A Report Fit for Children? A Critical Examination of the Work of the UN General Assembly's Special Session on Children, May 2002

From 8-10 May 2002, the United Nations General Assembly met in a Special Session on Children. Representatives from more than 180 countries agreed on 21 new goals in the areas of education, health, combating AIDS and protecting children against abuse, exploitation and violence (Reuters 2002), The Assembly set six new targets aimed at meeting the goal of ‘quality basic education for all children’. In this paper we critically examine the strategies that the UN identified to ensure that the targets are met, in the light of our experiences researching and writing a report for the UK Department for International Development (DFID) on mainstreaming environmental education.At the Special Session, held in New York, children and heads of state evaluated progress towards achieving the 27 goals set at the 1990 World Summit for Children (UNICEF 2002a). The Special Session on Children was preceded by a three-day Children's Forum ‘for those most directly affected by the decisions made at the conference’ (UNICEF 2002b). As well as 350 children from more than 150 countries (reported elsewhere as ‘376 children and young adults from 115 countries’ (MacCentral 2002) there were ‘2,000 representatives of more than 800 non-governmental organizations (NGOs), including many of UNICEF's partners in the field’ (UNICEF 2002b). The claim that the Forum was attended by ‘those most directly affected by the decisions’ is at best pious hope and at worst pure spin, but the size and scale of the event merits consideration by those working for and with children around the world.

During the past twelve months, the issue of sexual violence in conflict and emergencies has received an unprecedented amount of attention at the highest political and institutional levels. In 2013, the United Kingdom's Department for International Development (DFID) launched a Call to Action to mobilize donors, UN agencies, non-governmental organizations (NGOs) and other stakeholders on protecting women and girls in humanitarian emergencies, culminating in the high-level event “Protecting Girls and Women in Emergencies” in November 2013. As of August 2014, over forty partners (including governments, United Nations (UN) agencies and NGOs) had made commitments to the Call to Action. Furthermore, in June 2014 the “Global Summit to End Sexual Violence in Conflict”, co-chaired by the UK Foreign Secretary and Angelina Jolie, Special Envoy for the UN High Commissioner for Refugees (UNHCR), gathered 1,700 delegates and 129 country delegations. In his summary, the chair of the Global Summit states: “We must apply the lessons we have learned and move from condemnation to concrete action. We must all live up to the commitments we have made.”1In September 2014, the United States organized a Call to Action event in New York during the UN General Assembly with the purpose of sharing progress on commitments made in November 2013. It thus seems that efforts to raise awareness about sexual violence in conflict and emergencies and advocate for a much stronger commitment to action are well under way. But is this enough? Is there enough evidence from lessons learned to allow us to increase and improve our response?

Margaret Isabirye Kyenkya (photo) grew up in Uganda with five bothers and six sisters. Her Bachelor of Arts was in Social Work and Social Administration (Makerere University, Uganda), and was followed by a Masters in Sociology, (Nairobi University), and a Certificate in Mother and Child Health (International Child Health Institute, London). Her PhD focused on Hospital Administration inspired by the WHO/UNICEF Baby Friendly Hospital Initiative. She has worked as a researcher, the founder of Non-Governmental Organizations, a Senior United Nations Officer (New York Headquarters and several regions), a Manager in the United States Agency for International Development-funded National Health and Nutrition Projects, and a governmental Health and Nutrition Adviser. A certified trainer in a number of health and nutrition areas, a breastfeeding counselor, and a retired La Leche League Leader, Dr. Kyenkya has significantly influenced the course of lactation support and promotion globally. She stated, “My most precious and valued occupation is that of a mother [of five] and grandmother [of eight].” Dr. Kyenkya currently lives in Atlanta, Georgia, in the United States. After five days of marathon meetings, thousands of women - and a handful of men - managed to produce a new blueprint aimed at improving women's lives. But it was a close call. The majority of the 10,000 participants gathered had all but given up hope that an agreement would be reached. The occasion was a special session of the United Nations General Assembly, held June 5 to 9 in New York, and dedicatedto assessing women's progress in the five years since the last major conference was held in Beijing, China.

Locality, family, moral economy, virtuous elites, common popular customs – these are the buzzwords of what has come to be known as red toryism, which seeks to breath life into the conservative project in the UK. It valorises the local over the global, family over its discontents (gays, single parents, promiscuity), virtue over cynicism, common custom over bland commercial labels; in short, a return to the progressive, communal values of conservatism. The name most usually associated with red toryism – also known as communitarian civic conservatism – is Phillip Blond. Our brief in this paper is not a treatment of the whole red tory doctrine, but a critical examination of its economic policies and how they relate to theology, via morality.

Project management is an autonomous discipline that is applied to a huge diversity of activity sectors and that has evolved enormously over the last decades. International Development Cooperation has incorporated some of this discipline’s tools into its professional practice, but many gaps remain. This article analyzes donor agencies’ project management approaches in their funding mechanisms for projects implemented by non-governmental organizations. As case study, we look at the Spanish decentralized donor agencies (Spanish autonomous communities). The analysis uses the PM2 project management methodology of the European Commission, as comparison framework, to assess and systematize the documentation, requirements, and project management tools that non-governmental organizations need to use and fulfill as a condition to access these donors’ project funding mechanisms. The analysis shows coincidence across donors in the priority given to project management areas linked to the iron triangle (scope, cost, and time) while other areas are mainly left unattended. The analysis also identifies industry-specific elements of interest (such as the UN Sustainable Development Goals) that need to be incorporated into project management practice in this field. The use of PM2 as benchmark provides a clear vision of the project management areas that donors could address to better support their non-governmental organization-implemented projects.

