AbstractThis introduction to the Kornai 90 Symposium briefly overviews János Kornai's rich scholarship with the aim of highlighting those features of Kornai's work that are of particular interest to institutional economists. Above all, the introduction browses through some of his main works, such as Overcentralization, Anti-Equilibrium, and Economics of Shortage, with a special emphasis on the soft budget constraint, The Socialist System, and Kornai's latest writings on Hungary's U-turn. We invoke the political contexts of these works to suggest their impact on Kornai's diverse questions, changing methods, and the constraint they put on his conclusions as well as on the reception of the research results. In the end, we underline that Kornai was an independent scholar with an interest in a variety of methods and approaches, who nevertheless, or maybe consequently, had a remarkable impact on the thinking of social scientists and practitioners alike. The four papers presented in the symposium are testimonies to the living impact of Kornai's oeuvre on institutionalist analysis today.

In our paper we focus on situations when central banks have to conduct monetary policy in a world in which they cannot rely fully on what is regarded the best practice and they have to cope with financial system inherent tendency to be unstable. Both phenomena are rooted in János Kornai’s intellectual heritage highlighting that economy tends to divert from equilibrium and that soft budget constraint erodes economic actors’ behavior.

Whereas social scientists have devised various ways to measure representation gaps between the political elite and the masses across nations and time, few datasets can be used to measure this gap for particular social groups. Minding the gap between what parties social groups vote for and what parties actually attain seats in parliament can reveal the position of social groups in the political power structure. We help to fill this gap with a new publicly available dataset, Party Representation of Social Groups (PaReSoGo), consisting of 25 countries and 150 country-years, and a method for its construction. We used the European Social Survey 2002–2016 and ParlGov data for this time span to create a Dissimilarity Index. To demonstrate the utility and flexibility in the combination of cross-national surveys and administrative data, we chose social groups of gender, age, and education, as well as intersectional groups based on gender and age, and attitudinal groups. We conclude this research note with empirical illustrations of PaReSoGo’s use.

As scholars and activists have addressed the problem of violence against women in the past 25 years, their efforts have increasingly attuned us to the multiple dimensions of the issue. Early activists hoped to change the structure of power relations in our society, as well as the political ideology that tolerated violence against women, through legislation, education, direct action, and direct services. This activism resulted in a plethora of changes to the legal codes and protocols relating to rape and battering. Today, social scientists and legal scholars are evaluating the effects of these reforms, questioning anew the ability of law by itself to redress societal inequalities. As they uncover the limitations of legal reforms enacted in the past two decades, scholars are turning—or returning—to ask about the social and cultural contexts within which laws are formulated, enforced, and interpreted.

Purpose – This study aims to examine the economic factors that determine innovation pattern in centralized and decentralized economies and organizations. Design/methodology/approach – Empirical evidence on innovation in the centralized economy of the Soviet Union is reviewed. Existing theoretical literature in this area relies on the incentives of decision-makers in centralized organizations and on the concept of soft budget constraint in centralized command economies and hard budget constraint in market economies. This study advocates applying the hierarchy/polyarchy model of innovation screening to explain the pattern of innovation in centralized economic systems. Findings – Screening and development of innovation projects can be organized in a centralized or decentralized fashion. The differences in innovation between centralized and decentralized economic systems may be explained by elements of the principal-agent theory, the soft budget constraint model, and the theory of decision-making in hierarchies and polyarchies. Empirical evidence shows a sharp slowdown in both innovation and economic growth in the Soviet economy following the economic decision-making reform of 1965. The theoretical explanation most consistent with this evidence is the hierarchy decision-making model. Originality/value – Comparisons of innovation in centralized and decentralized economies traditionally relied on decision-makers' incentives and the concept of soft budget constraint. Upon analysis of empirical evidence from the centralized Soviet economy, this study advocates explaining innovation patterns based on decision-making theory of hierarchy.

In dealing with the evolution of political thought, most historians and social scientists, until recently at least, have tended to view political behavior and the changing patterns of power in society as rational implementations of dynamic ideas. They have accordingly concerned themselves more with the development of abstract philosophical systems than with the social-psychological contexts conditioning this development. To other observers, more Marxian than Hegelian in their outlook, all political ideas are but reflections of the economic interests and class ideologies of the various strata of society. This school therefore probes for the secrets of political and social change, not in the surface phenomena of ideas, but in the progress of technology and in the shifting economic relations of groups and classes within the social hierarchy. Still others, few in number as yet, have adopted Freud as their guide.

Social scientists use the concept of interactions to study effect dependency. Such analyses can be conducted using standard regression models. However, an interaction analysis may represent either a causal interaction or effect modification. Under causal interaction, the analyst is interested in whether two treatments have differing effects when both are administered. Under effect modification, the analysts investigates whether the effect of a single treatment varies across levels of a baseline covariate. Importantly, the identification assumptions for these two types of analysis are very different. In this paper, we clarify the difference between these two types of interaction analysis. We demonstrate that this distinction is mostly ignored in the political science literature. We conclude with a review of several applications.

How, if at all, can studies of the city help us understand the distinctive qualities of the American regime? In “The Burdens of Urban History,” which refines and elaborates his earlier paper “The Problem of the Political in Recent American Urban History,” Terrence McDonald, a historian who has written on urban fiscal policy and conflict, argues that students of the city have focused their work too narrowly on bosses and machines, patronage and pluralism. In so doing, they have obscured other bases of politics and conflict, and, trapped by liberal categories of analysis, they have perpetuated a self-satisfied, even celebratory, portrait of American politics and society. This unfortunate directionality to urban research in some measure has been unwitting because historians and social scientists have been unreflective about the genealogies, and mutual borrowings, of their disciplines. Even recent critical scholarship in the new social history and in the social sciences under the banner of “bringing the state back in” suffers from these defects. As a result, these treatments of state and society relationships, and of the themes that appear under the rubric of American “exceptionalism,” are characterized by an epistemological mish-mash, a contraction of analytical vision, and an unintended acquiescence in the self-satisfied cheerleading of the academy that began in the postwar years.
