AbstractPublic goods are often subject to heterogeneous costs, such as the necessary costs to maintain the public goods infrastructure. However, the extent to which heterogeneity in participation cost can affect groups’ ability to provide public goods is unclear. Here, by introducing a mathematical model, I show that when individuals face a costly institution and a free institution to perform a collective action task, the existence of a participation cost promotes cooperation in the costly institution. Despite paying for a participation cost, costly cooperators, who join the costly institution and cooperate, can outperform defectors who predominantly join a free institution. This promotes cooperation in the costly institution and can facilitate the evolution of cooperation in the free institution. For small profitability of the collective action, cooperation in a costly institution but not the free institution evolves. However, individuals are doomed to a winnerless red queen dynamics in which cooperators are unable to suppress defection. For large profitabilities, cooperation in both the costly and the free institution evolves. In this regime, cooperators with different game preferences complement each other to efficiently suppress defection in a black queen dynamic.

Why does it happen that ordinary people can come to participate in rebellious collective action? In the June 1986 issue of this Review, Edward N. Muller and Karl-Dieter Opp argued a public-goods model to account for why rational citizens may become rebels. They offered empirical data drawn from samples in New York City and Hamburg, Germany in support of the public-goods model. George Kolsko takes issue with the rationale of Muller and Opp, arguing that their public-goods model is not a rational-choice explanation of rebellious collective action. In response, Muller and Opp clarify their theory and further elaborate its assumptions.

AbstractSpatial dynamics can promote the evolution of cooperation. While dispersal processes have been studied in simple evolutionary games, real-world social dilemmas are much more complicated. The public good, in many cases, does not increase linearly as per the investment in it. When the investment is low, for example, every additional unit of the investment may help a lot to increase the public good, but the effect vanishes as the number of investments increase. Such non-linear behaviour is the norm rather than an exception in a variety of social as well as biological systems. We take into account the non-linearity in the payoffs of the public goods game as well as the natural demographic effects of population densities. Population density has also been shown to impact the evolution of co-operation. Coupling these non-linear games and population size effect together with an explicitly defined spatial structure brings us one step closer to the complexity of real eco-evolutionary spatial systems. We show how the non-linearity in payoffs, resulting in synergy or discounting of public goods can alter the effective rate of return on the cooperative investment. Synergy or discounting in public goods accumulation affects the resulting spatial structure, not just quantitatively but in some cases, drastically changing the outcomes. In cases where a linear payoff structure would lead to extinction, synergy can support the coexistence of cooperators and defectors. The combined eco-evolutionary trajectory can thus be qualitatively different in cases on non-linear social dilemmas.

That rebels face a collective action problem is one of the most widely shared assumptions in the literature on civil wars. The authors argue that the collective action paradigm can be both descriptively inaccurate and analytically misleading when it comes to civil wars. They question both pillars of the paradigm as applied to the study of civil wars, namely, the free-riding incentive generated by the public goods dimension of insurgency and the risks of individual participation in insurgent collective action. The authors argue, instead, that although insurgent collective action may entail the expectation of future collective benefits, public (rather than just private) costs tend to predominate in the short term. Moreover, the costs of nonparticipation and free riding may equal or even exceed those of participation. The authors support these claims by triangulating three types of evidence: historical evidence from counterinsurgency operations in several civil wars; data from the Vietnam War's Phoenix Program; and regional evidence from the Greek Civil War. They conclude by drawing implications for the study of civil wars.

The emergence of cooperation is a central question in evolutionary biology. Microorganisms often cooperate by producing a chemical resource (a public good) that benefits other cells. The sharing of public goods depends on their diffusion through space. Previous theory suggests that spatial structure can promote evolution of cooperation, but the diffusion of public goods introduces new phenomena that must be modeled explicitly. We develop an approach where colony geometry and public good diffusion are described by graphs. We find that the success of cooperation depends on a simple relation between the benefits and costs of the public good, the amount retained by a producer, and the average amount retained by each of the producer’s neighbors. These quantities are derived as analytic functions of the graph topology and diffusion rate. In general, cooperation is favored for small diffusion rates, low colony dimensionality, and small rates of decay of the public good.

The existence of cooperation, or the production of public goods, is an evolutionary problem. Cooperation is not favored because the Prisoner’s Dilemma (PD) game drives cooperators to extinction. We have re-analyzed this problem by using RNA viruses to motivate a model for the evolution of cooperation. Gene products are the public goods and group size is the number of virions co-infecting the same host cell. Our results show that if the tradeoff between replication and production of gene products is linear, PD is observed. However, if the tradeoff is nonlinear, the viruses evolve into separate lineages of ultra-defectors and ultra-cooperators as group size is increased. The nonlinearity was justified by the existence of real viral ultra-defectors, known as defective interfering (DI) particles, which gain a nonlinear advantage by being smaller. The evolution of ultra-defectors and ultra-cooperators creates the Snow Drift game, which promotes high-level production of public goods.

The problem of climate change inaction is sometimes said to be ‘wicked’, or essentially insoluble, and it has also been seen as a collective action problem, which is correct but inconsequential. In the absence of progress, much is made of various frailties of the public, hence the need for an optimistic tone in public discourse to overcome fatalism and encourage positive action. This argument is immaterial without meaningful action in the first place, and to favour what amounts to the suppression of truth over intellectual openness is in any case disreputable. ‘Optimism’ is also vexed in this context, often having been opposed to the sombre mood of environmentalists by advocates of economic growth. The greater mental impediments are ideological fantasy, which is blind to the contradictions in public discourse, and the misapprehension that if optimism is appropriate in one social or policy context it must be appropriate in others. Optimism, far from spurring climate change action, fosters inaction.
