While cars and road traffic are an essential component of modern human society, the accidents that may occur in traffic are one of the largest sources of deaths and injuries. A first important step towards reducing these road accidents is the identification of their main causes. In the the current paper, the authors analyse the main causes of road accidents in Romania and then discuss the conditions surrounding the accidents that had as cause the failure to properly grant right of way, taking into account both the national, regional (county-level) and local statistics.

Purpose: The aim of the article was to analyze motorcycle accidents in Poland on the basis of statistical data from the Polish Police Headquarters from 2019. The author presents the collected data in the form of charts, broken down by causes, the number of events in individual months, and the age of the perpetrators, injured and victims. The work also deals with the issue of dealing with victims of motorcycle accidents as part of first aid and rescue. Introduction: Every year, the number of casualties on Polish roads is increasing. Accidents affect all forms of transport and communication. Modern technologies used in the production of motor vehicles, a number of forms of improving their skills available to drivers offered by training entities and the improving infrastructure of roads in the country predispose to increased traffic on Polish roads. Drivers often lose control of their vehicles, forgetting about the potential dangers of recklessness and irresponsibility. Various types of traffic incidents involving these vehicles then take place. The chances of motorcyclists during traffic accidents, despite the security measures used in helmets and protective clothing, are small. Methodology: The main research tool used during the work on the article was the analysis of data contained in the documentation. The data presented in this study constitute the material entitled Road accidents in Poland in 2019 provided by the General Police Headquarters (KGP) Road Traffic Office. The author has made a statistical analysis of the above-mentioned data to visualize road accidents involving motorcyclists and their consequences. The events in which a motorcyclist was injured and the most common causes of accidents caused by motorcyclists, the age of the perpetrators of accidents – motorcyclists, as well as fatalities and injuries in these road accidents are presented. Conclusions: In 2019, motorcyclists made up a large group of people who died or were seriously injured in road accidents. The number of traffic accidents and the number of killed motorcyclists is greater than 2018. Data analysis allowed to define the most common causes of accidents involving motorcyclists caused by drivers of other vehicles. These include: failure to give right-of-way and incorrect behavior on the road while driving, such as turning, changing lanes or overtaking. On the other hand, the most common causes of accidents caused by motorcyclists are: excessive speed, incorrect overtaking, no safe distance from other vehicles, failure to give right-of-way. The topical issue of the relationship between civilization and society as basic concepts of social philosophy is discussed in the article. In modern literature, there are great disagree­ments and ambiguities here, due, first of all, to the broad interpretation of civilization by the majority of authors, the interpretation in many cases actually coinciding with the meaning of the concept of society. The article proposes a solution to the issue proceeding from a social-philosophical consideration of four different meanings of the word society: society in general, society as a specific historical type of society, a specific separate soci­ety (socior, in the terminology of Yu.I. Semenov) and humanity as an internally differen­tiated integrity, as a modern human society. One can assume that civilization acts as a characteristic of both the state and the process of development of society in each of its meanings, a characteristic in terms of the correspondence of a particular society to a soci­ological (stage-formation) project. By defining society as an integral social system, a so­ciological theory as a scientific one gives an answer to the question of what exists (what kind of community of people is in structure, functions, subjects and social relations), and with the help of the concept of civilization – how does this society really reproduce itself, how do regulatory mechanisms that determine the actions and deeds of people. Civiliza­tion deals with the present, with the activities of people who change this present, and so­ciety, in the philosophical sense, and not in the sociological one, is the desired future, those distant mountain peaks, that transcendental reality to which the acting person rushes. When it is said today that Russia is returning to itself, that it must make a civiliza­tional choice, it is important to emphasize in every possible way that the choice of a civi­lizational identity, by definition, is unthinkable without a project. A sociological project as a scientific project is directed to the future, outlines the contours of the future, and therefore only project thinking is able to give an opportunity to make the right civiliza­tional choice.

The article shows the essence of road safety in the Lubelskie Voivodeship on the example of two longest and most dangerous No. 19 and 74 national roads running through the voivodeship. The article aims to diagnose the current state of road safety in the Lubelskie Voivodeship and identify opportunities for its improvement. The statistical data of the Central Statistical Office in Lublin, annual reports on road accidents of the Police Headquarters in Warsaw, reports of the National Road Safety Council, and documents of the General Directorate for National Roads and Motorways Branch in Lublin were used to analyze the safety. The analysis of the statistical documents allowed the conclusion that ten national roads run through the Lubelskie Voivodeship. Roads No. 9, 17, and 74 are the longest ones. However, on a national scale, roads No. 19 and 74 are of great importance to road safety. It has been observed that the number of road accidents in the Lubelskie Voivodeship is decreasing year by year; thus, the number of accident victims is also falling. The national road No. 19 remains the most dangerous. Passenger car drivers most frequently caused road accidents since they did not adopt the speed to road conditions or obey the right of way. The Provincial Road Safety Improvement Program in Lublin assumed a significant reduction in the number of victims killed and injured on the roads. Unfortunately, after analyzing the statistical data over the years, it can be stated that even though the assumed goal was not achieved, the accident victim rate improved.

