Objectives: The emerging COVID-19 pandemic has caused one of the world’s worst health disasters compounded by social confusion with misinformation, the so-called “Infodemic”. In this paper, we discuss how open technology approaches - including data sharing, visualization, and tooling - can address the COVID-19 pandemic and infodemic. Methods: In response to the call for participation in the 2020 International Medical Informatics Association (IMIA) Yearbook theme issue on Medical Informatics and the Pandemic, the IMIA Open Source Working Group surveyed recent works related to the use of Free/Libre/Open Source Software (FLOSS) for this pandemic. Results: FLOSS health care projects including GNU Health, OpenMRS, DHIS2, and others, have responded from the early phase of this pandemic. Data related to COVID-19 have been published from health organizations all over the world. Civic Technology, and the collaborative work of FLOSS and open data groups were considered to support collective intelligence on approaches to managing the pandemic. Conclusion: FLOSS and open data have been effectively used to contribute to managing the COVID-19 pandemic, and open approaches to collaboration can improve trust in data.

Abstract. Collaborative projects imply a wide variety of skills, ranging from technical abilities to teamwork and problem-solving attitudes. Innovative teaching programmes focused on the use and promotion of open-source geospatial tools represent a key element in developing such transversal abilities. OpenStreetMap (OSM) brings into play open and collaborative dynamics that build a critical ecosystem where single contributions are part of collective intelligence. This initiative led to the foundation of structured contributors groups such as PoliMappers, the first European YouthMappers chapter based in Politecnico di Milano (Italy). Pursuing the objective to build a responsible student-led community of Free and Open Source Software users, in 2021 PoliMappers organised the course entitled “Collaborative and Humanitarian Mapping”. The programme is structured into 7 meetings and aims to introduce university students to the OSM environment with a focus on the potential of open data and related geospatial tools, especially in the humanitarian field. It has seen the participation of the World Food Programme, Open Knowledge Foundation, TECHO Colombia, IMM Design Lab, Map for Future, UN Mappers, Spazio Vita Niguarda Onlus, Ledha Milano, AUS Niguarda Onlus and Humanitarian OpenStreetMap Team. Enrolled attendants’ contributions have been assessed with tools for quality review and statistics. Also, Q&As and suggestions to the attendants have been collected to detect common issues. The paper presents the course, from the design to the assessment of the students’ activities, and the lessons learned in this experience in such a way to provide some guidance to those who want to organize similar initiatives.

Using the term "Open data" has become a bit of a fashion, but using it without clear specifications is misleading i.e. it can be considered just an empty phrase. Probably even worse is the term "Open Science" — can science be NOT open at all? Are we reinventing something that should be obvious from start? This guide tries to clarify some key aspects of Open Data, Open Source Software and Crowdsourcing using examples of projects and business. It aims at helping you understand and appreciate complexity of Open Data, Open Source software and Open Access publications. It was specifically written for producers and users of environmental data, however, the guide will likely be useful to any data producers and user.

<p><strong>Abstract.</strong> The 17 goals adopted by the United Nations (UN) are aimed at achieving a better and more sustainable future for all. For each goal, a set of indicators has been defined. The indicators measure progress towards achieving the respective SDG. For the majority of these indicators, geospatial information is needed to evaluate the current state of the indicator. While geospatial information is largely available in developed countries, this is not the case in many developing countries of the world. Furthermore, skills and capacity for calculating indicator values are also limited in many developing countries. To address these shortcomings, the third challenge of the 2018 UN OSGeo Committee Educational Challenges called for the development of training material for using open source software together with freely available high resolution global geospatial datasets in support of monitoring SDG progress. The resulting training material provides a step-by-step guide for calculating the state of SDG indicator 9.1.1, <i>Proportion of the rural population who live within 2km of an all-season road</i>, using open software and open data with global coverage. Through the development of this training material, we showed that anyone can monitor progress towards achieving SDG indicator 9.1.1 for their specific part of the world. Because open source software and open data were used, the indicator calculation is cost effective and completely sustainable.</p>

All over the world, organizations are increasingly considering the adoption of open source software and open data. In the geospatial domain, this is no different, and the last few decades have seen significant advances in this regard. We review the current state of open source geospatial software, focusing on the Open Source Geospatial Foundation (OSGeo) software ecosystem and its communities, as well as three kinds of open geospatial data (collaboratively contributed, authoritative and scientific). The current state confirms that openness has changed the way in which geospatial data are collected, processed, analyzed, and visualized. A perspective on future developments, informed by responses from professionals in key organizations in the global geospatial community, suggests that open source geospatial software and open geospatial data are likely to have an even more profound impact in the future.

Online learning in K-12 and higher education has been growing rapidly, and open source software has the potential to improve the quality of e-learning. This paper describes how FOSS enables turning e-learning from a potentially restrictive and narrow framing of the education experience to an emergent and social experience. The authors identify several key elements of the FOSS model that position open source initiatives to contribute to the emergent and social nature of experience in e-learning. The authors also describe several challenges to developing FOSS in a community of educators for e-learning. These elements and challenges are illustrated in a brief case report about the development of an open source software system called Context-aware Activity Notification System (CANS). CANS (http://cansaware.com) is a notification system that integrates with collaborative work and learning systems and is designed around the importance of awareness of user activity, a user’s social context and personal notification preferences.

A literature survey study was conducted to explore the state-of-the-art of Open Source Software and the opportunities and challenges faced by this segment of the software industry in seven Arab countries — Tunisia, Egypt, Jordan, KSA, Qatar, Oman and UAE. A framework and road map for OSS is presented derived from interviews conducted in the UAE with at least four experts from each of the following categories: governments and ministries, IT companies, universities and IT enthusiasts. This is the first study of its kind in this part of the world and is expected to make a significant contribution to the direction for Open Source Software in the region and beyond.

With regard to the increasing spread of information technology in the world, access to this technology is of great importance. Due to their competitive advantages, open source software are more popular than the close ones and they are more widely used, as well. Having an appropriate process for migrating, identifying and ranking activities to prepare and perform the migration design in the organization, prevents the failure of the performance in organizations. Today, there are lots of migration processes in review of literature and this will confuse the managers to choose the most appropriate process for their organization. This article studies the presented processes of migration to open source software in the world and by presenting novel factors. It also attempts to introduce an appropriate framework to select the most efficient process in migration to open source software. So that organizations do not have a concern to choose the best migration process and IT managers are able to select the appropriate process for their organizations quickly and with no confusion.
