Developing impact-based thresholds for coastal inundation from tide gauge observations

This study presents the first assessment of the observed frequency of the impacts of high sea levels at locations along Australia’s northern coastline. We used a new methodology to systematically define impact-based thresholds for coastal tide gauges, utilising reports of coastal inundation from diverse sources. This method permitted a holistic consideration of impact-producing relative sea-level extremes without attributing physical causes. Impact-based thresholds may also provide a basis for the development of meaningful coastal flood warnings, forecasts and monitoring in the future. These services will become increasingly important as sea-level rise continues.The frequency of high sea-level events leading to coastal flooding increased at all 21 locations where impact-based thresholds were defined. Although we did not undertake a formal attribution, this increase was consistent with the well-documented rise in global sea levels. Notably, tide gauges from the south coast of Queensland showed that frequent coastal inundation was already occurring. At Brisbane and the Sunshine Coast, impact-based thresholds were being exceeded on average 21.6 and 24.3 h per year respectively. In the case of Brisbane, the number of hours of inundation annually has increased fourfold since 1977.

Abstract. Satellite altimetry measurements show that magnitude of the Black Sea level trends is spatially uneven. While the basin-averaged sea level was increasing at a rate of 3.15 mm/year from 1993 to 2014, the sea level rise varied from 0.15–2.5 mm/year in the central part to 3.5–3.8 mm/year in coastal areas and 5 mm/year in the southwestern part of the sea. These differences are caused by changes in the large- and mesoscale circulation of the Black Sea. A long-term increase of the cyclonic wind curl over the basin from 1979 to 2014 strengthened divergence in the center of the Black Sea that led to an increase of sea level near the coast and a decrease in the center of the basin. Changes in the distribution and intensity of mesoscale eddies caused the formation of the local extremes of sea level trend. The variability of the dynamic sea level (DSL) – the difference between the local and the basin-averaged sea levels – contributes significantly (up to ~ 50 % of the total variance) to the seasonal and interannual variability of sea level in the basin. The DSL variability in the Black Sea depends strongly on the basin-averaged wind curl and is well reconstructed using the ERA-Interim winds from 1979 to present, including the time when altimetry data was unavailable. The reconstruction can be used to correct historical tide gauges data for dynamic effects, which are usually neglected in the analysis of the Black Sea tide gauge records.

Abstract. We analysed multiple tide gauges from the east coast of Ireland over the period 1938–2018. We validated the different time series against each other and performed a missing value imputation exercise, which enabled us to produce a homogenised record. The recordings of all tide gauges were found to be in good agreement between 2003–2015, though this was markedly less so from 2016 to the present. We estimate the sea level rise in Dublin port for this period at 10 mm yr−1. The rate over the longer period of 1938–2015 was 1.67 mm yr−1 which is in good agreement with the global average. We found that the rate of sea level rise in the longer term record is cyclic with some extreme upward and downward trends. However, starting around 1980, Dublin has seen significantly higher rates that have been always positive since 1996, and this is mirrored in the surrounding gauges. Furthermore, our analysis indicates an increase in sea level variability since 1980. Both decadal rates and continuous time rates are calculated and provided with uncertainties in this paper.

Vertical land motion at tide gauges influences sea level rise acceleration; this must be addressed for interpreting reliable sea level projections. In recent years, tide gauge records for the Eastern coast of Korea have revealed rapid increases in sea level rise compared with the global mean. Pohang Tide Gauge Station has shown a +3.1 cm/year sea level rise since 2013. This study aims to estimate the vertical land motion that influences relative sea level rise observations at Pohang by applying a multi-track Persistent Scatter Interferometric Synthetic Aperture Radar (PS-InSAR) time-series analysis to Sentinel-1 SAR data acquired during 2015–2017. The results, which were obtained at a high spatial resolution (10 m), indicate vertical ground motion of −2.55 cm/year at the Pohang Tide Gauge Station; this was validated by data from a collocated global positioning system (GPS) station. The subtraction of InSAR-derived subsidence rates from sea level rise at the Pohang Tide Gauge Station is 6 mm/year; thus, vertical land motion significantly dominates the sea level acceleration. Natural hazards related to the sea level rise are primarily assessed by relative sea level changes obtained from tide gauges; therefore, tide gauge records should be reviewed for rapid vertical land motion along the vulnerable coastal areas.

