PaReSoGo: Dataset on party representation of social groups for 25 countries, 2002–2016

Whereas social scientists have devised various ways to measure representation gaps between the political elite and the masses across nations and time, few datasets can be used to measure this gap for particular social groups. Minding the gap between what parties social groups vote for and what parties actually attain seats in parliament can reveal the position of social groups in the political power structure. We help to fill this gap with a new publicly available dataset, Party Representation of Social Groups (PaReSoGo), consisting of 25 countries and 150 country-years, and a method for its construction. We used the European Social Survey 2002–2016 and ParlGov data for this time span to create a Dissimilarity Index. To demonstrate the utility and flexibility in the combination of cross-national surveys and administrative data, we chose social groups of gender, age, and education, as well as intersectional groups based on gender and age, and attitudinal groups. We conclude this research note with empirical illustrations of PaReSoGo’s use.

This article investigates the political legitimacy of the health care system and the effects of austerity on the population’s welfare, paying particular attention to Portugal, a country severely harmed by the economic crisis. Based on analysis of data collected from the European Social Survey on 14,988 individuals living in private households during the years between 2002 and 2018, the findings of this study aim to analyze the social and political perception of citizens on the state of health services in two distinctive periods—before and after the economic crisis, according to self-interest, ideological preferences, and institutional setup as predictors of the satisfaction with the health system. The results demonstrate a negative attitude towards the health system over the years, a consistent drop during the financial crisis period, and a rapid recovery afterward. The research also shows that healthcare evaluations depend on the perceived institutional effectiveness in the citizenry’s eyes. The more the citizens perceive the government as effective and trust-worthy, the more they are satisfied with the health system. Also, differences in healthcare evaluations among social groups were felt unequally: while vulnerable citizens were more affected by the Government’s plan of austerity measures for health reform, healthcare evaluations of better-off social groups—younger individuals, those with higher incomes, higher education, and better health status—did not decline. This study contributes to the academic debate on the effects of austerity on the population’s welfare attitudes and highlights the need to examine the different impacts of reforms introduced by the crisis on social groups.

The flaws and major flaws in the political systems represent one of the main motives that push the political elite towards making fundamental reforms, especially if those reforms have become necessary matters so that: Postponing them or achieving them affects the survival of the system and the political entity. Thus, repair is an internal cumulative process. It is cumulative based on the accumulated experience of the historical experience of the same political elite that decided to carry out reforms, and it is also an internal process because the decision to reform comes from the political elite that run the political process. There is no doubt that one means of political reform is to push the masses towards participation in political life. Changing the electoral system, through electoral laws issued by the legislative establishment, may be the beginning of political reform (or vice versa), taking into account the uncertainty of the political process, especially in societies that suffer from the decline of democratic values, represented by the processes of election from one cycle to another. Based on the foregoing, this paper seeks to analyze the relationship between the Electoral and political system, in particular, tracking and studying the Iraqi experience from the first parliamentary session until the issuance of the Election Law No. (9) for the year (2020).

An examination of the speeches of modern Canada’s “founding fathers” reveals that they were openly antidemocratic. How did a regime founded on anti-democratic ideas come to be positively identified with democracy? Drawing on similar studies of the United States and France, this analysis of the history of the term democracy in Canada shows that the country’s association with democracy was not due to constitutional or institutional changes that might have justified re-labelling the country’s political regime. Rather, it was the result of discursive strategies employed by the political elite to strengthen its ability to mobilize the masses during the World Wars.

Antisemitism has long been found on both the political far-right and farleft. The recent rise in antisemitism worldwide raises the question of whether current antisemitism is found more with the far-right or far-left, the former a function of right-wing populism and the latter with what has been termed the new antisemitism. This paper uses data from the 2014 round of the European Social Survey in 20 nations to test for the connection between ideological selfplacement and antisemitic attitudes in mass publics. Analysis finds greater levels of antisemitism with the extreme far-right compared to the far-left, but extreme leftists appear slightly more antisemitic than moderate leftist. Further, there is less antisemitism than anti-Muslim and anti-Roma (Gypsy) attitudes at all positions on the left-right continuum. The conclusion puts the findings into context and suggests directions for future research.

This paper attempts to determine the kind of constitutional rule preferred in a young democracy when an institutional opportunity for constitutional change occurs. It adopts the standpoint of collective decision-making. This approach involves two crucial theoretical elements: the calculation of the interests of the political elite and the masses' comprehension of what democracy is. The case studied here is Taiwan's constitutional choice between the direct and indirect election of the president during the period from 1990 to 1994. The paper first examines how the political leaders might have used both the logic of power maximization and of power-loss minimization to choose their position on the issue. It then demonstrates that survey results indeed showed that respondents better understood the direct form of electing the president and therefore supported it over the indirect one. This support helped the direct form to eventually win out.

AbstractThe years between 1968 and 1971 in Turkey were unprecedented in terms of rising social protests instigated by students, workers, peasants, teachers and white-collar workers. However, these social movements have received very limited scholarly attention, and the existing literature is marred by many flaws. The scarce literature has mainly provided an economic determinist framework for understanding the massive mobilizations of the period, by stressing the worsening economic conditions of the masses. However, these explanations cannot be verified by data. This article tries to provide an alternative, mainly political explanation for the protest cycle of 1968-71, relying on the “political process” model of social movement studies. It suggests that the change in the power balance of organized groups in politics, which was spearheaded by a prolonged elite conflict between the Kemalist bureaucracy and the political elite of the center-right, provided significant opportunities to under-represented groups to organize and raise their voices.

Popular consent is an essential element for success and stability of democracies. Research has repeatedly demonstrated that “electoral winners” (i.e. voters casting a ballot for government parties) are more satisfied with democracy than supporters of the opposition parties. However, little is known about the dynamics of satisfaction during the electoral cycle: Do winners become happier and losers even more discontent over time? We approach this question by utilizing an interview date in the European Social Survey (rounds 1–8) to position individuals within the different stages of electoral cycle. The results based on 199,207 responses from 199 surveys in 31 countries suggest that satisfaction with democracy stays relatively stable during the electoral cycle across various electoral systems if the political development is predictable. However, if actions of the parties are uncertain, namely the alternations of governments tend to be frequent, partial, and opened to all parties, and hence neither winners nor losers know how steady their status is with respect to the political development in the country, their satisfaction tend to fluctuate over time. Therefore, the conclusion reached is the more stable West European democracies have limited generalizability to the low-predictable systems in Central and Eastern Europe.

Immigration is among the most vividly discussed topics in Europe’s national parliaments in recent years, often with a particular emphasis on the inflow of Muslims. This article examines the link between articulations of national political parties (political elite discourses) and natives’ attitudes toward immigrants in Europe. It provides a nuanced view of this relationship by (i) distinguishing more (inclusionary) from less (exclusionary) immigration-friendly political elites and (ii) isolating natives’ openness toward two specific groups: Muslim immigrants and ethnically similar immigrants. Combining the European Social Survey with party manifesto data and other sources, the analysis reveals that political elite discourses perform better in explaining natives’ attitudes compared to national demographic or economic aspects. Native Europeans’ attitudes toward Muslim immigrants are more hostile in countries where political elites are more exclusionary and more welcoming where political elites are more inclusionary. In contrast, Europeans’ views on ethnically similar immigrants seem largely unaffected by exclusionary political elites. These findings suggest that political elites can play an important role in fostering or impeding immigrant integration by shaping public opinion, particularly toward more marginalized immigrant groups.
