Purpose Previously use of drones as a relief distribution vehicle was studied in several studies where required number of drones and the best locations for the relief centers were investigated. The maximum travel distance of drones without a need to recharge is limited by their endurance. Recharge stations can be used to extend the coverage area of the drones. The purpose of this paper is to find the best topology for both relief centers and recharge stations to cover a large-scale area with minimum and feasible incurred costs and waiting times. Design/methodology/approach A multi-level facility location problem (FLP) is utilized to find the optimum number of relief centers and refuel stations and their locations. It is supposed that the demand occurs according to Poisson distribution. The allocation of the demand is based on nearest neighborhood method. A hybrid genetic algorithm is proposed to solve the model. The performance of the algorithm is examined through a case study. Findings The proposed method delivers increased efficiency and responsiveness of the humanitarian relief system. The coverage area of the drones is extended by refuel stations, total costs of the system are reduced and the time to respond an emergency, which is an important factor in survival rate, is significantly decreased. Originality/value This study proposes a multi-level FLP to simultaneously account for recharge stations, relief centers and the number of required drones to cover all the demand for relief in a post-disaster period.

ABSTRAK                                                               Pendidikan mitigasi bencana merupakan salah satu kegiatan pengabdian kepada masyarakat yang dilakukan oleh prodi pendidikan guru sekolah dasar Universitas Mataram. Kegiatan ini bertujuan untuk memberikan pengetahuan dan pemahaman tentang kesiapsiagaan bencana gempa bumi dan hal-hal yang harus dilakukan sebelum bencana (prabencana), saat bencana dan setelah bencana terjadi (pascabencana). Kegiatan pengabdian dilakukan di SDN 1 dan SDN 2 Ganti, Lombok Tengah. Kegiatan ini dihadiri oleh kepala sekolah, guru dan pegawai sekolah mitra yang berjumlah 22 orang dan dilaksanakan dengan menggunakan protokol kesehatan. Kegiatan yang dilakukan adalah pemaparan materi pendidikan mitigasi bencana, simulasi mitigasi bencana serta pemaparan materi trauma healing. Kegiatan ini berlangsung dengan baik dan lancar serta tujuan kegiatan ini tercapai. Hal ini diperoleh melalui hasil wawancara dengan guru sekolah mitra. Hasil wawancara menunjukkan bahwa guru-guru sekolah mitra dapat mengerti tentang pentingnya pendidikan mitigasi bencana pada usia dini dan cara-cara menggunakan trauma healing kepada siswa secara khusus dan masyarakat sekitar secara umum. Kata kunci: kegiatan PKM; mitigasi; gempa bumi. ABSTRACTDisaster mitigation education is one of the community dedication activities carried out by the Universitas Mataram primary school teacher education study program. This activity aims to provide knowledge and understanding of earthquake disaster preparedness and what to do before a disaster (pre-disaster), during a disaster, and after a disaster occurs (post-disaster). Community service activities were carried out at SDN 1 and SDN 2 Ganti, Central Lombok. This activity was attended by school principals, teachers, and partner school employees with totalling 22 people and was implemented using health protocols. The activities carried out were the presentation of disaster mitigation education materials, disaster mitigation simulations, and the presentation of trauma healing materials. This activity went well and smoothly and the objective of this activity was achieved. This was obtained through interviews with partner school teachers. The results of the interviews showed that partner school teachers could understand the importance of disaster mitigation education at an early age and ways to use trauma healing for students in particular and the surrounding community in general. Keywords: PKM activities; mitigation; earthquakes.

