydrocarbons has been going on here for almost 100 years. During this time, various new technologies have been developed and successfully applied, such as forecasting abnormally high reservoir pressure, cyclostratigraphy and seismic facies analysis, characterization of low-resistivity productive reservoirs and the search for ultra-deep hydrocarbon deposits. Of all the variety of objects developed in the Gulf, in the context of the study of deep deposits, the main interest and possible associations with the Caspian megabasin are the deposits of the Norflet Formation of the Upper Jurassic, which are discussed in the main part of this article. Of course, we are not talking about a direct comparison; in particular, the aeolian origin of part of the section makes this object significantly different. Nevertheless, according to the authors, studying it, as well as understanding how a successful project for its development is being implemented right before our eyes, can provide a lot of important information for working in the deep horizons of the Caspian region. The article is divided into two parts. The first examines the geological history of the formation of the Gulf of Mexico Basin, the features of the deep-lying productive complex of the Norflet Formation. The second part provides information about the history of exploration of the Norflet productive complex, characteristics of the main discoveries, as well as the prospects for discoveries of new superdeep deposits in the Norflet Formation within the Gulf of Mexico (sectors of the United States and Mexico). Analysis of the history of the development of this complex by the global player Shell, is very important, as one of the scenarios for the development of deep horizons in other oil and gas basins, incl. Caspian. International Oil Companies are able to mobilize the necessary resources and technology to effectively address this challenge.