The content of the article consists of information on the rate of road accidents on Polish roads in 2016 -2018. Moreover, it presents data about effects of accident rate in our country, i.e. information about casualties of such traffic accidents, resulting in death or injury. The major causes of the accident rate were listed such as failure to yield the right of way, speeding and driving under influence of alcohol. Additionally, this paper shows how the situation regarding traffic accidents and accident casualties developed in the largest Polish city in the recent years.

Greening of roads contributes to the protection of roads and their elements from influence of adverse weather and climatic factors; it includes the measures for improvement and landscaping of roads, ensures the protection of roadside areas from transport pollution, provides visual orientation of drivers. The solution of these issues will ensure creation and maintenance of safe and comfortable conditions for travelers. Green plantings in the right-of-way road area include woody, bushy, flower and grass vegetation of natural and artificial origin. For proper operation of public roads and satisfaction of other needs of the industry, there may be the need in removing the greenery. The reason for the removal of greenery in the right-of-way road area may be due to the following factors: construction of the architectural object, widening of the motor road, repair works in the security zone of overhead power lines, water supply, drainage, heating, telecommunications facilities, cutting of hazardous, dry and fautal trees, as well as self-grown and brushwood trees with a root neck diameter not exceeding 5 cm, elimination of the consequences of natural disasters and emergencies. The removal of plantations in the right-of-way area is executed in order to ensure traffic safety conditions and to improve the quality of plantations composition and their protective properties. Nowadays, in Ukraine there is no clear procedure for issuing permits for removing of such plantations. In order to resolve this issue, there is a need in determining the list of regulations in the area of forest resources of Ukraine and, if needed, the list of regulatory acts that have to be improved; to prepare a draft of the regulatory legal act that would establish the procedure of plantations cutting, the methodology of their condition determination, recovery costs determination, the features of cutting. Abstract Introduction Traumatic head injury with extradural hematoma (EDH) is seen in 2% of patients. Development of EDH on the contralateral side is an uncommon complication that has been reported in various case reports. Case Report We report here a case of an 18-year-old male who had a road traffic injury. He was diagnosed as a case of left-sided large frontotemporoparietal acute extradural bleed with a mass effect toward the right side. He was managed with urgent craniotomy and evacuation of hematoma. A noncontrast computed tomography (NCCT) scan performed 8 hours after postoperative period showed a large frontotemporoparietal bleed on the right side with a mass effect toward the left side. He was again taken to the operating room and right-sided craniotomy and evacuation of hematoma were performed. A postoperative NCCT scan revealed a resolved hematoma. The patient made a complete recovery in the postoperative period and is doing well. Conclusion Delayed onset epidural hematoma is diagnosed when the initial computed tomography (CT) scan is negative or is performed early and when late CT scan performed to assess clinical or ICP deterioration shows an EDH. The diagnosis of such a condition requires a high index of suspicion based on the mechanism of injury along with fracture patterns. Additionally, change in pupillary size, raised intracranial pressure, and bulging of the brain intraoperatively are additional clues for contralateral bleeding. Neurologic deterioration may or may not be associated with delayed EDH presentation. An early postoperative NCCT scan within 24 hours is recommended to detect this complication with or without any neurologic deterioration.

The ever-growing demand for transportation and the need to carry both people and goods has led to increased congestions of road traffic networks. Subsequently, the main negative effect is the multiplication of serious road accidents. Of the total number of serious road accidents, a significant increase has been registered among cyclists, with 13.9% in 2014 of total vehicles involved in traffic accidents, compared to 6.6% in 2010. The present paper underpins a close analysis of the kinematic and dynamic parameters in the event of a vehicle - bicycle – cyclist assembly – collision type. To study the vehicle-bicycle-collision type, we carried out a comparative analysis with regard to the distance the cyclist is thrown away following the collision, the speed variation of the vehicle and of the bicycle, and the speed variation in the cyclist’s head area, as well as the variation of the acceleration recorded on the vehicle, the bicycle and the cyclist’s head area. Hence, we modelled and simulated the vehicle – bicycle collision for two distinct instances, i.e. a frontal vehicle – rear bicycle collision and a frontal vehicle - frontal bicycle collision.
