Climate change and greenhouse gas emissions from production activities are making it more difficult for Vietnam to approach the millennium goal. In order to ensure economic development in a sustainable environment, the development trend of green energy in the world which includes offshore wind power is considered a breakthrough solution. With a large proportion of greenhouse gas emissions, climate change is making it difficult for Vietnam to approach the millennium goal of ensuring economic development in a sustainable environment. The breakthrough solution now is the development trend of green energy, including offshore wind power. This article discusses the benefits that this energy source brings and suggests some effective solutions.

With the depletion of fossil energy, offshore wind power has become an irreplaceable energy source for most countries in the world. In recent years, offshore wind power generation has presented the gradual development trend of larger capacity, taller towers, and longer blades. The more flexible towers and blades have led to the structural operational safety of the offshore wind turbine (OWT) receiving increasing worldwide attention. From this perspective, health monitoring systems and operational safety evaluation techniques of the offshore wind turbine structure, including the monitoring system category, data acquisition and transmission, feature information extraction and identification, safety evaluation and reliability analysis, and the intelligent operation and maintenance, were systematically investigated and summarized in this paper. Furthermore, a review of the current status, advantages, disadvantages, and the future development trend of existing systems and techniques was also carried out. Particularly, the offshore wind power industry will continue to develop into deep ocean areas in the next 30 years in China. Practical and reliable health monitoring systems and safety evaluation techniques are increasingly critical for offshore wind farms. Simultaneously, they have great significance for strengthening operation management, making efficient decisions, and reducing failure risks, and are also the key link in ensuring safe energy compositions and achieving energy development targets in China. The aims of this article are to inform more scholars and experts about the status of the health monitoring and safety evaluation of the offshore wind turbine structure, and to contribute toward improving the efficiency of the corresponding systems and techniques.

Based on the analysis of the new and accumulated offshore wind power installed capacity and wind farm and distribution in 2010-2019, this paper focuses on the prediction and comprehensive analysis of the scale of offshore wind power construction and approval in coastal provinces and cities by the end of 2019 and the projected grid-connected scale, current industrial status, and technical advantages and disadvantages in 2022-2025. The future technology development trend is forecasted, and the relevant policy recommendations are put forward.

As onshore quality wind resource is drained, it has come into the era that offshore wind power is the most promising field in wind power industry. The key technology and development trend of power prediction, condition monitoring, integration mode, system characteristic and other aspects, is summarized in the paper. The latest technology of integration topology and the unique technology of offshore wind power are focused on, and the development prospect and technology trend about offshore wind power are discussed and expected.

Abstract The main aims of the current study are to determine during the COVID-19 epidemic effects on renewable and green energy and control the raising the cost of utilizing renewable energy to power for country energy plants using the Levelized Cost of Energy methods. Objective 1) The COVID-19 pandemic can be provided through green financial policies such as coal pricing, transferable green certificates, and loans for renewable energy markets. Objective 2) examined the cost of offshore wind power in china before and after the COVID-19 outbreak, using data from 100 offshore wind power projects constructed between 2000 and 2020. Based on results, wind power's fixed average cost of electricity fell from 0.98 Chinese yuan in 2000 to 0.79 Chinese RMB in March 2019, and subsequently to 0.75 Chinese RMB in 2020, a 13.99 percent increase. Other results average electricity generation price down to 0.79 RMB, 0.99 RMB, and 0.79 RMB and average carbon oxide emissions was 50 RMB/ton increase. The green fiscal policies will be required during the COVID-19 epidemic to promote offshore wind energy generation investment.