AbstractIn the wake of recent catastrophic natural disasters, the United Nations (UN) has developed an increasingly sophisticated network of collaborative partnerships to assist with humanitarian relief operations. The growing use of open-source technology such as crowd mapping and resource tracking—being universally accessible, collaboratively designed, subject to ongoing improvement, and responsive to on-the-ground needs—reflects in many respects the emerging UN governance mechanisms developed to support the creation of such technology. The 2008 meeting of the World Economic Forum called for increased documentation and ‘dissemination of the work of humanitarian relief’ and ‘mapping of assets, non-food items’ and resources to prevent duplication.1 However, as yet, little attention has been given to the role of open-source governance mechanisms in the context of disaster response. This article aims to fill this gap by examining the emerging mechanisms by which private sector collaboration is coordinated by international institutions such as the UN. It finds that the emergence of post-disaster open-source humanitarian relief reflects the observations of new governance legal scholars that coordination is increasingly the result of expanded participation and partnership on the part of governments and non-State actors, a learning-focused orientation, with the State increasingly acting as a convener, catalyst and coordinator.

Abstract:. Indonesia is a country prone to natural disasters. The impact of a natural disaster can happen to anyone, be it adults or younger children. Especially for young children to natural disasters is a phenomenon that is less biased understood by children, so if a natural disaster that happens the child will be prone to trauma. Trauma experienced by early children can handled, one of them using play therapy. Types of play activities that can be using for play therapy is the traditional game. This study aims to: (1)develop the design of traditional games model for post-disaster trauma healing in early childhood and (2) knowing the appropriate by expert of the traditional games model for post-disaster trauma healing in early childhood. This type of research is the research and development (R D). Using ADDIE development model, but in this study reached the stage 3 are: analyze, design and development. The technique of collecting data used interviews and questionnaires. Data analysis used quantitative analysis using the average as a measure to determine the quality of the product. Based on the evaluation of materials and media experts result to the feasibility of the media obtained an average score 3.09 (good) and the appropriateness of the material obtained a score of 3.9 (very good).Keyword: trauma healing, early childhood, traditional games, natural disaster, play therapy Abstrak: Indonesia merupakan negara yang rawan terjadi bencana alam. Dampak terjadinya bencana alam dapat terjadi pada siapa saja, baik itu orang dewasa maupun anak usia dini. Terutama bagi anak usia dini bencana alam merupakan fenomena yang kurang bias dipahami oleh anak sehingga jika bencana alam itu terjadi anak akan rentan terkena trauma. Trauma yang dialami oleh anak usia dini dapat ditangani, salah satunya dengan menggunakan terapi bermain. Jenis kegiatan bermain yang dapat digunakan untuk play terapi yaitu permainan tradisional. Penelitian ini bertujuan untuk: (1) mengembangkan desain model permainan tradisional untuk trauma healing pasca bencana pada anak usia dini dan (2) mengetahui kelayakan model permainan tradisional untuk trauma healing pasca bencana pada anak usia din. Jenis penelitian ini adalah penelitian dan pengembangan (Research Development). Model pengembangan menggunakan ADDIE, namun dalam penelitian ini sampai pada tahap 3 yaitu: analyze, design dan development. Teknik pengumpulan data dengan menggunakan wawancara dan angket. Analisis data menggunakan analisis kuantitatif dengan menggunakan rata-rata sebagai ukuran untuk mengetahui kualitas produk. Berdasarkan penilaian dari ahli materi dan media diperoleh hasil untuk kelayakan media diperoleh skor rata-rata 3.09 (baik) dan kelayakan materi diperoleh skor 3.9 (sangat baik).Kata Kunci: trauma healing, anak usia dini, permainan tradisional, bencana alam, terapi bermain

Post-disaster humanitarian relief is full of importance, complexity and difficulty, which makes people pay more attentions to various disaster relief measures and emergency management practices related to disaster preventions and reductions. The main purpose of humanitarian relief is to protect the lives of the victims in the affected areas and provide victims with the indispensable relief materials to survive from the unexpected disaster. Therefore, this paper puts its focus on some key decisions raised in the process of post-disaster humanitarian relief activities and summarizes the state-of-the-art researches in the area of critical emergency facility location, relief material allocation, emergency vehicle routing and the incorporation of the interests of the victims in the modeling framework. Specifically, through the analysis, this paper draws some key questions that can be further explored in the current research, in order to lay the foundation for the follow-up research, and can better serve the emergency rescue transportation practice under disaster conditions.
