This study examines the issues of implementing innovative technological solutions in modern higher education, considering the accumulated European experience and in the modern Ukrainian context. The relevance of this study is conditioned by the wide spread of innovative technological solutions in the European higher education system in general and Ukraine in particular, as well as the need for a deep and comprehensive study of this process considering the prospects for the technological development of modern higher education and accumulated European experience in this field. The purpose of this study is to determine the fundamental factors that influence the development of technological innovations in the modern higher education system. The main results of this study should be the definition of the essence of innovative technologies in the modern system of higher education, the types and categories of modern innovations, as well as the main trends in academic research in this field.

The article is devoted to the study of the problem of using available diagnostic tools for the health status of students who are engaged in physical education on the basis of a classical university using the LMS Moodle system. The goal of the study is to create diagnostic tools for the health status of the students which are in physical education using available innovative technologies. The study involved 46 students of the Kharkov National University named after V. N. Karazin aged 19-21 years who are engaged in sections of the sport games at the Department of Physical Culture (26 girls and 20 boys). Students performed health diagnostics using an open distance course based on LMS Moodle during the fall semester in the classroom and at home. The analysis of the results using innovative technologies was carried out by agreement and personal will of the participants. To solve the above goal, we set the following tasks: to analyze the available innovative technologies in the higher education system on the basis of a classical university; create an affordable system for diagnosing the health status of students involved in physical education on the basis of a classical university; introduce a system for diagnosing the health status of the students which are in physical education on the basis of a classical university in the educational process of physical education; make recommendations for the correction of the health status of students which are in physical education using available innovative technologies. The work used electronic methods for diagnosing health; methods of index assessment of health status; methods of mathematical statistics. The analysis of available innovative technologies in the higher education system on the basis of the classical university was carried out; an affordable system for diagnosing the health status of the students involved in physical education on the basis of a classical university has been created; a system for diagnosing the health status of students involved in physical education on the basis of a classical university was accomplished into the educational process of physical education; recommendations for the health status correction of the of students involved in physical education using available innovative technologies were selected. The created electronic «Health Passport», that concerns of all components of human health for monitoring the health of a classical university students’, is located in the open distance course «Fundamentals of Health and Rehabilitation», which is an interactive tool for studying the basic components of a healthy lifestyle: state of physical activity, biorhythms, features of daily energy consumption and diet analysis, diagnosis and health monitoring for all comers.

The article contains the results of a study focused on identifying problems of inclusive higher education in Russia. The author, based on the systematization of scientific and scientific-methodological literature, identifies the main methodological approaches to building an inclusive higher education system in modern Russia, conducts a survey of students with disabilities and disabilities, as well as conditionally healthy students studying in inclusive study groups, about the features the functioning of the modern system of inclusive higher education. The results of a qualitative and quantitative analysis of the survey data allowed the author to identify the problems of modern vocational education of persons with disabilities and disabilities.

At a new stage in the development of the Russian higher education system, missions are being adjusted, strategies and programs for the development of universities are being developed in accordance with global trends in the development of higher education and the challenges facing the country and regions. Amodern university plays an important role in ensuring the socio-economic development of the country and the region, participates in the implementation of national, federal and regional projects, strategic development programs. The basis of university development programs is the provision of training for the priority areas of scientific and technological development of the Russian Federation, sectors of the economy and the social sphere, the development and implementation of breakthrough scientific research and development, new creative and social and humanitarian projects, as well as their implementation in the economy and social sphere of high technologies. Important aspects of strategic planning of the university are the analysis of trends and challenges in the higher education system in Russia, as well as the study of the educational services market in the region. The paper analyzes the structure and dynamics of development of the national and regional (using the example of the Samara Region) higher educational systems in Russia, identifies general patterns and tendencies, identifies the directions of development of regional universities.

Abstract China implemented an unprecedented expansion of higher education along with excellence initiatives that propelled more universities into the global rankings. Yet, the international influence of the higher education system pales in comparison to its economy. This paper argues that governance reforms in higher education only partially address the increasingly complex social and geopolitical realities. With more institutional and professional autonomy, universities and the academic research enterprise would be better placed and more inclined to find innovative solutions to urgent problems of domestic and global sustainability.

On the basis of generalization of results of researches of management process and decomposition of existing definitions of “management”, “decision”, “management decision” — a number of general provisions are formulated concerning: the process of management and its components, the environment in which it takes place; the subject of management and its subjects of work, features and nature of activity; the object of management; deployment of time and space management process. For consideration of the management process, a three-component model of “action-decision-action*” is proposed, based on three commonly accepted components of the management process: development, adoption and implementation of management decision. Using the model and taking into account the influence of the market on the results of the implementation of management decisions and on the achievement of the set goal, the processes of management of three entrepreneurs for adjustment of production and launching on the market for four years of competitive production were simulated. On the basis of modeling and formulated general provisions, it is emphasized the importance of taking into account the sequence at the time of making a management decision and achieving its intended result, which is proposed to be considered as another feature that must necessarily be present in the definition of “management decision”. The corresponding wording of the definition of “management decision” is given. The features of the classification of management decisions presented in different sources are discussed and the factors that lead to differences are commented. In particular, on the basis of the analysis of the concept of “innovation” as a process, as a result and as a change, the expediency of classifying a management decision as innovative is justified only in retrospect. It is proposed to consider the number of management decisions classified as innovative as an indicator of the development of innovative activity of the entrepreneur. The role of managerial decisions in the higher education system in the development of innovative activity in science-intensive markets is outlined4. The imminent transformations that take place in the higher education system take on importance due to the circumstances that arise in a technological revolution and a rapid change in the practices of society, with a prevailing use of information and communication technologies ( ICT), and that can affect the functions of the education system, allowing innovation in the transmission of new knowledge and that can offer students access to knowledge sources in an unlimited way. Currently, the technological tools of information and communication have produced a profound change in the practice of learning, in addition to the way in which individuals communicate and interact with the prevailing need to manage and administer knowledge, these types of practices produced a change in the way of doing business, causing significant changes in the different areas of organizational operation as they are; commerce, industry, administration, medicine, agriculture, engineering. For this work, a documentary exploration was carried out describing the importance of information and communication technologies as a potential tool in the learning of higher education.

After first surveying the development of academic studies of Islam within the modern Turkish higher education system, this essay provides an inventory of material that has been translated from Western languages into Turkish. It is inevitable that orientalist studies will have a place of tremendous importance in this analysis. However, approaches to the Qur'an and its exegesis which have been developed under the influence of the Western scientific and cultural world encompass a larger range of literature that includes not only the orientalist studies themselves but also the criticisms directed against these studies. Particular attention is paid to the work of Fazlur Rahman and Arab scholars influenced by Western methods, and an assessment of the various issues related to the critique of orientalist works is provided.

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.
