In the era of knowledge economy, a country’s economic competitiveness depends largely on the development level of high-tech industry. This paper evaluates the efficiency of China’s high-tech industry in 31 provinces in 2012 with data envelopment analysis. The empirical results are summarized as following. Firstly, when the effects of exogenous environmental variables are not controlled, the comprehensive technical efficiency of 31 provinces will be overestimated, the pure technical efficiency will be underestimated, and the scale efficiency value will be overestimated. Secondly, after eliminating the environmental impact, the comprehensive technical efficiency of 31 provinces with the average of 0.395 is rather low, due to the low scale efficiency.

This chapter explores the principles of a low-tech approach that are developed and rooted in the search for simplicity and conviviality, localization, design, and manufacture for true sustainability. It describes paths to be taken and general principles on low-tech based on the conscious rejection of the hope of a successful outcome based on technological breakthroughs still to come. It also elaborates the principle of simplicity as the immense advantage of the pure and simple suppression of need that aims to effectively reduce the rate of consumption of resources. The chapter mentions examples of ways to reduce the non-negotiable standard of living, such as a ban on advertising materials, trainers that flash when walking, or single-use plastic bags. It analyses the main problem of the high-tech world under the pretext of seeking greater effectiveness and technical efficiency.

Specific character of a dynamic development of economy and society place demands on new highly-qualified personnel of any sphere professional activity, especially the sphere connected with interaction with people who have modern high-tech skills. Demands’ changes on the subject of professional activity brings on a qualitative restructuring of professionalization’s process, that facilitates an integration of educational and professional spheres with a conceptional, technological and theoretical supporting. Successful professional activity depends a lot upon a successful period of early professionalization that is impossible without proper provided insights of a profession. This article shows the results of an empirical study regarding the analysis of peculiarities of professional ideas of pre-service teachers. A specific attention is given to the problem of study of professional activity ideas effect at the stage of early professionalization, which changes during the period of ideas’ transformation concerning professional activity and career building that is caused by the changes in the essence of professionalization from a socio normed event into an individual work of professional aimed at self-determination and self-actualization in profession.

Focusing on Irish high-tech start-ups, this paper reports on the results of an empirical study of organization building by entrepreneurial firms, specifically in relation to human resource practices. The research findings are benchmarked with findings from SPEC, the Stanford Project of Emerging Companies (Baron and Hannan, 2002). Human resources management and entrepreneurial research have rarely been combined in the literature and there is no distinct body of work in the area of human resource management in entrepreneurial firms.