Abstract Using a coastal assimilation model, generation mechanism of unusually high sea level (UHSL) at the south coast of Japan in September 2011 is investigated. Both model results and tide gauge observations indicate that sea level rise associated with the UHSL event occurred twice in the middle and end of September. The first one, which is localized around the eastern part of the Seto Inland Sea, is caused by a cyclonic circulation in the Kii Channel formed as a result of northward migration of the Kuroshio axis toward Cape Shionomisaki. The second sea level rise, which is the main contributor to this UHSL event, is observed in wide areas not only at the south coast of Japan, but also at the coast of the Japan Sea. It is brought about by a coastal trapped wave (CTW) induced as a result of a fluctuation of the Kuroshio path to the south of the Boso Peninsula. The CTW with positive SSH anomalies propagates westward along the south coast of Japan, and then goes into the coast of the Japan Sea. Sensitivity experiments and a modal characteristic analysis indicate that the CTW is mainly characterized by the first mode baroclinic Kelvin wave. The phase speed for the first mode is calculated at 2.96 m s$$^{-1}$$ - 1 , which compares well with that estimated by tide gauge observations.

Abstract. Sea level rise due to climate change is non-uniform globally, necessitating regional estimates. Peninsular Malaysia is located in the middle of Southeast Asia, bounded from the west by the Malacca Strait, from the east by the South China Sea (SCS), and from the south by the Singapore Strait. The sea level along the peninsula may be influenced by various regional phenomena native to the adjacent parts of the Indian and Pacific oceans. To examine the variability and trend of sea level around the peninsula, tide gauge records and satellite altimetry are analyzed taking into account vertical land movements (VLMs). At annual scale, sea level anomalies (SLAs) around Peninsular Malaysia on the order of 5–25 cm are mainly monsoon driven. Sea levels at eastern and western coasts respond differently to the Asian monsoon: two peaks per year in the Malacca Strait due to South Asian–Indian monsoon; an annual cycle in the remaining region mostly due to the East Asian–western Pacific monsoon. At interannual scale, regional sea level variability in the range of ±6 cm is correlated with El Niño–Southern Oscillation (ENSO). SLAs in the Malacca Strait side are further correlated with the Indian Ocean Dipole (IOD) in the range of ±5 cm. Interannual regional sea level falls are associated with El Niño events and positive phases of IOD, whilst rises are correlated with La Niña episodes and negative values of the IOD index. At seasonal to interannual scales, we observe the separation of the sea level patterns in the Singapore Strait, between the Raffles Lighthouse and Tanjong Pagar tide stations, likely caused by a dynamic constriction in the narrowest part. During the observation period 1986–2013, average relative rates of sea level rise derived from tide gauges in Malacca Strait and along the east coast of the peninsula are 3.6±1.6 and 3.7±1.1 mm yr−1, respectively. Correcting for respective VLMs (0.8±2.6 and 0.9±2.2 mm yr−1), their corresponding geocentric sea level rise rates are estimated at 4.4±3.1 and 4.6±2.5 mm yr−1. The geocentric rates are about 25 % faster than those measured at tide gauges around the peninsula; however, the level of uncertainty associated with VLM data is relatively high. For the common period between 1993 and 2009, geocentric sea level rise values along the Malaysian coast are similar from tide gauge records and satellite altimetry (3.1 and 2.7 mm yr−1, respectively), and arguably correspond to the global trend.

