The development of technologies (especially information and communication technologies) has led to changes in economic processes and social life in general. One of the consequences of the information technology revolution is the emergence of the phenomenon of smart cities. There is a large number of publications on the problems of their formation and development. In practice, projects for their creation are being implemented. However, due to the novelty of the phenomenon being studied, its further scientific analysis is required. The main problem in this area, according to the authors, is the development of an effective management system for smart cities. The purpose of the article is to investigate the problems that are associated with the development of smart city management systems. A three-level model for managing their development is proposed. The first level of the model is the management of the development of the urban historical center. At the second level, the city as a whole is managed. The third level is aimed at the formation of an integrated urban agglomeration management system. The main emphasis was made not on the formation and development of digital services, but on the development of traditional urban systems. The authors propose to make them more intelligent, by introducing new technologies. The main measures to develop smart city management systems are organizational.

Purpose – The purpose of this paper is to develop a method for better analyzing the utility and impact of new technologies on smart cities. The authors have designed a tool that will evaluate new technologies according to a three-pronged scoring system that considers the impact on physical space, environmental issues and city residents. The purpose of this tool is to be used by city planners as part of a strategic approach to the implementation of a smart city initiative in order to reduce unnecessary public spending and ensure the optimal allocation of city resources. Design/methodology/approach – The information and communication technologies that manage and transform twenty-first century cities must be reviewed, analyzing their impact on new social behaviors that shape the spaces and means of communication, developing a new methodology and setting the basis for an analysis matrix to score the different and technologies that affect a smart city environment. Research limitations/implications – Traditional technological scenarios have been challenged, and smart cities have become the center of urban competitiveness. A lack of clarity has been detected in the way of describing what smart cities are, and the authors try to establish a methodology for urban policy makers to do so. As a dynamic process that affects several aspects, researchers are encouraged to test the proposed solution further. Practical implications – After a review of the state-of-the-art, the authors found that there are no existing systems for assessing smart city strategies regarding new, evolving technologies. The methodology attempts to design a simple tool to bring urban developers and policy makers closer to the technology and to have an instrument with which to compare different alternatives before choosing one. Social implications – Helped by new technologies, citizens are the ones who have the power to define new urban scenarios. For this reason the methodology the authors propose must have citizens and their needs as the ultimate reference, considering all the social, physical and environmental effects on people before selecting a new technology for urban strategies. Originality/value – This paper fulfills an identified need to study how new technologies could affect urban scenarios before being applied, developing an analysis system in the form of a matrix to be used by urban planners and policy makers to decide how best to use them.

Purpose Smart cities show a “booming” trend both in the academia and the industry in recent years. Scholars across the world have been investigating how new technologies are applied to develop new services to the inhabitants and cities all over the world also address the “smart cities” challenges by promoting policymaking and governance. This paper aims to conduct in-depth research on smart cities by combining the study of governance policy study and information technology study. Design/methodology/approach This paper empirically mapped the trends of smart city development, outstanding scholars and hot topics about smart cities by analyzing important references using CiteSpace. The authors visualized references and topics to analyze smart city research, based on empirical data from Web of Science. Furthermore, two most important research branches – topics from smart city governance research and those from information systems (IS) research were studied, respectively. Findings First, the authors mapped the development of research and divided the development into three different stages. Second, the authors explored important, influential and instructive publications and publications’ attributes including authors, institutions, journals and topics. Third, the authors found there are different characteristics between the IS group and the governance group in publication situations, influential institutions, journals and authors, although the research points of the two branches are overlapping and fragmented. Finally, the authors proposed important topics, which include “internet of things (IoT)”, “big data”, “smart city systems” and “smart city management” and the authors predicted that “IoT” and “smart city challenge” would be future trends in recent years. Originality/value This study is an innovative research of its category because it visualized the development of smart city research, analyzed both governance and technology branches of smart city research synthetically using CiteSpace and forecasted future trends of smart city research by topics analysis and visualization of evolution.

