From 2000 to 2010, the Fulbright-Hays Doctoral Dissertation Research Abroad Program (DDRA) supported thesis research of 87 graduate students in political science. As a result of cuts in the FY 2011 federal budget, the Department of Education announced in May that this year's competition would be cancelled. DDRA was one of six programs that were cancelled in 2011 when Congress significantly reduced appropriations for Title VI and Fulbright-Hays programs that promote international education (the other competitions/programs are Undergraduate International Studies and Foreign Language; International Research and Studies; Fulbright-Hays Faculty Research Abroad Fellowship; Business and International Education; and American Overseas Research Centers). The DDRA program had provided funding for graduate students to spend up to one year abroad in countries outside of Western Europe since it was first funded in 1964.

When I first began working with electronic theses and dissertations (ETDs), the conversation in libraries appeared to revolve around open access and publication embargoes. It seemed to me that the primary task for scholarly communication librarians in this area was to broaden access to graduate research while protecting future publication opportunities for individual authors. As graduate students begin to publish earlier in their careers, the relationship between the doctoral dissertation and scholarly publishing is evolving. Many students now include their own previously published work in a dissertation, requiring instruction in publication contracts and copyright transfer agreements at the point of submission to the graduate school.

Research with Indigenous peoples is fraught with complexity and misunderstandings. The complexity of negotiating historical and current issues as well as the misunderstandings about what the issues really mean for individuals and communities can cause non-Indigenous researchers to shy away from working with Indigenous groups. In conducting research for my doctoral dissertation, I was a novice researcher faced with negotiating two very different sets of social contracts: the Western Canadian university’s and my Indigenous participants’. Through narrative inquiry of my experience, this article explores issues of ethics, institutional expectations, and community relationships. Guided by Kirkness and Barnhardt’s “Four R’s” framework of respect, relevance, reciprocity, and responsibility, I aimed to meet the needs of both the groups, but it was not without challenges. What do you do when needs collide? This article shares my process of negotiating the research, the decisions made, and how I came to understand my role in the process as a Settler Ally. It closes with some implications for other researchers who are considering their own roles as Settler Allies.

Introduction: Hirschsprung’s Disease is one of the most common congenital anomalies that Pediatric Surgeons manage. In spite of the various modifications of pull through procedures available, the long term functional results are less than ideal. However, Modified Duhamel Procedure is one which has relatively good functional results and that is the reason we have selected this procedure for Hirschsprung’s disease in Sheikh Zayed Hospital, Rahim Yar Khan. Objectives: To evaluate the outcome of patients after Modified Duhamel Procedure for Hirschsprung’s Disease. Design: This is case series study. Settings: Department of Pediatric Surgery Sheikh Zayed Medical College/ Hospital Rahim Yar Khan. Period: Seventeen cases were studied over a period of two year i.e. from November 2006 to December, 2008. Material and Method: Seventeen (17) cases from both sexes were operated for Hirschsprung’s Disease over a period of one year and Modified Duhamel Procedure was adopted for all these cases. All patients were diagnosed cases of rectosigmoidal aganglionosis and follow up was done over a period of one year according to a comprehensive Proforma. Four parameters like normal stool evacuation, abdominal distension, soiling and stool incontinence were followed and then the results were compared with other national and international studies. Results: Fever 19.4% (n=04), wound infection 19.4% (n=04), vomiting 9.52% (n=02), abdominal distension 4.76% (n=01), and bleeding per rectum 4.76% (n=01), were the immediate post operative complications. Fourteen patients (82.35%), used to pass stool once daily. Abdominal distension was observed occasionally in six patients (28.57%). Soiling was seen in five patients (29.41%). Out of Seventeen, stool incontinence was seen in only three patients (17.64%). Conclusion: Modified Duhamel Procedure with the help of linear cutter stapler device is quite safe, easy and less time consuming. Infact Modified Duhamel is a procedure of choice for Hirschsprung’s Disease.

It has been attempted to make an empirical study of the framing of the Jewish pogroms upon the Ukrainian terrains in 1919 in the Ukrainian press in the West European languages in Europe (1919―1920s). For the first time, in the communication and media studies discourses, there have been elicited new, previously unknown, findings of specificity of the framing of the Jewish pogroms in the Ukrainian foreignlanguage periodicals. Those were: «Bulletiner fra det Ukrainske Pressburo» (Copenhagen, 1919—1920s), «La Voce dell “Ucraina”» (Roma, 1919—1920s), «The Ukraine» (London, 1919—1920s), «Bureau Ukrai nien de Presse: Bulletin d’Informations» (Paris, 1919—1920s), «France et Ukraine» (Paris, 1920), «L’Europe Orientale» (Paris, 1919—1920s), «Die Ukraine» (Berlin, 1918—1926s). First, it has been elucidated that the «attribution of responsibility» frame was dominant in the content of the Ukrainian foreign-language press in Western Europe. Second, the conclusion about dialectic of the frames of «attribution of responsibility» and «morality» in the coverage of the Jewish pogroms upon the Ukrainian terrains has been made. In this regard, we conclude that the «morality» frame was connected with the internationalization of this problematic in the geopolitical discourse of international relations of the postwar period. On the contrary, the frame of «attribution of responsibility» was linked to localization of the Jewish question in the multilateral conflict on the Ukrainian territories in 1919. The main conclusion of this paper is that the coverage of the Jewish pogroms in the Ukrainian foreign-language press in Europe was made primarily in counterpropaganda purposes. The follow-up studies are to make a comparative study of the stereotypes about Jews’ perception in the Ukrainian-language press both in Ukraine and abroad (in Europe or the USA), as well as in the West European and American press of the Ukrainian Revolution period (1917―1921s). Thus, these future studies will either refute or confirm the validity of the findings and conclusions of this research. Teaching practicum is an important component of a foreign language teacher education program, which helps future teachers to learn and develop pedagogical competence in a real-life context. Within the scope of this article, we focus on analyzing the foreign language teacher education curricula of 9 universities in Vietnam, and offer our recommendations for improving foreign language teacher education in general and English teaching practicum in particular at the University of Languages and International Studies, Vietnam National University, Hanoi.

The Accompanying table gives the most recent data obtainable on the extent to which foreign languages are offered and studied in public secondary schools in the United States. The last national survey was made by the U. S. Office of Education in 1948–49, and comparisons are made with the results of this survey to show the subsequent gain or loss in each state for which more recent figures could be obtained. For some states the data are incomplete because the state department of education does not know, and apparently does not care to find out, what the pupils in the high schools are currently studying. In seventeen states, the information existed only on reports filed by each high school, and it was assembled through the help of foreign language teachers who went to the state department of education and spent days tabulating the reports.