<p>Coastal flooding worldwide causes the vast majority of natural disasters; for the UK costing £2.2 billion/year. Fluvial and surge-tide extremes can occur synchronously resulting in combination flooding hazards in estuaries, intensifying the flood risk beyond fluvial-only or surge-only events. Worse, this flood risk has the potential to increase further in the future as the frequency and/or intensity of these drivers change, combined with projected sea-level rise. Yet, the sensitivity of contrasting estuaries to combination and compound flooding hazards at sub-daily scales – now and in the future – is unclear. Here, we investigate the dependence between fluvial and surge interactions at sub-daily scales for contrasting catchment and estuary types (Humber vs. Dyfi, UK), using 50+ years of data: 15-min fluvial flows and hourly sea levels. Additionally, we simulate intra-estuary (<50 m resolution) sensitivities to combination flooding hazards based on: (1) realistic extreme events (worst-on-record); (2) realistic events with shifted timings of the drivers to maximise flooding; and (3) modified drivers representing projected climate change.</p><p>For well-documented flooding events, we show significant correlation between skew surge and peak fluvial flow, for the Dyfi (small catchment and estuary with a fast fluvial response on the west coast of Britain), with a higher dependence during autumn/winter months. In contrast, we show no dependence for the Humber (large catchment and estuary with a slow fluvial response on the east coast of Britain). Cross-correlation results, however, did show correlation with a time lag (~10 hours). For the Dyfi, flood extent was sensitive to the relative timing of the fluvial and surge-tide drivers. In contrast, the relative timing of these drivers did not affect flooding in the Humber. However, extreme fluvial flows in the Humber actually reduced water levels in the outer estuary, compared with a surge-only event. Projected future changes in these drivers by 2100 are likely to increase combination flooding hazards: sea-level rise scenarios predicted substantial and widespread flooding in both estuaries. However, similar increases in storm surge resulted in a greater seawater influx, altering the character of the flooding. Projected changes in fluvial volumes were the weakest driver of estuarine flooding. On the west coast of Britain containing many small/steep catchments, combination flooding hazards from fluvial and surges extremes occurring together is likely. Moreover, high-resolution data and hydrodynamic modelling are necessary to resolve the impact and inform flood mitigation methodology.</p>

Abstract. Although tide gauges are the primary source of data used to calculate multi-decadal to century-scale rates of relative sea-level change, we question the reliability of tide-gauge data in rapidly subsiding low-elevation coastal zones (LECZs). Tide gauges measure relative sea-level rise (RSLR) with respect to the base of associated benchmarks. Focusing on coastal Louisiana, the largest LECZ in the United States, we find that these benchmarks (n = 35) are anchored an average of 21.5 m below the land surface. Because at least 60 % of subsidence occurs in the top 5–10 m of the sediment column in this area, tide gauges in coastal Louisiana do not capture the primary contributor to RSLR. Similarly, GPS stations (n = 10) are anchored an average of > 14.3 m below the land surface and therefore also do not capture shallow subsidence. As a result, tide gauges and GPS stations in coastal Louisiana, and likely in LECZs worldwide, systematically underestimate rates of RSLR as experienced at the land surface. We present an alternative approach that explicitly measures RSLR in LECZs with respect to the land surface and eliminates the need for tide-gauge data. Shallow subsidence is measured by rod surface-elevation table‒marker horizons (RSET-MHs) and added to measurements of deep subsidence from GPS data, plus sea-level rise from satellite altimetry. We show that for a LECZ the size of coastal Louisiana (25,000–30,000 km2), about 40 RSET-MH instruments suffice to collect useful data. Rates of RSLR obtained from this approach are substantially higher than rates as inferred from tide-gauge data. We therefore conclude that LECZs may be at higher risk of flooding, and within a shorter time horizon, than previously assumed.

Global scale assessments of coastal flood damage and adaptation costs under 21st century sea-level rise are associated with a wide range of uncertainties, including those in future projections of socioeconomic development (shared socioeconomic pathways (SSP) scenarios), of greenhouse gas concentrations (RCP scenarios), and of sea-level rise at regional scale (RSLR), as well as structural uncertainties related to the modelling of extreme sea levels, data on exposed population and assets, and the costs of flood damages, etc. This raises the following questions: which sources of uncertainty need to be considered in such assessments and what is the relative importance of each source of uncertainty in the final results? Using the coastal flood module of the Dynamic Interactive Vulnerability Assessment modelling framework, we extensively explore the impact of scenario, data and model uncertainties in a global manner, i.e., by considering a large number (>2000) of simulation results. The influence of the uncertainties on the two risk metrics of expected annual damage (EAD), and adaptation costs (AC) related to coastal protection is assessed at global scale by combining variance-based sensitivity indices with a regression-based machine learning technique. On this basis, we show that the research priorities in terms of future data/knowledge acquisition to reduce uncertainty on EAD and AC differ depending on the considered time horizon. In the short term (before 2040), EAD uncertainty could be significantly decreased by 25 and 75% if the uncertainty of the translation of physical damage into costs and of the modelling of extreme sea levels could respectively be reduced. For AC, it is RSLR that primarily drives short-term uncertainty (with a contribution ~50%). In the longer term (>2050), uncertainty in EAD could be largely reduced by 75% if the SSP scenario could be unambiguously identified. For AC, it is the RCP selection that helps reducing uncertainty (up to 90% by the end of the century). Altogether, the uncertainty in future human activities (SSP and RCP) are the dominant source of the uncertainty in future coastal flood risk.
