The empirical study of bureaucrats in the Hong Kong government, particularly in their relationship with politicians in the legislature, is a relatively new subject of academic interest. This effort at systematic research is related to the fact that both senior civil servants and politicians are essential to effective government. While senior civil servants in Hong Kong have dominated the political process in the territory for 150 years, politicians have gained importance since the People's Republic of China (PRC) and Britain signed the Joint Declaration on the future of Hong Kong in 1984. It follows that the relationships between these two leadership groups are of great interest, theoretically, empirically, practically and politically. The key problem of any government is how these elite groups interact. A major concern is maintaining an efficient and able bureaucracy with enough independence to do an effective job of administration, while operating in a political context in which politicians are competitive and accountable to the electorate, reacting to the constant demands and expectations of special and general interests. The maintenance of a proper balance between efficiency and responsiveness in such an environment has to be achieved if the polity is to function effectively and be stable

Political participation entails citizens’ engagement to exert influence on the political process and policies in a desired direction. Therein, participation of the youth has significance as a transient yet constantly receiving community with potential to shape the course of history in any society. The activities and functions of youth organizations have been pivotal in effecting changes in the twentieth century Asian socio-political and economic realms. In article the interrelation of current political crisis in the Special administrative region of the People’s Republic of China Siangtan (Hong Kong) with change of its importance for transit of the capital from continental China in offshore jurisdictions and its return as part of transformation of a situation in the People’s Republic of China is considered. The conclusion about the serious financial reasons for development of crisis in the direction of strengthening of separatist sentiments in Hong Kong is drawn and related aggravation of a military-political situation.

Can there really be much doubt who governs our complex modern societies? Public bureaucracies, staffed largely by permanent civil servants, are responsible for the vast majority of policy initiatives taken by governments. Discretion, not merely for deciding individual cases, but for crafting the content of most legislation has passed from the legislature to the executive. Bureaucrats, monopolizing as they do much of the available information about the shortcomings of existing policies, as well as much of the technical expertise necessary to design practical alternatives, have gained a predominant influence over the evolution of the agenda for decision. Elected executives everywhere are outnumbered and outlasted by career civil servants. 1 In a literal sense, the modern political system is essentially ‘bureaucratic’ – characterized by ‘the rule of officials’.

Empirical legal scholarship has emerged as a dominant trend in legal scholarship. At its best, empirical scholarship subjects assertions about the effect of legal rules to a neutral test. But is empirical inquiry truly neutral? The validity of an empirical study should rest on the reliability of the methods used, rather than the political implications of its conclusions. Scholars might choose targets of inquiry, sources of data, or methods of analysis that support their political allegiances. This paper tests this thesis by matching the political beliefs of authors of empirical legal scholarship with the results of their research. The political allegiances of authors mildly correlate with the results of empirical inquiry in legal scholarship.

Since July 1997, when Hong Kong was reunited with the People’s Republic of China, academics in the Special Administrative Region of Hong Kong have fiercely protected their right to engage in critical speech and practice academic freedom. They have been aided by Hong Kong’s regional constitution (known as the “Basic Law”), which incorporates international human rights treaties into domestic law and contains unusually detailed protections for freedom of expression, academic freedom, and educational autonomy. These constitutional provisions originated in the Sino- British Joint Declaration, a bilateral treaty that was duly registered with the United Nations. Nonetheless, this article documents a dramatic decline in academic freedom in Hong Kong since the last comprehensive study of the topic was published in 2006. This is partly because the Chinese Communist Party has made a concerted effort to punish Hong Kong academics and student organizations for their role in the Umbrella Movement and other pro-democracy movements. Equally important, there have been significant changes to the governance structure in Hong Kong’s universities over the past decade, creating overly-centralized universities that are far too vulnerable to outside interference. These developments have already damaged the quality and international reputation of Hong Kong’s universities, which will ultimately hurt not only Hong Kong but also the People’s Republic of China.
