Expanding Higher Education: China's Precarious Balance

Abstract China implemented an unprecedented expansion of higher education along with excellence initiatives that propelled more universities into the global rankings. Yet, the international influence of the higher education system pales in comparison to its economy. This paper argues that governance reforms in higher education only partially address the increasingly complex social and geopolitical realities. With more institutional and professional autonomy, universities and the academic research enterprise would be better placed and more inclined to find innovative solutions to urgent problems of domestic and global sustainability.

In this chapter, authors determine the necessity of reforming the higher education system, which should be aimed at training graduates who can independently coordinate their professional activity. The authors point out that this is not possible without the formation of research competence of students during their education at university. One of the main tasks of high school at the present stage of its development is not just to present students with ready-made knowledge but the ability to shape their own ability to get information, to be able to search for innovative solutions. The educational cluster as the organizational form of association of stakeholders enhances the effectiveness of the efforts of the regional system of vocational education.

This study examines the issues of implementing innovative technological solutions in modern higher education, considering the accumulated European experience and in the modern Ukrainian context. The relevance of this study is conditioned by the wide spread of innovative technological solutions in the European higher education system in general and Ukraine in particular, as well as the need for a deep and comprehensive study of this process considering the prospects for the technological development of modern higher education and accumulated European experience in this field. The purpose of this study is to determine the fundamental factors that influence the development of technological innovations in the modern higher education system. The main results of this study should be the definition of the essence of innovative technologies in the modern system of higher education, the types and categories of modern innovations, as well as the main trends in academic research in this field.

Over the last few decades, education has acquired a fairly robust social identity worldwide and participation in higher education has also become increasingly common. Building upon Luhmann’s theory of society, in this paper we analyze the expansion of higher education in Chile, specifically looking at the transformations the Chilean higher education system has undergone and the interactions between this system and its social environment. We will include statistics to clarify the extent of the changes to – and costs of – increasing inclusion. We will also focus on the ever-changing rationales for the expansion (or contraction) of higher education in Chile. Altogether, our analysis show not just how the Chilean system of higher education adapts to its social environment, but also how individuals and other function systems currently adapt to this system and how it is organized. We end with a brief reflection on the ways in which education may or may not make a difference to society and a discussion on whether our findings shed any light on the evolution of other countries’ education systems.

After first surveying the development of academic studies of Islam within the modern Turkish higher education system, this essay provides an inventory of material that has been translated from Western languages into Turkish. It is inevitable that orientalist studies will have a place of tremendous importance in this analysis. However, approaches to the Qur'an and its exegesis which have been developed under the influence of the Western scientific and cultural world encompass a larger range of literature that includes not only the orientalist studies themselves but also the criticisms directed against these studies. Particular attention is paid to the work of Fazlur Rahman and Arab scholars influenced by Western methods, and an assessment of the various issues related to the critique of orientalist works is provided.

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.
