This article analyses modern state agrarian policy, which focuses on a wide range of issues of socio-economic development of rural territories. Statistics show that the agro-industrial complex is currently showing promising and qualitative development, including providing the country with the main groups of food products. However, despite certain changes in production, the expansion of state support measures in the agro-industrial complex remains a number of significant issues that need to be resolved in a timely manner

Strategizing the spatial development of the Russian Federation is an extremely complex, multifaceted task, which affects not only the traditional problem of the location of productive forces, but also a wide range of issues, concerning the ratio of different types of settlements, agglomeration processes, strengthening the role of each type of settlements and agglomerations in ensuring sustainable socio-economic development of the country and its regions. The active discussion around the dilemma “mega-cities and/or small and medium-sized cities”, which actively unfolded during the discussion of the draft of the spatial development Strategy, naturally didn’t lead to the formation of a mono polar position on this issue. Formally, newly adopted document paid tribute to the leading role of mega cities and large agglomerations in the development of the country’s economy and its modernization on the innovative basis, but also proceeds from the fact that the implementation of this trend of socio-economic development should not lead to the launch of the bulk of small settlements. This situation gives the reason to presume that many questions of the spatial development of the Russian economy haven’t yet received an adequate answer. This, in particular, concerns the settlement aspect of spatial Strategy. In addition, it is not clear what should be the program-target tools of the Spatial development strategy of the Russian Federation and what role national projects can play in this sphere.

Приоритетами развития Российской Федерации на период до 2030 года продолжают оставаться - повышение численности и качества жизни населения, создание комфортных условий для его проживания и раскрытия таланта каждого отдельного человека, а концептуальной моделью стратегического управления в направлении заданного вектора все чаще рассматривается модель опережающего социально-экономического развития. На практике данная модель реализуется в единственном, полностью представленном островами регионе - Сахалинская область. Успешность развития островной системы регионального хозяйства определяется широким спектром факторов, но базовым, по заключению авторов, является прогрессивная структурная трансформация экономики. Данная статья посвящена обоснованию императивно предопределенных факторов такой трансформации с обоснованием причинно-следственных связей и взаимосвязей The priorities of the development of the Russian Federation for the period up to 2030 continue to be-increasing the number and quality of life of the population, creating comfortable conditions for their living and revealing the talent of each individual person, and the model of advanced socio-economic development is increasingly considered as a conceptual model of strategic management in the direction of a given vector. In practice, this model is implemented in the only region fully represented by islands - the Sakhalin Region. The success of the development of the island system of regional economy is determined by a wide range of factors, but the basic one, according to the authors, is the progressive structural transformation of the economy. The article considers the reclamation park, which is an instrument of state stimulation of the development of economic entities of the agro-industrial complex on irrigated lands. On the example of the Rostov region, the authors analyzed the organizational, economic and regulatory mechanisms for the functioning of reclamation parks, as well as the socio-economic effects that arise in connection with the implementation of the specified tools. The results obtained can be used by state authorities of the Russian Federation, a constituent entity of the Russian Federation when drawing up plans for socio-economic development, developing strategies and programs, as well as by economic entities in managing agricultural activities.

The author touched upon topical issues of inter-budget alignment, budget provision of regions with financial resources, focusing on factors that directly affect the stability of the budget system, as well as highlighting problems in the budget sphere that require urgent attention from the authorities. It is concluded that the level of interregional differentiation continues to increase, and the modern mechanism of budget equalization requires urgent amendments and adjustments. It is emphasized that the main goals of socio-economic development of the Russian Federation related to the transition to an innovative type of development, changes in the structure of the national economy, set out in strategic documents and messages of the President of the Russian Federation and declared since 2009, are not being implemented, and the effectiveness of state economic policy and Federal budget expenditures for its implementation remains low. This indicates the need to review the current system.

In the article, the authors analyze the functioning of special economic zones in the Russian Federation. Currently, based on the established world practice, special economic zones can act as a catalyst for attracting foreign investment and ensuring effective regional socio-economic development. Therefore, according to the authors, the issues of improving the functioning of the SEZ are of particular importance. The analysis of the results of the functioning of special economic zones in the Russian Federation shows that there is a significant potential for their development. Due to the fact that the functioning of special economic zones is inextricably linked with the conduct of foreign economic activity, and the SEZs themselves are a tool for integrating the country into global value chains, the issues of customs regulation of activities on their territory become important, which acts as an effective way for the state to influence foreign economic activity and have significant opportunities in stimulating the development of special economic zones in the Russia. In this regard, the study of the application of customs regulation measures as important factors in the development of special economic zones in the Russian Federation is very relevant. Special attention was paid to the study of the regulatory framework for the application of customs procedures in respect of goods imported into the territory of special economic zones and exported from such territories. According to the results of the study, it was found that there are significant gaps in the current legislative regulation of this range of legal relations. The article formulates specific measures that can contribute to improving the efficiency of the functioning of special economic zones in the Russian Federation.