AimsIn response to the COVID-19 pandemic, the UK was placed under strict lockdown measures on 23 March 2020. The aim of this study was to quantify the effects on physical activity (PA) levels using data from the prospective Triage-HF Plus Evaluation study.MethodsThis study represents a cohort of adult patients with implanted cardiac devices capable of measuring activity by embedded accelerometery via a remote monitoring platform. Activity data were available for the 4 weeks pre-implementation and post implementation of ‘stay at home’ lockdown measures in the form of ‘minutes active per day’ (min/day).ResultsData were analysed for 311 patients (77.2% men, mean age 68.8, frailty 55.9%. 92.2% established heart failure (HF) diagnosis, of these 51.2% New York Heart Association II), with comorbidities representative of a real-world cohort.Post-lockdown, a significant reduction in median PA equating to 20.8 active min/day was seen. The reduction was uniform with a slightly more pronounced drop in PA for women, but no statistically significant difference with respect to age, body mass index, frailty or device type. Activity dropped in the immediate 2-week period post-lockdown, but steadily returned thereafter. Median activity week 4 weeks post-lockdown remained significantly lower than 4 weeks pre-lockdown (p≤0.001).ConclusionsIn a population of predominantly HF patients with cardiac devices, activity reduced by approximately 20 min active per day in the immediate aftermath of strict COVID-19 lockdown measures.Trial registration numberNCT04177199.

Heatwaves cause thousands of deaths every year, yet the social impacts of heat are poorly measured. Temperature alone is not sufficient to measure impacts and “heatwaves” are defined differently in different cities/countries. This study used data from the microblogging platform Twitter to detect different scales of response and varying attitudes to heatwaves within the United Kingdom (UK), the United States of America (US) and Australia. At the country scale, the volume of heat-related Twitter activity increased exponentially as temperature increased. The initial social reaction differed between countries, with a larger response to heatwaves elicited from the UK than from Australia, despite the comparatively milder conditions in the UK. Language analysis reveals that the UK user population typically responds with concern for individual wellbeing and discomfort, whereas Australian and US users typically focus on the environmental consequences. At the city scale, differing responses are seen in London, Sydney and New York on governmentally defined heatwave days; sentiment changes predictably in London and New York over a 24-h period, while sentiment is more constant in Sydney. This study shows that social media data can provide robust observations of public response to heat, suggesting that social sensing of heatwaves might be useful for preparedness and mitigation.

In this paper we engage with new cultural theories of class that have identified media representations of ‘excessive’ white heterosexual working-class femininity as a ‘constitutive limit’ of incorporation into dominant (middle-class) modes of neoliberal subjectivity and Bourdieu's thesis that classification is a form of symbolic violence that constitutes both the classifier and the classified. However, what we explore are the implications of such arguments for those modes of white heterosexual working-class masculinity that continue to reproduce themselves in forms of overtly masculinist popular culture. We do so through a critical examination of the symbolic representation of the genre of heavy metal music within contemporary music journalism. Employing a version of critical discourse analysis, we offer an analysis of representative reviews, derived from a qualitative sample of the UK music magazine, New Musical Express (1999–2008). This weekly title, historically associated with the ideals of the ‘counter culture’, now offers leadership of musical tastes in an increasingly segmented, niche-oriented marketplace. Deploying a refined model of the inscription process outlined by Skeggs, our analysis demonstrates how contemporary music criticism symbolically attaches negative attributes and forms of personhood to the working-class male bodies identified with heavy metal culture and its audience, allowing dominant middle-class modes of cultural authority to be inscribed within matters of musical taste and distinction.

The resumed 30th session of the Economic and Social Council (ESOSOC) was held in New York on December 21 and 22, 1960, under the presidency of Mr. C. W. Schurmann (Netherlands). At the beginning of the 1135th meeting, the President read a note from the Secretary-General concerning the projected working agreement between the United Nations and the International Development Association (IDA), and introduced a draft resolution co-sponsored by Denmark and Japan callingon the President to negotiate with IDA with a view to drafting such an agreement. Mr. Makeev, speaking for the Soviet Union, stated that his government could not favor the draft resolution unless the proposed agreement included a provision recalling the terms of Article 58 of the Charter, relating to the coordination of the activities of the specialized agencies; the President replied that, although he was authorized to negotiate with representatives of IDA, he could not impose conditions. The delegates of China and New Zealand stated that they supported the draft resolution, and added that the essential point was to ensure liaison between the various organs dealing with development. The representative of Afghanistan likewise voiced support, pointing out that the draft resolution in essence merely requested the President to negotiate with representatives of IDA. The draft resolution was adopted without dissenting voice with the understanding that the President would take into account the observations of the members of the Council in the course of the negotiations
