For enhancing energy-saving for construction engineering project, energy-saving oriented matrix management mode (ESOMMM) is proposed. The frame of the ESOMMM in engineering project is established from two dimensions (basic stage and key content). Under the precondition that the key contents are implemented, the key energy-saving techniques are respectively studied from planning, building, rebuilding and usage stage. And the coordination optimization model for key techniques under ESOMMM is established to solve conflict among varied key techniques. The energy-saving achievement after application is analyzed by applying ESOMMM, its key techniques, and the coordination optimization model in Shenyang city. The result shows that above mode, key techniques and model in engineering project will be benefit for enhancing the energy-saving greatly.

BIM technology is the hot issues on construction engineering project development and application in and abroad currently. BIM technology had been widely developed in foreign countries after the Americans brought up the BIM concept in the 1970s. They had got good results in the actual application as well as many valuable achievements and experience. We focused on the present situation and application of BIM technology from the international view, and then we summarized the trend of the studies on the application of BIM technology in foreign countries. We have tried to provide a new revelation on construction projects of BIM technology in our country by the comprehensive cognition. They got the thought of experiences and the application train.

Life Cycle Cost of Construction engineering project management is a combination of modern management theory—system theory, cybernetics and information theory combined with the construction project. In this paper, a model of substation life cycle cost is built comprehensively, by making a model for the cost estimating of substation design and construction cost. Meanwhile, the operation loss, operation maintenance cost are analyzed and calculated, the estimate of the retirement costs is carried on. On these basics, analyzes the relationship between the cost, then the numerical example is given ultimately. Eventually, optimal reliability and economical efficiency is achieved.

With the continuous development of the socialist market economy, the construction industry has achieved rapid development and has good development prospects. However, the construction industry has experienced the transformation of China’s economic system from planned economy to market economy, and traditional management in construction engineering enterprises. The model has been unable to adapt to the new situation of the development of the construction industry, but it has limited the development of the enterprise to a certain extent. As an important part of enterprise management, engineering project construction management needs to realize the innovation of management mode to adapt to the current development situation. Starting from the necessity of construction engineering innovation, the basic principles of project management innovation are expounded, and an effective way of project construction management innovation is proposed.