Smart cities use digital technologies such as cloud computing, Internet of Things, or open data in order to overcome limitations of traditional representation and exchange of geospatial data. This concept ensures a significant increase in the use of data to establish new services that contribute to better sustainable development and monitoring of all phenomena that occur in urban areas. The use of the modern geoinformation technologies, such as sensors for collecting different geospatial and related data, requires adequate storage options for further data analysis. In this paper, we suggest the biG dAta sMart cIty maNagEment SyStem (GAMINESS) that is based on the Apache Spark big data framework. The model of the GAMINESS management system is based on the principles of the big data modeling, which differs greatly from standard databases. This approach provides the ability to store and manage huge amounts of structured, semi-structured, and unstructured data in real time. System performance is increasing to a higher level by using the process parallelization explained through the five V principles of the big data paradigm. The existing solutions based on the five V principles are focused only on the data visualization, not the data themselves. Such solutions are often limited by different storage mechanisms and by the ability to perform complex analyses on large amounts of data with expected performance. The GAMINESS management system overcomes these disadvantages by conversion of smart city data to a big data structure without limitations related to data formats or use standards. The suggested model contains two components: a geospatial component and a sensor component that are based on the CityGML and the SensorThings standards. The developed model has the ability to exchange data regardless of the used standard or the data format into proposed Apache Spark data framework schema. The verification of the proposed model is done within the case study for the part of the city of Novi Sad.

Young people are important to cities, bringing skills and energy and contributing to economic activity. New technologies have led to the idea of a smart city as a framework for city management. Smart cities are developed from the top-down through government programmes, but also from the bottom-up by residents as technologies facilitate participation in developing new forms of city services. Young people are uniquely positioned to contribute to bottom-up smart city projects. Few diagnostic tools exist to guide city authorities on how to prioritise city service provision. A starting point is to understand how the youth value city services. This study surveys young people in Braamfontein, Johannesburg, and conducts an importance-performance analysis to identify which city services are well regarded and where the city should focus efforts and resources. The results show that Smart city initiatives that would most increase the satisfaction of youths in Braamfontein  include wireless connectivity, tools to track public transport  and  information  on city events. These  results  identify  city services that are valued by young people, highlighting services that young people could participate in providing. The importance-performance analysis can assist the city to direct effort and scarce resources effectively.

The continuous growth of cities brings out various concerns for improved development and management of the multifaceted urban systems, including those of resilience and smartness. Despite the many significant efforts in the research field, both notions remain changeable, thus retaining the lack of commonly accepted conceptual and terminological frameworks. The paper’s research goals are to designate the current direct and indirect links in the conceptualizations and research trends of the resilience and smart city frameworks and to prove the potential of the conceptual convergence between them in the context of urban systems. The application of a semi-systematic literature review, including bibliometric evidence and followed by content analysis, has led to the observation that as the resilience discourse opens up to embrace other dimensions, including technology, the smart city research turns its interest to the perspective of urban protection. Therefore, both concepts share the goal for urban sustainability realized through specific capacities and processes and operationalized with the deployment of technology. The paper’s findings suggest that the conceptual and operational foundations of these two concepts could support the emergence of an integrated framework. Such a prospect acknowledges the instrumental role of the smart city approach in the pursuit of urban resilience and unfolds a new model for sustainable city management and development.

BACKGROUND: Nowadays, the growth of smart cities is enhanced gradually, which collects a lot of information and communication technologies that are used to maximize the quality of services. Even though the intelligent city concept provides a lot of valuable services, security management is still one of the major issues due to shared threats and activities. For overcoming the above problems, smart cities’ security factors should be analyzed continuously to eliminate the unwanted activities that used to enhance the quality of the services. OBJECTIVES: To address the discussed problem, active machine learning techniques are used to predict the quality of services in the smart city manages security-related issues. In this work, a deep reinforcement learning concept is used to learn the features of smart cities; the learning concept understands the entire activities of the smart city. During this energetic city, information is gathered with the help of security robots called cobalt robots. The smart cities related to new incoming features are examined through the use of a modular neural network. RESULTS: The system successfully predicts the unwanted activity in intelligent cities by dividing the collected data into a smaller subset, which reduces the complexity and improves the overall security management process. The efficiency of the system is evaluated using experimental analysis. CONCLUSION: This exploratory study is conducted on the 200 obstacles are placed in the smart city, and the introduced DRL with MDNN approach attains maximum results on security maintains.
